ADVANCED SOLID STATE SENSORS FOR VISION 21 SYSTEMS

Silicon carbide (SiC) is a high temperature semiconductor with the potential to meet the gas and temperature sensor needs in both present and future power generation systems. These devices have been and are currently being investigated for a variety of high temperature sensing applications. These include leak detection, fire detection, environmental control, and emissions monitoring. Electronically these sensors can be very simple Schottky diode structures that rely on gas-induced changes in electrical characteristics at the metal-semiconductor interface. In these devices, thermal stability of the interfaces has been shown to be an essential requirement for improving and maintaining sensor sensitivity and lifetime. In this report, we describe device fabrication and characterization studies relevant to the development of SiC based gas and temperature sensors. Specifically, we have investigated the use of periodically stepped surfaces to improve the thermal stability of the metal semiconductor interface for simple Pd-SiC Schottky diodes. These periodically stepped surfaces have atomically flat terraces on the order of 200 nm wide separated by steps of 1.5 nm height. It should be noted that 1.5 nm is the unit cell height for the 6H-SiC (0001) substrates used in these studies. These surfaces contrast markedly with the ''standard'' SiC surfaces normally …

B physics: measurement of the lifetime difference between b_s mass eigenstates

We present measurements of the lifetimes and polarization amplitudes for B{sub s}{sup 0} {yields} J/{psi}{phi} and B{sub d}{sup 0} {yields} J/{psi} K*{sup 0} decays. Lifetimes of the heavy (H) and light (L) mass eigenstates in the B{sub s}{sup 0} system are separately measured for the first time by determining the relative contributions of amplitudes with definite CP as a function of the decay time.

Continuity of Operations: Agency Plans Have Improved, but Better Oversight Could Assist Agencies in Preparing for Emergencies

Testimony issued by the Government Accountability Office with an abstract that begins "To ensure that essential government services are available in emergencies, federal agencies are required to develop continuity of operations plans. According to guidance from the Federal Emergency Management Agency (FEMA), which is responsible for providing guidance for and assessing agency continuity plans, a key element of a viable capability is the proper identification of essential functions. GAO previously reported on agency continuity plan compliance, and determined that a number of agencies and their components did not have continuity plans in place on October 1, 2002, and those that were in place did not generally comply with FEMA's guidance. GAO was asked to testify on its most recent work in continuity planning, which is discussed in a separate report, being released today (GAO-05-577). In this report, GAO reviewed to what extent (1) major federal agencies used sound practices to identify and validate their essential functions, (2) agencies had made progress since 2002 in improving compliance with FEMA guidance, and (3) agency continuity of operations plans addressed the use of telework arrangements (in which work is performed at an employee's home or at a work location other than a traditional …

The combination of additional demands for national and homeland security resources, the long-term rate of growth of entitlement programs, and rising health care costs create the need to make difficult choices about the affordability and sustainability of the recent growth in defense spending. At a time when the Department of Defense (DOD) is challenged to maintain a high level of military operations while competing for resources in an increasingly fiscally constrained environment, DOD's business management weaknesses continue to result in billions in annual waste, as well as reduced efficiencies and effectiveness. Congress asked GAO to provide its views on (1) the fiscal trends that prompt real questions about the affordability and sustainability of the rate of growth of defense spending, (2) business management challenges that DOD needs to address to successfully transform its business operations, and (3) key elements for achievement of reforms. Detention of U.S. Citizens

In 1971, Congress passed legislation to repeal the Emergency Detention Act of 1950 and to enact the following language: “No citizen shall be imprisoned or otherwise detained by the United States except pursuant to an Act of Congress.” The new language, codified at 18 U.S.C. §4001(a), is called the Non-Detention Act. This statutory provision received attention after the 9/11 terrorist attacks when the Administration designated certain U.S. citizens as “enemy combatants” and claimed the right to detain them indefinitely without charging them, bringing them to trial, or giving them access to counsel. In litigation over Yaser Esam Hamdi and Jose Padilla, both designated enemy combatants, the Administration has argued that the Non-Detention Act restricts only imprisonments and detentions by the Attorney General, not by the President or military authorities.

E10 Orbifolds

We study Z2 orbifolds of M-theory in terms of E10. We find a simple relation between the Z2 action on E10 and the imaginary root that corresponds [hep-th/0401053]to the"twisted sector" branes. We discuss the connection between the Kac-Moody algebra DE10 and the"untwisted" sector, and we demonstrate how DE18 can describe both the untwisted and twisted sectors simultaneously.

Elimination of 'ghost'-effect-related systematic error in metrology of X-ray optics with a long trace profiler

A data acquisition technique and relevant program for suppression of one of the systematic effects, namely the ''ghost'' effect, of a second generation long trace profiler (LTP) is described. The ''ghost'' effect arises when there is an unavoidable cross-contamination of the LTP sample and reference signals into one another, leading to a systematic perturbation in the recorded interference patterns and, therefore, a systematic variation of the measured slope trace. Perturbations of about 1-2 {micro}rad have been observed with a cylindrically shaped X-ray mirror. Even stronger ''ghost'' effects show up in an LTP measurement with a mirror having a toroidal surface figure. The developed technique employs separate measurement of the ''ghost''-effect-related interference patterns in the sample and the reference arms and then subtraction of the ''ghost'' patterns from the sample and the reference interference patterns. The procedure preserves the advantage of simultaneously measuring the sample and reference signals. The effectiveness of the technique is illustrated with LTP metrology of a variety of X-ray mirrors.
