As petroleum prices continue to rise and the United States seeks to reduce its dependency on foreign oil, there is a renewed interest in the research and development of more efficient and alternative energy sources, such as fuel cells. One approach is to utilize processes that can produce long-chain hydrocarbons from other sources. One such reaction is Fischer-Tropsch synthesis. Fischer-Tropsch synthesis is a process by which syngas (CO and H{sub 2}) is converted to higher molecular weight hydrocarbons. The reaction involves a complex set of bond-breaking and bond-making reactions, such as CO and H{sub 2} activation, hydrocarbon hydrogenation reactions, and hydrocarbon coupling reactions. This report details our initial construction of an ab initio based kinetic Monte Carlo code that can be used to begin to simulate Fischer-Tropsch synthesis over model Co(0001) surfaces. The code is based on a stochastic kinetic formalism that allows us to explicitly track the transformation of all reactants, intermediates and products. The intrinsic kinetics for the simulations were derived from the ab initio results that we reported in previous year summaries.

This report summarizes the issues with reauthorizing the Higher Education Act (HEA) and highlights accreditation in particular. One consideration the report contains is the possibility of Congress changing the role accreditation plays in reference to financial aid for students. Moreover, the report considers the place of accreditation in reference to the overall quality of an academic institution.

Significant energy savings can be achieved in commercial building operation, along with increased comfort and control for occupants, through the implementation of advanced technologies. This document provides a market assessment of existing building sensors and controls and presents a range of technology pathways (R&D options) for pursuing advanced sensors and building control strategies. This paper is actually a synthesis of five other white papers: the first describes the market assessment including estimates of market potential and energy savings for sensors and control strategies currently on the market as well as a discussion of market barriers to these technologies. The other four cover technology pathways: (1) current applications and strategies for new applications, (2) sensors and controls, (3) networking, security, and protocols and standards, and (4) automated diagnostics, performance monitoring, commissioning, optimal control and tools. Each technology pathway chapter gives an overview of the technology or application. This is followed by a discussion of needs and the current status of the technology. Finally, a series of research topics is proposed.

This report summarizes the Advanced Technology Program (ATP) and its creation. According to the report, the ATP was created to insure competitive technologies with broad applications throughout multiple industries. The report also covers information surrounding the budget of the program and its funding.

This report discusses projected agricultural imports and exports for FY2002, as well as legislation that deals with federal programs in support of agricultural exports and federal aid dedicated to farms and agricultural reform.

Meanwhile, the agriculture committees are required by the adopted FY2006 budget resolution to report legislation that reduces spending on mandatory food and agriculture support programs by $3 billion over the next five years. Other issues of importance to agriculture during the 109th Congress include the possible reauthorization of an expiring dairy support program; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and Asian soybean rust); high energy costs; environmental issues; and a number of agricultural marketing matters. This report will be updated if significant developments ensue.

The air cargo system is vulnerable to several security threats, including: potential plots to place explosives aboard aircraft; illegal shipments of hazardous materials; criminal activities such as smuggling and theft; and potential hijackings and sabotage by persons with access to aircraft. This report discusses legislative efforts currently underway to improve air cargo system security.

This report is written in response to numerous requests for war casualty statistics and lists of war dead. It provides tables, compiled by sources at the Department of Defense, indicating the number of casualties among American military personnel serving in principal wars and combat actions. For the more recent conflicts, starting with the Korean War, more detailed information on types of casualties, and when available, demographics have been included. This report also cites sources of published lists of military personnel killed in principal wars and combat actions.

This report briefly discusses the nondiscrimination provisions of the Americans with Disabilities Act (ADA), which are applicable to emergency preparedness and responses to disasters. The ADA does not include provisions specifically for disasters, such as Hurricane Katrina, for example.

Analyzing D{sup 0} {yields} K{sup +}{pi}{sup -}{pi}{sup 0} decays, herein are presented the methods and results of a search for D{sup 0}-{bar D}{sup 0} mixing, a measurement of the branching ratio R {equivalent_to} {Lambda}(D{sup 0} {yields} K{sup +}{pi}{sup -}{pi}{sup 0})/{Lambda}(D{sup 0} {yields} K{sup -}{pi}{sup +}{pi}{sup 0}), and measurements of the contributions from D{sup 0} {yields} K{sup +}{rho}{sup -}, K*{sup +}{pi}{sup -}, K*{sup 0}{pi}{sup 0}; 230.4 fb{sup -1} of data collected from the BABAR detector at the PEP-II collider during 2000-2004 (Runs 1-4) are analyzed. An event-level tagging technique is developed, which facilitates the accurate determination of doubly Cabibbo-suppressed resonance contributions by suppressing background from Cabibbo-favored decays. The branching ratio is measured as R = (0.214 {+-} 0.008 (stat) {+-} 0.008 (syst))%, with (46.1 {+-} 3.3 (stat) {+-} 2.9 (syst))% of D{sup 0} {yields} K{sup +}{pi}{sup -}{pi}{sup 0} decays proceeding through the channel D{sup 0} {yields} K*{sup +}{pi}{sup -}. The data are consistent with the null-D-mixing hypothesis at a confidence level of 10%, and the expected value of {+-} {radical}(x{sup 2} + y{sup 2}) is measured as -0.013 {+-} 0.010 (stat), indicating negative interference between mixing and doubly Cabibbo-suppressed decay. This report discusses the ongoing debate about whether or not to approve energy development in the Arctic National Wildlife Refuge (ANWR). Current law forbids energy leasing in the Refuge. This report addresses several legislative options on the issue, as well as policymakers' arguments for and against development, especially in the wake of increasing terrorism since 2000-2001.

Section 12 of the USA PATRIOT and Terrorism Prevention Reauthorization Act (H.R. 3199), as reported by the House Judiciary Committee, directed the Department of Justice to review the detention of individuals under the federal material witness statute, including their length of detention], conditions of access to counsel, frequency of access to counsel, offense at issue, and frequency of appearance before a grand jury. This report illustrates the level of controversy easily generated by material witness statutes.

In support for the Aggregation option1, researchers performed a series of tests using actual Tank 48H slurries. The tests were designed to examine potential benzene generation issues if the Tank 48H slurry is disposed to Saltstone. Personnel used the archived Tank 48H sample (HTF-E-03-127, collected September 17, 2003) for the experiments. The tests included a series of three experiments (Tests A, B, and F) performed in duplicate, giving a total of six experiments. Test A used Tank 48H slurry mixed with {approx}20:1 with Defense Waste Processing Facility (DWPF) Recycle from Tanks 21H and 22H. Test B used Tank 48H slurry mixed with {approx}2.7:1 with DWPF Recycle from Tanks 21H and 22H, while Test F used Tank 48H slurry as-is. Tests A and B occurred at 45 C, while Test F occurred at 55 C. Over a period of 8 weeks, personnel collected samples for analysis, once per week. Each sample was tested with the in-cell gamma counter. The researchers noted a decline in the cesium activity in solution which is attributed to temperature dependence of the complex slurry equilibrium. This report outlines the issues involved with the Department of Homeland Security’s (DHS’s) completion of a three-tiered, 14-mile fence, along the border near San Diego, California. The state of California has delayed completion of the fence due primarily to legal and policy conflicts with its federally-approved, state-run Coastal Management Program. Current authorization for the fence only allows the waiver of the Endangered Species Act and the National Environmental Policy Act. During the 108th Congress, a variety of proposals were introduced that would have allowed the department to waive a number of other environmental, conservation, and cultural laws and requirements to varying degrees. Similar proposals are likely to surface again during the 109th Congress.

A letter report issued by the Government Accountability Office with an abstract that begins "GAO reported in October 2002 that the visa process needed to be strengthened as an antiterrorism tool and recommended that the Secretary of State, in consultation with appropriate agencies, (1) develop a clear policy on the role of national security in the visa process, (2) create more comprehensive guidance on how consular officers should screen against potential terrorists, (3) fundamentally reassess staffing requirements, and (4) revamp and expand consular training. This report examines State's and other agencies' progress in implementing changes to the visa process since 2002, in the areas of policy and guidance; consular resources, including staffing and training; and information sharing."

This report presents an overview of bovine spongiform encephalopathy (BSE, or “mad cow disease”) in the United States. Shortly after the first case of BSE was announced, U.S. Department of Agriculture (USDA) and other officials announced measures to improve existing safeguards against the introduction and spread of BSE. This report discusses trade restrictions, the live-stock “feed ban”, as well as the BSE surveillance and testing in cattle.

Prompt gamma (PG) analysis has been used to identify the presence of certain impurities in plutonium oxide, which has been stored in 3013 containers. A regression analysis was used to evaluate the trends between the count rates obtained from PG analysis and the concentration of the impurities in plutonium oxide samples measured by analytical chemistry techniques. The results of the analysis were used to obtain calibration curves, which may be used to predict the concentration of Al, Be, Cl, F, Mg, and Na in the 3013 containers. The scatter observed in the data resulted from several factors including sample geometry, error in sampling for chemical assay, statistical counting error, and intimacy of mixing of impurities and plutonium. Standards prepared by mixing plutonium oxide with CaF{sub 2}, NaCl, and KCl show that intimacy mixing and sampling error have the largest influence on the results. Although these factors are difficult to control, the calibrations are expected to yield semiquantitative results that are sufficient for the purpose of ordering or ranking.
