All standing and select committees of the Senate (except for the Appropriations and Ethics Committees) obtain their operating budgets pursuant to a biennial committee funding resolution.

Under House Rule X, clause 6, each standing and select committee of the House (except the Appropriations Committee) is required to submit an operating budget request for its necessary expenses over the two years of a Congress. Each committee chair normally introduces a House resolution to provide his or her committee with the requisite funds for the two years of the Congress.

Digital Rights Management (DRM) refers to the technology that copyright owners use to protect digital media. This report surveys several of the DRM bills that were introduced in the 107th and 108th Congresses. Generally, the bills are directed at two separate goals. One goal is to increase access to digitally-protected media for lawful purposes. The other attempts to thwart digital piracy and would do so by enhancing civil and criminal sanctions for digital (and traditional) copyright infringement and educating the public about the rights of copyright holders.

This report lists and provides statistics on President George W. Bush's nominations to U.S. district courts and courts of appeal (circuit courts) during the 107th and 108th Congresses and actions taken on the nominations by the Senate Judiciary Committee and the full Senate.
