3-D Simulations of Plasma Wakefield Acceleration with Non-Idealized Plasmas and Beams

3-D Particle-in-cell OSIRIS simulations of the current E-162 Plasma Wakefield Accelerator Experiment are presented in which a number of non-ideal conditions are modeled simultaneously. These include tilts on the beam in both planes, asymmetric beam emittance, beam energy spread and plasma inhomogeneities both longitudinally and transverse to the beam axis. The relative importance of the non-ideal conditions is discussed and a worst case estimate of the effect of these on energy gain is obtained. The simulation output is then propagated through the downstream optics, drift spaces and apertures leading to the experimental diagnostics to provide insight into the differences between actual beam conditions and what is measured. The work represents a milestone in the level of detail of simulation comparisons to plasma experiments.

S. 147/H.R. 309: Process for Federal Recognition of a Native Hawaiian Governmental Entity

S. 147/H.R. 309, companion bills introduced in the 109th Congress, represent an effort to accord to Native Hawaiians a means of forming a governmental entity that could enter into government-to-government relations with the United States. This report describes the provisions of the reported version of S. 147; outlines some federal statutes and recent cases which might be relevant to the issue of federal recognition of a Native Hawaiian entity; and recounts some legal arguments that have been presented in the debate on this legislation. It includes a brief outline of the provisions of a substitute amendment expected to be offered in lieu of the reported version of S. 147, when Senate debate, which was interrupted by the filing of a cloture motion on July 29, resumes.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of the Treasury Inspector General for Tax Administration (TIGTA) audits and investigates the Internal Revenue Service's (IRS) operations to (1) promote economy and efficiency and detect and prevent fraud and abuse and (2) recommend actions for improvement. TIGTA was established by the Internal Revenue Service Restructuring and Reform Act of 1998 (IRS Reform Act), which amended the Inspector General Act of 1978 (IG Act), to include an independent inspector general (IG) to provide oversight of IRS's activities, programs, and offices. This report responds to a Congressional request that we review the activities of TIGTA. We are providing information regarding (1) TIGTA's budget and staffing levels; (2) TIGTA's audit and investigative coverage of IRS, including oversight of IRS's offices and identified weaknesses in IRS's operations, and audit coverage of specific requirements of the IRS Reform Act; (3) TIGTA's audit and investigative accomplishments; (4) the quality assurance program, including the results of peer reviews; and (5) the audit follow-up process to track IRS's implementation of TIGTA's audit recommendations."

Correspondence issued by the Government Accountability Office with an abstract that begins "Telecommuting, or telework--meaning work that is performed at an employee's home or at a work location other than a traditional office--has gained widespread attention over the past decade in both the public and private sectors, offering a variety of potential benefits to employers, employees, and society. On July 29, 2005, we briefed Congress on the results of our review of telework methodologies at the Departments of Commerce (DOC), Justice (DOJ), State, the Small Business Administration (SBA), and the Securities and Exchange Commission (SEC). This report transmits the information provided during that briefing. Specifically, Congress had asked us to provide information on and analysis of the methodology that each of the five agencies used to define employees eligible to telecommute, the methods each agency used to make telecommuting opportunities available to eligible employees and what those opportunities are, and how each agency defines and measures telecommuting participation rates."

Daylight Saving Time

Currently, in most parts of the United States, timepieces are moved forward one hour in the spring and back one hour in the fall to provide an extended daylight period during the summer months. This is known as Daylight Saving Time (DST). Much debate and many changes led to this present practice. This report provides a brief history of the issues surrounding DST, an outline of the legislation that created and modified it, and a list of references to more discussions.

Elections: Views of Selected Local Election Officials on Managing Voter Registration and Ensuring Eligible Citizens Can Vote

A letter report issued by the Government Accountability Office with an abstract that begins "GAO's past work and the work of others has shown that challenges processing voter registration applications and maintaining voter registration lists can result in individuals arriving at polls on Election Day to find they were not listed as registered. GAO surveyed local election officials in 14 jurisdictions in 7 states (AZ, CA, MI, NY, TX, VA, and WI) to obtain their views on managing voter registration for the 2004 election. GAO selected the 7 states considering characteristics relevant to voter registration, such as whether a statewide voter registration list existed prior to the enactment of the Help America Vote Act (HAVA) of 2002. Locations were selected within each state to represent one small and one large election jurisdiction. This report discusses election officials' characterization of (1) challenges receiving voter registration applications, including checking them for completeness; (2) removing voters' names from voter registration lists and ensuring that names were not inadvertently removed; and (3) implementing HAVA's provisional voting and identification requirements. HAVA, in part, requires that states offer provisional ballots to voters not listed as registered who declare eligibility and first-time voters who registered by mail …

EM Structure Based and Vacuum Acceleration

The importance of particle acceleration may be judged from the number of applications which require some sort of accelerated beam. In addition to accelerator-based high energy physics research, non-academic applications include medical imaging and treatment, structural biology by x-ray diffraction, pulse radiography, cargo inspection, material processing, food and medical instrument sterilization, and so on. Many of these applications are already well served by existing technologies and will profit only marginally from developments in accelerator technology. Other applications are poorly served, such as structural biology, which is conducted at synchrotron radiation facilities, and medical treatment using proton accelerators, the machines for which are rare because they are complex and costly. Developments in very compact, high brightness and high gradient accelerators will change how accelerators are used for such applications, and potentially enable new ones. Physical and technical issues governing structure-based and vacuum acceleration of charged particles are reviewed, with emphasis on practical aspects.

End Sequencing and Finger Printing of Human & Mouse BAC Libraries

This project provided for continued end sequencing of existing and new BAC libraries constructed to support human sequencing as well as to initiate BAC end sequencing from the mouse BAC libraries constructed to support mouse sequencing. The clones, the sequences, and the fingerprints are now an available resource for the community at large. Research and development of new metaodologies for BAC end sequencing have reduced costs and increase throughput.
