The EB Welder was qualified to produce the 1K retainer weld in February 2001. Since that time, several parts were replaced and metallography results from a review indicated that the welder was not operating properly. After testing the EB Welder, it was requalified to produce the 1K retainer weld.

2004 Sensory Transduction in Microorganisms Gordon Research Conference-January 11-16, 2004

Research into the mechanisms involved in the sensing and responses of microorganisms to changes in their environment is currently very active in a large number of laboratories in the US, Europe, Japan, and Israel. A wide range of eukaryotic and prokaryotic species are being studies with regard to their sensing of chemical changes, light and redox signal and intercellular signaling, leading either to changes in motile behavior, gene expression or development. It has become increasingly apparent that the mechanisms involved in development have application in higher organisms while the sensing systems in bacteria are involved in a very wide range of physiological traits, from pathogenicity, through to biofilm formation. This is an area where a wide range of state of the art tools have been used and developed over the past few decades. Approaches include behavioral studies, electro-physiology, genetics, molecular biology, structural biology, biophysics and single molecule microscopy, immunocytochemistry and molecular and mathematical modeling, all of this helped by the large number of bacterial and eukaryotic microbial genome sequences now available. Ab-Initio Study on Plutonium Compounds Pu3M (M=Al, Ga, In), PuNp and Elemental Neptunium

Using spin-polarized relativistic density functional theory the electronic and magnetic structures for the plutonium compounds Pu{sub 3}M(M = Al; Ga; In) and PuNp have been investigated. For the first group of compounds the enhanced hybridization between Pu 5f and p-states of alloying element, as it has been found in spin-polarized calculations, is believed to be the main reason for the higher formation energies obtained in such kind of studies in comparison with the non-spin-polarized case. Also, comparative analysis of the actinides U, Np, Pu, Am, and Cm has been performed based on their electronic and magnetic structure. Some noticeable difference in the calculated magnetic structure was discovered between the actinide with local magnetic moments (Cm) and the actinides (Pu, Am) in which magnetic moments were found only in the calculations.

Nonetheless, Congress has legislated various public access laws. These include two records access statutes — the Freedom of Information Act (5 U.S.C. 552) and the Privacy Act (5 U.S.C. 552a) — and two meetings access statutes — the Federal Advisory Committee Act (5 U.S.C. App.) and the Government in the Sunshine Act (5 U.S.C. 552b). Moreover, due to the American separation of powers model of government, interbranch conflicts over the accessibility of information are neither unexpected nor necessarily destructive. The federal courts, historically, have been reluctant to review and resolve “political questions” involving information disputes between Congress and the executive branch. Although there is considerable interbranch cooperation, such conflicts probably will continue to occur on occasion.

Advanced 0.3-NA EUV lithography capabilities at the ALS

For volume nanoelectronics production using Extreme ultraviolet (EUV) lithography [1] to become a reality around the year 2011, advanced EUV research tools are required today. Microfield exposure tools have played a vital role in the early development of EUV lithography [2-4] concentrating on numerical apertures (NA) of 0.2 and smaller. Expected to enter production at the 32-nm node with NAs of 0.25, EUV can no longer rely on these early research tools to provide relevant learning. To overcome this problem, a new generation of microfield exposure tools, operating at an NA of 0.3 have been developed [5-8]. Like their predecessors, these tools trade off field size and speed for greatly reduced complexity. One of these tools is implemented at Lawrence Berkeley National Laboratory's Advanced Light Source synchrotron radiation facility. This tool gets around the problem of the intrinsically high coherence of the synchrotron source [9,10] by using an active illuminator scheme [11]. Here we describe recent printing results obtained from the Berkeley EUV exposure tool. Limited by the availability of ultra-high resolution chemically amplified resists, present resolution limits are approximately 32 nm for equal lines and spaces and 27 nm for semi-isolated lines.

Advanced Process Heater

The Roadmap for Process Heating Technology (March 16, 2001), identified the following priority R&D needs: Improved performance of high temperature materials; Improved methods for stabilizing low emission flames; Heating technologies that simultaneously reduce emissions, increase efficiency, and increase heat transfer. This Category I award entitled ''Proof of Concept of an Advanced Process Heater (APH) for Steel, Aluminum, and Petroleum Industries of the Future'' met the technical feasibility goals of: (1) Doubling the heat transfer rates (2) Improving thermal efficiencies by 20%, (3) Improving temperature uniformity by 100 degrees F and (4) simultaneously reducing NOx and CO2 emissions. The APH address EERE's mission priority of increasing efficiency/reducing fuel usage in energy intensive industries. One component of the APH, the SpyroCorTM, was commercialized by STORM Development's partner, Spinworks LLC. Over 2000 SpyrCorsTM were sold in 2004 resulting in 480 million BTU's of energy savings, 20% reduction in NOx and CO2 levels, and 9 jobs in N.W. Pennsylvania. A second component, the HeatCorTM, a low-cost high-temperature heat exchanger will be demonstrated by Spinworks in 2005 in preparation for commercial sales in 2006. Aerometric measurement and modeling of the mass of CO2 emissions from Crystal Geyser, Utah

Crystal Geyser in eastern Utah is a rare, non-geothermal geyser that emits carbon dioxide gas in periodic eruptions. This geyser is the largest single source of CO{sub 2} originating from a deep reservoir. For this study, the amount of CO{sub 2} emitted from Crystal Geyser is estimated through measurements of downwind CO{sub 2} air concentration applied to an analytical model for atmospheric dispersion. Five eruptions occurred during the 48-hour field study, for a total of almost 3 hours of eruption. Pre-eruption emissions were also timed and sampled. Slow wind during three of the active eruptions conveyed the plume over a grid of samplers arranged in arcs from 25 to 100 m away from the geyser. An analytical, straight-line Gaussian model matched the pattern of concentration measurements. Plume width was determined from least-squares fit of the CO{sub 2} concentrations integrated over time. The CO{sub 2} emission rate was found to be between 2.6 and 5.8 kg/s during the eruption events, and about 0.17 kg/s during the active pre-eruptive events. Our limited field study can be extrapolated to an annual CO{sub 2} emission of 12 kilotonnes from this geyser. As this is the first application of Gaussian dispersion modeling and objective timing …

Age Dependency Ratios and Social Security Solvency

As highlighted by the Social Security Administration (SSA), the aging of the (United States) population, hastened by the impending retirement of the huge baby-boom generation, has caused policy-makers to question whether the U.S. Social Security system can meet the demands for retirement benefits in the future. Because the current system largely pays benefits through taxes paid by current workers, the financial health of the system is sensitive to the ratio of dependents to workers—sometimes called the age dependency ratio or support ratio. Trends and projections of dependency ratios, including the relationship between both older (years 65 and older) and younger (under age 20) dependents to the working-age population in the United States are considered in the first section of this demographic report. Next, the United States is compared to nine other nations, including the seven other members of the G8. In the final section, policy implications of the changing dependent-to-worker ratios are considered in the context of pay-as-you-go (paygo) social security systems.

AGING SYSTEM DESIGN DEVELOPMENT STRATEGY

This plan provides an overview, work to date, and the path forward for the design development strategy of the Aging cask for aging commercial spent nuclear fuel (CSNF) at the Yucca Mountain Project (YMP) repository site. Waste for subsurface emplacement at the repository includes US Department of Energy (DOE) high-level radioactive waste (HLW), DOE SNF, commercial fuel in dual-purpose canisters (DPCs), uncanistered bare fuel, naval fuel, and other waste types. Table 1-1 lists the types of radioactive materials that may be aged at YMP, and those materials that will not be placed in an aging cask or module. This plan presents the strategy for design development of the Aging system. The Aging system will not handle naval fuel, DOE HLW, MCOs, or DOE SNF since those materials will be delivered to the repository in a state and sequence that allows them to be placed into waste packages for emplacement. Some CSNF from nuclear reactors, especially CSNF that is thermally too hot for emplacement underground, will need to be aged at the repository.

Agricultural Biotechnology: Background and Recent Issues

Since the first genetically engineered (GE) crops (also called GM [genetically modified] crops, or GMOs, genetically modified organisms) became commercially available in the mid-1990s, U.S. soybean, cotton, and corn farmers have rapidly adopted them. As adoption has spread, there have been policy debates over the costs and benefits of GE products. Issues include the impacts of GE crops on the environment and food safety, and whether GE foods should be specially labeled. Congress generally has been supportive of GE agricultural products, although some Members have expressed wariness about their adoption and regulation. The 109th Congress will likely continue to follow trade developments, particularly the U.S.-EU dispute, as well as U.S. regulatory mechanisms for approving biotech foods.
