Federal farm support, food assistance, agricultural trade, marketing, and rural development policies are governed by a variety of separate laws. However, many of these laws periodically are evaluated, revised, and renewed through an omnibus, multi-year farm bill. The Farm Security and Rural Investment Act of 2002 (P.L. 107- 171) was the most recent omnibus farm bill, and many of its provisions expire in 2007, so reauthorization is expected to be enacted in the 110th Congress.

Spending Reconciliation Directives to the Senate Finance Committee in Congressional Budget Resolutions

During the more than 30 years that the congressional budget process has been in effect, the Senate Finance Committee has been subject to spending reconciliation directives in a budget resolution on 16 occasions. Fourteen instances involved directives to reduce spending, while the remaining two, for FY2002 and FY2004, instructed the committee to increase outlays (to accommodate related tax policy changes). In every instance but one, for FY1982, spending reconciliation directives to the committee were accompanied by revenue reconciliation directives.

Reconciliation Instructions in the FY2006 Budget Resolution

The House and Senate reached final agreement on April 28, 2005, on a budget resolution for FY2006 (H.Con.Res. 95) which included reconciliation directives expected to lead to the consideration of three different reconciliation bills during the session: (1) an omnibus spending reduction measure, incorporating submissions from eight House and eight Senate committees; (2) a revenue reduction measure; and (3) a public debt limit increase measure. The omnibus spending bill is intended to reduce outlays by $1.519 billion for FY2006 and $34.658 billion for the five-year period covering FY2006 through FY2010; the revenue bill is intended to reduce revenues by $11 billion for FY2006 and $70 billion for the period FY2006-FY2010; and the third bill is intended to increase the public debt limit by $781 billion.

This report describes Title XII of the House-passed H.R. 6 in the 109th Congress and other sections that deal with electric power issues. In part, Title XII would create an electric reliability organization (ERO) that would enforce mandatory reliability standards for the bulk-power system. All ERO standards would be approved by the Federal Energy Regulatory Commission (FERC). Under this title, the ERO could impose penalties on a user, owner, or operator of the bulk-power system that violates any FERC-approved reliability standard.

Several proposals designed to address greenhouse gases have been introduced in the 109th Congress. Two proposals, S. 1151, introduced by Senators McCain and Lieberman, and a draft alternative, announced by Senator Bingaman, received increased scrutiny in preparation for the Senate’s debate on comprehensive energy legislation. During that debate, S. 1151, introduced as S.Amdt. 826, was defeated on a 38-60 vote. In contrast, the draft alternative remains a work-in-progress and has yet to be introduced. This report compares these two proposals.

Drug Crop Eradication and Alternative Development in the Andes

The United States has supported drug crop eradication and alternative development programs in the Andes for decades. Colombia, Bolivia, and Peru collectively produce nearly the entire global supply of cocaine. In addition, Colombia has become a producer of high quality heroin, most of it destined for the United States and Europe. The United States provides counternarcotics assistance through the Andean Counterdrug Initiative (ACI). The program supports a number of missions, including interdiction of drug trafficking, illicit crop eradication, alternative development, and rule of law and democracy promotion. From FY2000 through FY2005, the United States has provided a total of about $4.3 billion in ACI funds.
