The 109th Congress is examining the role of groups organized under section of the Internal Revenue Code(IRC) that are involved in federal elections, but are not operating under the requirements and restrictions of federal election law.

This report discusses air pollutants (petroleum, natural gas, and coal), which account for about two-thirds of U.S. electricity generation. These gases include several pollutants that directly pose risks to human health and welfare. The report also discusses the utilities that are subject to an array of environmental regulations.

This report discusses the ongoing debate about whether or not to approve energy development in the Arctic National Wildlife Refuge (ANWR). Current law forbids energy leasing in the Refuge. This report addresses several legislative options on the issue, as well as policymakers' arguments for and against development, especially in the wake of increasing terrorism since 2000-2001.

This report presents the issues considered by the 109th Congress related to the civil works program of the U.S. Army Corps of Engineers (Corps). The Corps plans, constructs, and operates water resources facilities primarily for flood control, navigation, and environmental purposes.

Major amendments to the Clean Air Act were among the first items on the agenda of the 109th Congress, with S. 131 (the Clear Skies Act) scheduled for markup by the Senate Environment and Public Works Committee March 9. Also, a House committee has approved bills to reauthorize several Clean Water Act programs: H.R. 624 would provide $1.5 billion in grants over six years for sewer overflow projects; H.R. 1359 would extend a pilot program for alternative water source projects; H.R. 1721 would reauthorize coastal water quality programs; and H.R. 3963 would extend the Long Island Sound Program.

House Republicans have indicated that a compromise will be sought to satisfy the other body. Language in the House-passed bill would also authorize opening of the Arctic National Wildlife Refuge (ANWR) to exploration and development. This report gives an overview of key environmental issues that are receiving or may receive attention in the 109th Congress

Under provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA, P.L. 107-16), the estate tax and generation-skipping transfer tax are scheduled to be repealed effective January 1, 2010. But the estate tax repeal, and all other provisions of EGTRRA, are scheduled to sunset December 31, 2010. If the sunset provision is not repealed, or the law is not otherwise changed beforehand, in 2011 estate and gift tax law will return to what it would have been had EGTRRA never been enacted. The unified estate and gift taxes will be reinstated with an exclusion amount of $1 million. The maximum tax rate will revert to 55%.
