AIDS in Africa

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 24.5 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 64% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

Navy-Marine Corps Amphibious and Maritime Prepositioning Ship Programs: Background and Oversight Issues for Congress

As of the end of FY2004, the Navy operated 35 amphibious ships and the Military Sealift Command operated 16 maritime prepositioning force (MPF) ships for the Marine Corps. The Navy is currently building a new amphibious assault ship called LHD-8 and is also procuring new LPD-17 class amphibious ships. A total of 12 LPD-17s were originally planned, but the FY2006-FY2011 Future Years Defense Plan (FYDP) proposes reducing that figure to nine, with the final two to be procured in FY2006 and FY2007. The FY2006-FY2011 FYDP also calls for procuring new design amphibious assault ships called LHA(R)s in FY2007 and FY2010, for starting procurement of a new type of MPF ship called the MPF(F) in FY2009, and for starting procurement of two new types of sealift “connector” ships in FY2009 and FY2010.

USA PATRIOT Act Sunset: A Sketch

Several sections of Title II of the USA PATRIOT Act (the act) and one section of the Intelligence Reform and Terrorism Prevention Act, each relating to enhanced foreign intelligence and law enforcement surveillance authority, expire on December 31, 2005, unless they are extended. Thereafter, the authority remains in effect only as it relates to foreign intelligence investigations began before sunset or to offenses or potential offenses began or occurring before that date. The temporary provisions are: sections 201 (wiretapping in terrorism cases), 202 (wiretapping in computer fraud and abuse felony cases), 203(b) (sharing wiretap information), 203(d) (sharing foreign intelligence information), 204 (Foreign Intelligence Surveillance Act (FISA) pen register/trap & trace exceptions), 206 (roving FISA wiretaps), 207 (duration of FISA surveillance of non-United States persons who are agents of a foreign power), 209 (seizure of voicemail messages pursuant to warrants), 212 (emergency disclosure of electronic surveillance), 214 (FISA pen register/ trap and trace authority), 215 (FISA access to tangible items), 217 (interception of computer trespasser communications), 218 (purpose for FISA orders), 220 (nationwide service of search warrants for electronic evidence), 223 (civil liability and discipline for privacy violations), and 225 (provider immunity for FISA wiretap assistance).

Presidential Succession: An Overview with Analysis of Legislation Proposed in the 109th Congress

Whenever the office of President of the United States becomes vacant due to “removal ... death or resignation” of the chief executive, the Constitution provides that “the Vice President shall become President.” When the office of Vice President becomes vacant for any reason, the President nominates a successor, who must be confirmed by a majority vote of both houses of Congress. If both of these offices are vacant simultaneously, then, under the Succession Act of 1947, the Speaker of the House of Representatives becomes President, after resigning from the House and as Speaker. If the speakership is also vacant, then the President Pro Tempore of the Senate becomes President, after resigning from the Senate and as President Pro Tempore. If both of these offices are vacant, or if the incumbents fail to qualify for any reason, then cabinet officers are eligible to succeed, in the order established by law (3 U.S.C. §19, see Table 3). This report begins with a short history of the legislation and other factors that led to the creation of the current CFSR and then briefly describes how a CFSR is conducted and what “substantial conformity” with federal child welfare policy means in the context of this review. Much has been made of the fact that no state was found to be in substantial conformity with all aspects of federal policy reviewed during the initial (FY2001-FY2004) round of the CFSRs. This report seeks to better understand that fact by looking closely at state performance on each of the performance indicators that determined compliance.
