Nuclear Weapons: The Reliable Replacement Warhead Program (open access)

Nuclear Weapons: The Reliable Replacement Warhead Program

Most current U.S. nuclear warheads were built in the 1980s, and are being retained longer than was planned. Yet warheads deteriorate with age and must be maintained. The current approach monitors them for signs of aging. When problems are found, a Life Extension Program (LEP) rebuilds components. While some can be made to new specifications, a nuclear test moratorium bars that approach for critical components that would require a nuclear test. Instead, LEP rebuilds them as closely as possible to original specifications. Using this approach, the Secretaries of Defense and Energy have certified stockpile safety and reliability for the past nine years without nuclear testing.

The U.N. Law of the Sea Convention and the United States: Developments Since October 2003 (open access)

The U.N. Law of the Sea Convention and the United States: Developments Since October 2003

In early 2004, the Senate Foreign Relations Committee, after hearings the previous October, unanimously recommended Senate advice and consent to U.S. adherence to the 1982 U.N. Convention on the Law of the Sea and the 1994 Agreement Relating to Implementation of Part XI of that Convention. The Senate, however, did not act on the Convention. CRS Issue Brief IB95010, The Law of the Sea Convention and U.S. Policy, serves as a basic CRS source for discussion of issues related to the United States and the Convention and Agreement, while this short report focuses on events and issues that have emerged since October 2003. It summarizes the Committee’s resolution of advice and consent and presents some of the issues raised in support of and in opposition to U.S. adherence. This report will be updated periodically.

The Communications Assistance for Law Enforcement Act (CALEA, P.L. 103- 414, 47 USC 1001-1010), enacted October 25, 1994, is intended to preserve the ability of law enforcement officials to conduct electronic surveillance effectively and efficiently despite the deployment of new digital technologies and wireless services that have altered the character of electronic surveillance. CALEA requires telecommunications carriers to modify their equipment, facilities, and services, wherever reasonably achievable, to ensure that they are able to comply with authorized electronic surveillance actions.

Medicaid Eligibility for Adults and Children (open access)

Medicaid Eligibility for Adults and Children

Medicaid is a means-tested entitlement program that is largely designed and administered by states under broad federal rules. The programs are jointly financed by federal and state funds. Federal contributions to each state are based on a state’s willingness to finance covered medical services and a matching formula. The Centers for Medicare and Medicaid Services (CMS), within the U.S. Department of Health and Human Services (HHS), is responsible for federal oversight of the program. In FY2003, preliminary federal and state spending on Medicaid reached $275.5 billion, exceeding Medicare payments, net of premiums, by over $15 billion.

PAYGO Rules for Budget Enforcement in the House and Senate (open access)

PAYGO Rules for Budget Enforcement in the House and Senate

One of the most contentious issues in budget procedure in recent years has involved proposed changes in the Senate’s “pay-as-you-go” (PAYGO) rule and efforts to establish a similar rule in the House. This controversy led to an impasse between the House and Senate over the FY2005 budget resolution and surfaced again during consideration of the FY2006 budget resolution. The issue focuses principally on whether tax-cut legislation, even though it may worsen the deficit, should be exempted from a deficit-neutral PAYGO requirement.

Davis-Bacon Suspension and Its Legislative Aftermath

During the last week of August 2005, Hurricane Katrina gathered strength in the Atlantic and moved against the gulf states. On September 8, 2005, amid the devastation left in Katrina’s wake, President George W. Bush suspended the Davis-Bacon Act as it applies to certain jurisdictions in Florida, Alabama, Mississippi, and Louisiana. Although the President has the authority, under Section 6 of the Act, to render such suspensions during a national emergency, that authority has rarely been utilized.1 This report analyzes the legislative aftermath of the suspension.

This growth can cause confusion over which problems and conditions each program addresses, and specific program characteristics and performance, especially for those who are less familiar with this conservation effort.
