Adaptive mesh refinement in titanium
In this paper, we evaluate Titanium's usability as a high-level parallel programming language through a case study, where we implement a subset of Chombo's functionality in Titanium. Chombo is a software package applying the Adaptive Mesh Refinement methodology to numerical Partial Differential Equations at the production level. In Chombo, the library approach is used to parallel programming (C++ and Fortran, with MPI), whereas Titanium is a Java dialect designed for high-performance scientific computing. The performance of our implementation is studied and compared with that of Chombo in solving Poisson's equation based on two grid configurations from a real application. Also provided are the counts of lines of code from both sides.

The Adverse Effect Wage Rate (AEWR)
This report introduces the adverse effect wage rate (AEWR) and the concerns out of which it grew, from the perspective of labor policy (not of immigration policy). American agricultural employers have long utilized foreign workers on a temporary basis, regarding them as an important manpower resource. Often employed at low wages and under adverse conditions, such alien workers, some argue, may compete unfairly with U.S. workers. To mitigate any "adverse effect" for the domestic workforce, a system of wage floors was developed that applies, variously, both to alien and citizen workers.

Appendix D-12A Building 332C Waste Accumulation Area
This appendix is designed to provide information specific to the Building 332C Waste Accumulation Area (B-332C WAA), a waste storage area. This appendix is not designed to be used as a sole source of information. All general information that is not specific to the B-332C WAA is included in the Contingency Plan for Waste Accumulation Areas, dated July 2004, and should be referenced. The B-332C WAA is located in the southwest quadrant of the LLNL Main Site in Building 332, Room 1330. Hazardous and mixed wastes may be stored at the B-332C WAA for 90 days or less, until transferred to the appropriate Radioactive and Hazardous Waste Management (RHWM) facility or other permitted treatment, storage or disposal facility (TSDF). Radioactive waste may also be stored at the WAA. The design storage capacity of this WAA is 2,200 gallons.

Civilian Nuclear Waste Disposal
The Nuclear Waste Policy Act of 1982 (NWPA) calls for disposal of spent nuclear fuel in a deep geologic repository that is unlikely to be disturbed for thousands of years. Low-level waste sites are a state responsibility under the Low-Level Radioactive Waste Policy Act of 1980. Pursuant to that act, 10 regional compacts for disposal of low level waste have been approved by Congress. Three commercial low-level waste sites are currently operating, in the states of South Carolina, Utah, and Washington.

Cryogenic loading of large volume presses for high-pressure experimentation and synthesis of novel materials
We present an efficient easily implemented method for loading cryogenic fluids in a large volume press. We specifically apply this method to the high-pressure synthesis of an extended solid derived from CO using a Paris-Edinburgh cell. This method employs cryogenic cooling of Bridgman type WC anvils well insulated from other press components, condensation of the load gas within a brass annulus surrounding the gasket between the Bridgman anvils. We demonstrate the viability of the described approach by synthesizing macroscopic amounts (several milligrams) of polymeric CO-derived material, which were recovered to ambient conditions after compression of pure CO to 5 GPa or above.

The Development of a Detailed Chemical Kinetic Mechanism for Diisobutylene and Comparison to Shock Tube Ignition Times
There is much demand for chemical kinetic models to represent practical fuels such as gasoline, diesel and aviation fuel. These blended fuels contain hundreds of components whose identity and amounts are often unknown. A chemical kinetic mechanism that would represent the oxidation of all these species with accompanying chemical reactions is intractable with current computational capabilities, chemical knowledge and manpower resources. The use of surrogate fuels is an approach to make the development of chemical kinetic mechanisms for practical fuels tractable. A surrogate fuel model consists of a small number of fuel components that can be used to represent the practical fuel and still predict desired characteristics of the practical fuel. These desired fuel characteristics may include ignition behavior, burning velocity, fuel viscosity, fuel vaporization, and fuel emissions (carbon monoxide, hydrocarbons, soot and nitric oxides). Gasoline consists of many different classes of hydrocarbons including n-alkanes, alkenes, iso-alkanes, cycloalkanes, cycloalkenes, and aromatics. One approach is to use a fuel surrogate that has a single component from each class of hydrocarbon in gasoline so that the unique molecular structure of each class is represented. Energy Policy: Legislative Proposals in the 109th Congress
While introduction of energy legislation in the 109th Congress is pending, it remains unclear what its course may be. Some believe that the results of the fall 2004 election have heightened prospects for opening up the Arctic National Wildlife Refuge (ANWR) to oil and gas development, and the Republican leadership has indicated that ANWR is to be included in the budget resolution that will come before Congress. Senate Energy and Natural Resources Committee Chairman Pete Domenici has indicated that the committee will mark up a comprehensive bill in February. However, Senator Domenici also expressed openness to considering individual bills; he and others are interested in legislation to establish a long-term leasing plan for natural gas resources.

Federal Employees: Pay and Pension Increases Since 1969
Pay increases for current federal employees and cost-of-living adjustments (COLAs) for retired federal employees often differ because they are based on changes in different economic variables. Increases in pay for civilian federal workers are indexed to wage and salary increases in the private-sector, as measured by the Employment Cost Index (ECI), while federal retirement and disability benefits are indexed to price increases as measured by the Consumer Price Index (CPI). This report discusses the procedures for determining such increases.

The elucidation of the relationship between pore scale structure and fluid flow in porous media is a fundamental problem of long standing interest. Incomplete characterization of medium properties continues to be a limiting factor in accurate field scale simulations. The accomplishments of this grant have kept us at the forefront in investigating the applicability of X-ray computed microtomography (XCMT) as a tool for contributing to the understanding of this relationship. Specific accomplishments have been achieved in four areas: - development of numerical algorithms (largely in the field of computational geometry) to provide automated recognition of and measurements on features of interest in the pore space. These algorithms have been embodied in a software package, 3DMA-Rock. - application of these algorithms to extensive studies of the pore space of sandstones. - application of these algorithms to studies of fluid (oil/water) partitioning in the pore space of Berea sandstone and polyethylene models. - technology transfer.
