A letter report issued by the Government Accountability Office with an abstract that begins "On July 16, 2004, the director of the Los Alamos National Laboratory (LANL) declared a suspension, or stand-down, of laboratory operations to address safety and security concerns. LANL is one of three laboratories that conduct nuclear weapons research for the National Nuclear Security Administration (NNSA) within the Department of Energy (DOE). In deciding to stand down operations, LANL's director consulted with senior officials from NNSA and the University of California, the management and operating contractor for the laboratory. GAO was asked to assess (1) the extent to which LANL's and NNSA's estimates capture the total cost of the stand-down, (2) the effect of the stand-down on LANL's major research programs, and (3) whether there was a reasonable basis for NNSA's decisions regarding the reimbursement of stand-down costs to the University of California."

A letter report issued by the Government Accountability Office with an abstract that begins "Under 10 U.S.C. 2466, the military departments and defense agencies can use no more than 50 percent of annual depot maintenance funding for work performed by private-sector contractors. The Department of Defense (DOD) must submit a report to Congress annually on the division of depot maintenance funding between the public and private sectors during the preceding fiscal year and projected distribution for the current and ensuing fiscal years. As required, GAO reviewed the report submitted in April 2005 and is, with this report, submitting its views to Congress on whether (1) the military departments complied with the "50-50 requirement" for fiscal year 2004 and (2) the projections for fiscal years 2005 and 2006 represent reasonable estimates. Additionally, GAO is assessing whether the data currently provided in DOD's annual 50-50 report are useful to Congress in exercising its oversight role."

A letter report issued by the Government Accountability Office with an abstract that begins "Large trucks make up 3 percent of the nation's registered vehicles, but they were involved in 11 percent of all fatal crashes in 2003. To reduce the fatality rate, the Federal Motor Carrier Safety Administration (FMCSA) sets national safety goals and works in partnership with states to reach them. Crash data collected by states and submitted to FMCSA is key to these efforts, and to be fully useful, this data must be complete, timely, accurate, and collected in a consistent manner. GAO addressed (1) what is known about the quality of commercial motor vehicle crash data, and what states are doing to improve it, and (2) the results of FMCSA's efforts to help states make improvements."

Correspondence issued by the Government Accountability Office with an abstract that begins "The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 required the Centers for Medicare & Medicaid Services (CMS) in the Department of Health and Human Services (HHS) to broadly disseminate information on the program to the millions of Medicare beneficiaries--seniors and people under age 65 with permanent disabilities--who are eligible for a drug discount card. In response, CMS began education and outreach efforts designed to publicize the availability and features of the drug discount cards, provide information to facilitate beneficiary choice, and assist beneficiaries with the enrollment process. Congress asked us to provide information on CMS's efforts because the agency's experience in supporting the drug card program may yield important insights relevant to implementing the new prescription drug benefit that becomes effective in 2006. In this report, we (1) describe CMS's education and outreach efforts in support of the drug card program and review assessments of these efforts by public and private health care research organizations and (2) provide data on enrollment in the drug card program and identify factors that may have limited this enrollment."

Federal Compensation Programs: Perspectives on Four Programs

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1969, when Congress established the Black Lung Program as a temporary federal program to provide benefits for coal miners disabled by pneumoconiosis (black lung disease), the federal government has played an ever-increasing role in providing benefits to individuals injured as result of exposure to harmful substances. Although the Black Lung Program was initially designed to end in 1976, when state workers' compensation programs were to provide these benefits, it was amended to make it an ongoing federal program. Since that time, Congress has enacted several additional programs to provide benefits to individuals injured by exposure to such things as radiation and beryllium, a substance used in nuclear weapons production. In addition, the role of the federal government in many of these compensation programs has expanded over time. Most recently, legislative proposals have been introduced in the Senate and the House that would add asbestos to the list of substances for which federally administered compensation programs have been established. As Congress considers legislation to establish a compensation program for those injured by asbestos exposure, Congress asked us to provide information on four existing federal compensation programs: …

Nanobiogeochemistry of Microbe/Mineral Interactions: A Force Microscopy and Bioinformatics Approach

In the original proposal (section 5, General Approach and Hypotheses, and Section 6, Research Plan), the planned research program for this three-year project was divided into three major tasks. These included research involving (1) biological force microscopy to study intermolecular forces between whole bacterial cells and minerals, (2) chemical force microscopy to study interactions between discrete biomolecules and mineral surfaces, and (3) molecular modeling of interactions between functional groups on biological and mineralogical surfaces. Dr. Lower was in charge of task 1, biological force microscopy. Dr. Lower has been involved in tasks 2 and 3 but, as these are under the supervision of Dr. Hochella, these tasks will not be discussed herein.

California GAMA Program: Sources and Transport of Nitrate in Groundwater in the Livermore Valley Basin, California

A critical component of the State Water Resource Control Board's Groundwater Ambient Monitoring and Assessment (GAMA) Program is to assess the major threats to groundwater resources that supply drinking water to Californians (Belitz et al., 2004). Nitrate concentrations approaching and greater than the maximum contaminant level (MCL) are impairing the viability of many groundwater basins as drinking water sources Source attribution and nitrate fate and transport are therefore the focus of special studies under the GAMA program. This report presents results of a study of nitrate contamination in the aquifer beneath the City of Livermore, where high nitrate levels affect both public supply and private domestic wells. Nitrate isotope data are effective in determining contaminant sources, especially when combined with other isotopic tracers such as stable isotopes of water and tritium-helium ages to give insight into the routes and timing of nitrate inputs to the flow system. This combination of techniques is demonstrated in Livermore, where it is determined that low nitrate reclaimed wastewater predominates in the northwest, while two flowpaths with distinct nitrate sources originate in the southeast. MEMS-Based Extreme Adaptive Optics for Planet Detection

The next major step in the study of extrasolar planets will be the direct detection, resolved from their parent star, of a significant sample of Jupiter-like extrasolar giant planets. Such detection will open up new parts of the extrasolar planet distribution and allow spectroscopic characterization of the planets themselves. Detecting Jovian planets at 5-50 AU scale orbiting nearby stars requires adaptive optics systems and coronagraphs an order of magnitude more powerful than those available today--the realm of ''Extreme'' adaptive optics. We present the basic requirements and design for such a system, the Gemini Planet Imager (GPI.) GPI will require a MEMS-based deformable mirror with good surface quality, 2-4 micron stroke (operated in tandem with a conventional low-order ''woofer'' mirror), and a fully-functional 48-actuator-diameter aperture.
