Indian Reserved Water Rights: An Overview

With the dramatic population increase in the West over the last thirty years, the Western states have been under increasing pressure from their citizens to secure future access to water. In planning to meet this goal, however, Western officials have had to confront a heretofore obscure doctrine of water law: the doctrine of Indian reserved water rights, also known as the Winters doctrine. Therefore, in order for Western water officials to effectively plan for a stable allocation of water on which all parties can rely, they must find a way to satisfy the water claims of local Indian tribes. This report provides an overview of the legal issues surrounding Indian reserved water rights disputes.

Energy-dependent excitation cross section measurements of the diagnostic lines of Fe XVII

By implementing a large-area, gain-stabilized microcalorimeter array on an electron beam ion trap, the electron-impact excitation cross sections for the dominant x-ray lines in the Fe XVII spectrum have been measured as a function of electron energy up to greater than three times the threshold energy, establishing a benchmark for atomic calculations. The results reveal a consistent overestimation by recent calculations of the excitation cross section of the resonance transition, which is shown to be at the root of several long-standing problems associated with modeling solar and astrophysical Fe XVII spectra. The data do not show strong contributions from resonance excitation contrary to recent statements in the literature.

Detailed Numerical Simulation of the Graniteville Train Collision

An unfortunate accident occurred in Graniteville, South Carolina on 6 January, 2005 when a train carrying a variety of hazardous chemicals collided with a stationary train parked on a siding rail (spur). The Savannah River National Laboratory (SRNL) runs prognostic atmospheric simulations of the Central Savannah River Area (CSRA) on an operational basis in the event of such airborne releases. Although forecast information was provided at 2-km horizontal grid spacing during the accident response, a higher-resolution simulation was later performed to examine influences of local topography on plume migration. The Regional Atmospheric Modeling System (RAMS, version 4.3.0) was used to simulate meteorology using multiple grids with an innermost grid spacing of 125 meters. This report discusses comparisons of simulated meteorology with local observations and applications using two separate transport models. Results from the simulations are shown to generally agree with meteorological observations at the time. Use of a dense gas model to simulate localized effects indicates agreement with fatalities in the immediate area and visible damage to vegetation.

Savannah River National Laboratory Involvement in the European ENSEMBLE Program

Many atmospheric transport and dispersion models now exist to provide consequence assessment during emergency response to near-field releases. One way of estimating the uncertainty for a given forecast is to statistically analyze an ensemble of results from several models. ENSEMBLE is a European Union program that utilizes an internet-based system to ingest transport results from numerous modeling agencies. This paper addresses the involvement of the Savannah River National Laboratory (SRNL) in ENSEMBLE, and the resulting improvements in SRNL modeling capabilities. SRNL, the only United States agency involved in the ENSEMBLE program, uses a prognostic atmospheric numerical model (the Regional Atmospheric Modeling System, RAMS) to provide three-dimensional and time-varying meteorology as input to a stochastic Lagrangian particle mode . The model design used by SRNL is discussed, including recent upgrades to the system using parallel processing which allows for finer grid resolution in the generation of the meteorology.

Recent Improvements to an Advanced Atmospheric Transport Modeling System

The Atmospheric Technologies Group (ATG) has developed an advanced atmospheric modeling capability using the Regional Atmospheric Modeling System (RAMS) and a stochastic Lagrangian particle dispersion model (LPDM) for operational use at the Savannah River Site (SRS). For local simulations concerning releases from the Central Savannah River Area (CSRA), RAMS is run in a nested grid configuration with horizontal grid spacing of 8 and 2 km for each grid, with 6-hr forecasts updated every 3 hours. An interface to allow for easy user access to LPDM had been generated, complete with post-processing results depicting surface concentration, deposition, and a variety of dose quantities. A prior weakness in this approach was that observations from the SRS tower network were only incorporated into the three-dimensional modeling effort during the initialization process. Thus, if the forecasted wind fields were in error, the resulting plume predictions would also be erroneous. To overcome this shortcoming, the procedure for generating RAMS wind fields and reading them into LPDM has been modified such that SRS wind measurements are blended with the predicted three-dimensional wind fields from RAMS using the Barnes technique. The National Museum of the Pacific War presents an oral interview with Orval W. Burgess. Burgess was born 3 October 1924 in Harrison Township, Indiana. He was drafted soon after graduating in 1943 and sent to Camp Croft, South Carolina for basic training. He contracted scarlet fever and was hospitalized. Upon finishing basic, he took various qualification tests at Fort Dix, New Jersey after which he was sent to Camp Shelby, Mississippi where he joined the 69th Infantry Division and took basic training again. Upon completing basic again he was sent to New York where he boarded the SS Ile de France for England and arrived 26 August 1944. After spending two months in a replacement depot he was assigned to I Company, 15th Infantry, 3rd Infantry Division as a Browning automatic rifle assistant. He participated in the Rhineland Campaign and comments on the constant rain and snow they encountered. He did not take his shoes off for fifteen days and developed a severe case of trench foot. On 28 November 1944 he was sent to the 159th General Hospital in Saint Die France where he stayed until January 1945. He was then sent to Convalescent Center E-27 where he …
