This report is a research aid, which lists the DOD authorization bills (Table 1) and appropriations bills (Table 2). This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers. Table 3 shows real growth or decline in national defense funding for FY1940-FY2009. Table 4 gives a more detailed picture of both regular and supplemental defense appropriations from the 103rd Congress to the present (FY1993-FY2005). Table 5 shows the President’s DOD appropriations budget requests for FY1950-FY2005 vs. final amount enacted.

Space Stations

Congress continues to debate NASA’s International Space Station (ISS), a permanently occupied facility in Earth orbit where astronauts live and conduct research. Congress appropriated approximately $35 billion for the program from FY1985-2005. The initial FY2006 ISS request was $2.180 billion: $1.857 billion for construction and operations and $324 million for research to be conducted by ISS crews. In a July budget amendment, NASA transferred $168 million for ISS Crew/Cargo Services to another part of the NASA budget and reduced the ISS request commensurately. The final version of the FY2006 appropriations bill that includes NASA (H.R. 2862) cuts $80 million from the originally submitted budget, and NASA now plans to spend $306 million, instead of $324 million, on ISS research in FY2006.

Topics in Aging: Income and Poverty Among Older Americans in 2004

Older Americans are an economically diverse group. In 2004, the median income of individuals age 65 and over was $15,199, but incomes varied widely around this average. Twenty-eight percent of Americans 65 or older had incomes of less than $10,000 in 2004, while 10% had incomes of $50,000 or more. As Congress considers reforms to Social Security and the laws governing pensions and retirement savings plans, it may be helpful to consider how changes to one income source would affect each of the others, and thus the total income of older Americans

Supplemental Appropriations: Trends and Budgetary Impacts Since 1981

Hurricane Katrina, which struck Louisiana, Mississippi, and Alabama, caused widespread flooding, significant property damage, and lost lives. In response, Congress passed two supplemental appropriations measures providing a combined $62.3 billion for relief and recovery needs. Many knowledgeable observers think that the costs will likely rise much higher. Some have called for offsets in the federal budget to pay for Katrina (and, to a lesser extent, Hurricane Rita) relief and recovery efforts. Recently, many in Congress have expressed renewed concern about the impact of supplemental appropriations on the federal budget deficit and federal debt.

WTO Doha Round: Agricultural Negotiating Proposals

The pace of negotiations in the Doha Round of multilateral trade negotiations has quickened as the mid-December Hong Kong Ministerial Conference of the World Trade Organization (WTO) approaches. At Hong Kong, WTO member countries are expected to reach agreements on specific measures (known as modalities) to expand global trade in agricultural and industrial products and services and set the stage for intensive negotiations that would take place during 2006. Despite intense negotiations, agreements on modalities, especially for agriculture, have eluded negotiators. This report provides background information on the WTO, the Doha Round, the key negotiating groups, and a schedule of historical and upcoming events relevant to the agricultural negotiations; reviews the agreements reached in the July 2004 framework and identifies issues that remain to be resolved by the Hong Kong Ministerial in December; discusses and compares the major agricultural negotiating proposals; and discusses the potential effects of an agricultural agreement on U.S. farm policy.
