Advanced Photon Source Activity Report 2003: Report of Work Conducted at the APS, January 2003-December 2003, Synchrotron x-ray diffraction at the APS, Sector 16 (HPCAT)

We present here the summary of the results of our studies using the APS synchrotron beamline IDB Sector 16 (HPCAT). Optical calibration of pressure sensors for high pressures and temperatures: The high-pressure ruby scale for static measurements is well established to at least 100 GPa (about 5% accuracy), however common use of this and other pressure scales at high temperature is clearly based upon unconfirmed assumptions. Namely that high temperature does not affect observed room temperature pressure derivatives. The establishment of a rigorous pressure scale along with the identification of appropriate pressure gauges (i.e. stable in the high P-T environment and easy to use) is important for securing the absolute accuracy of fundamental experimental science where results guide the development of our understanding of planetary sciences, geophysics, chemistry at extreme conditions, etc. X-ray diffraction in formic acid under high pressure: Formic acid (HCOOH) is common in the solar system; it is a potential component of the Galilean satellites. Despite this, formic acid has not been well-studied at high temperatures and pressures. A phase diagram of formic acid at planetary interior pressures and temperatures will add to the understanding of planetary formation and the potential for life on Europa. Formic acid …

Coverage of the TANF Population Under Medicaid and SCHIP

Health insurance is an important support for individuals receiving, leaving or diverted from the Temporary Assistance for Needy Families (TANF) welfare or cash assistance program for low-income families. Medicaid and SCHIP (State Children’s Health Insurance Program) are key vehicles for providing such coverage. While there is no formal link between TANF and either Medicaid or SCHIP, some TANF-eligibles, especially children, are likely to qualify for one of these programs. But state eligibility rules can be complex and often differ for parents versus children, leaving some parents, in particular, without coverage.

This report summarizes the science and technology research and development efforts in Lawrence Livermore National Laboratory's Engineering Directorate for FY2004, and exemplifies Engineering's more than 50-year history of developing the technologies needed to support the Laboratory's missions. Engineering has been a partner in every major program and project at the Laboratory throughout its existence and has prepared for this role with a skilled workforce and the technical resources developed through venues like the Laboratory Directed Research and Development Program (LDRD). Scalable Entity-Based Modeling of Population-Based Systems, Final LDRD Report

The goal of this project has been to develop tools, capabilities and expertise in the modeling of complex population-based systems via scalable entity-based modeling (EBM). Our initial focal application domain has been the dynamics of large populations exposed to disease-causing agents, a topic of interest to the Department of Homeland Security in the context of bioterrorism. In the academic community, discrete simulation technology based on individual entities has shown initial success, but the technology has not been scaled to the problem sizes or computational resources of LLNL. Our developmental emphasis has been on the extension of this technology to parallel computers and maturation of the technology from an academic to a lab setting.

This report provides an overview of the economics of international trade that may be helpful for consideration of many recurring international economic policy issues. It is intended as a general explanation of mainstream economic principles that may be considered in gauging the economic significance of trade issues as well as the trade-offs inherent in many policy choices. A fundamental tenet of economics is that international trade is a means to a higher standard of living for all trading nations. The post-war era has seen a rapid expansion of trade and the United States has been a major participant in this process both as a trading nation and as a leader in the steady lowering of barriers to trade worldwide. The significant benefit of trade does not come without disruption and cost, however. Gaining the benefit of trade and also treating equitably those hurt by trade is often a difficult public policy issue.

ADVANCED TECHNOLOGIES FOR STRIPPER GAS WELL ENHANCEMENT

As part of Task 1 in Advanced Technologies for Stripper Gas Well Enhancement, Schlumberger Data & Consulting Services (DCS) joined with two Appalachian Basin producers, Great Lakes Energy Partners, LLC, and Belden & Blake Corporation to develop methodologies for identification and enhancement of stripper wells with economic upside potential. These industry partners previously provided us with data for more than 700 wells in northwestern Pennsylvania. Phase 1 goals of this project were to develop and validate methodologies that can quickly and cost-effectively identify underperforming wells with remediation potential. We enhanced and streamlined our software and are using it with Microsoft's{trademark} Access and Excel programs. During the last quarter of 2002, Great Lakes provided us with additional data for approximately 2,200 wells located in their Cooperstown field situated in northwestern Pennsylvania. We identified approximately 220 potential remediation candidates and Great Lakes personnel reviewed this list for viability and selected more than twenty five wells to be reworked. Approximately fifteen wells have been successfully reworked as of year-end 2004. This field provided a rigorous test of our software and analytical methods. BOILER MATERIALS FOR ULTRASUPERCRITICAL COAL POWER PLANTS

The U.S. Department of Energy (DOE) and the Ohio Coal Development Office (OCDO) have recently initiated a project aimed at identifying, evaluating, and qualifying the materials needed for the construction of the critical components of coal-fired boilers capable of operating at much higher efficiencies than current generation of supercritical plants. This increased efficiency is expected to be achieved principally through the use of ultrasupercritical steam conditions (USC). The project goal initially was to assess/develop materials technology that will enable achieving turbine throttle steam conditions of 760 C (1400 F)/35 MPa (5000 psi), although this goal for the main steam temperature had to be revised down to 732 C (1350 F), based on a preliminary assessment of material capabilities. The project is intended to build further upon the alloy development and evaluation programs that have been carried out in Europe and Japan. Those programs have identified ferritic steels capable of meeting the strength requirements of USC plants up to approximately 620 C (1150 F) and nickel-based alloys suitable up to 700 C (1300 F).
