Charter Schools: To Enhance Education's Monitoring and Research, More Charter School-Level Data Are Needed

A letter report issued by the Government Accountability Office with an abstract that begins "Charter schools are public schools that are granted increased autonomy by states in exchange for meeting specified academic goals. State law determines who approves the formation of a charter school, often the board of education. As public schools, charter schools are subject to the performance requirements of the No Child Left Behind Act (NCLBA) as well. In this environment, states' systems for allowing charter schools flexibility and ensuring school performance and financial integrity assume greater importance. GAO examined (1) how states allow charter schools flexibility, (2) how states promote accountability for school performance and financial integrity for charter schools, (3) the implications of NCLBA for charter schools, and (4) the role the Department of Education (Education) plays in charter school accountability. GAO surveyed the 39 states and jurisdictions with operating charter schools in 2002-03 and interviewed charter school experts and Education officials."

Cubic Spline Collocation Method for the Simulation of Turbulent Thermal Convection in Compressible Fluids

A collocation method using cubic splines is developed and applied to simulate steady and time-dependent, including turbulent, thermally convecting flows for two-dimensional compressible fluids. The state variables and the fluxes of the conserved quantities are approximated by cubic splines in both space direction. This method is shown to be numerically conservative and to have a local truncation error proportional to the fourth power of the grid spacing. A ''dual-staggered'' Cartesian grid, where energy and momentum are updated on one grid and mass density on the other, is used to discretize the flux form of the compressible Navier-Stokes equations. Each grid-line is staggered so that the fluxes, in each direction, are calculated at the grid midpoints. This numerical method is validated by simulating thermally convecting flows, from steady to turbulent, reproducing known results. Once validated, the method is used to investigate many aspects of thermal convection with high numerical accuracy. Simulations demonstrate that multiple steady solutions can coexist at the same Rayleigh number for compressible convection. As a system is driven further from equilibrium, a drop in the time-averaged dimensionless heat flux (and the dimensionless internal entropy production rate) occurs at the transition from laminar-periodic to chaotic flow. Direct Reservoir Parameter Estimation Using Joint Inversion ofMarine Seismic AVA&CSEM Data

A new joint inversion algorithm to directly estimate reservoir parameters is described. This algorithm combines seismic amplitude versus angle (AVA) and marine controlled source electromagnetic (CSEM) data. The rock-properties model needed to link the geophysical parameters to the reservoir parameters is described. Errors in the rock-properties model parameters, measured in percent, introduce errors of comparable size in the joint inversion reservoir parameter estimates. Tests of the concept on synthetic one-dimensional models demonstrate improved fluid saturation and porosity estimates for joint AVA-CSEM data inversion (compared to AVA or CSEM inversion alone). Comparing inversions of AVA, CSEM, and joint AVA-CSEM data over the North Sea Troll field, at a location with well control, shows that the joint inversion produces estimated gas saturation, oil saturation and porosity that is closest (as measured by the RMS difference, L1 norm of the difference, and net over the interval) to the logged values whereas CSEM inversion provides the closest estimates of water saturation.

Electron Broadening of Isolated Lines with Stationary Non-Equilibrium Level Populations

It is shown that a quantum kinetic theory approach to line broadening, extended to stationary non-equilibrium states, yields corrections to the standard electron impact widths of isolated lines that depend on the population of the radiator internal levels. A consistent classical limit from a general quantum treatment of the perturbing electrons also introduces corrections to the isolated line widths. Both effects are essential in preserving detailed-balance relations. Preliminary analysis indicates that these corrections may resolve existing discrepancies between theoretical and experimental widths of isolated lines. An experimental test of the results is proposed.
