Agriculture and FY2006 Budget Reconciliation

The FY2006 budget resolution (H.Con.Res. 95, H.Rept. 109-62) contains reconciliation instructions that require authorizing committees to report legislation to reduce spending on mandatory programs within each committee’s jurisdiction. The resolution instructed the House and Senate Agriculture Committees to report legislation reducing spending on USDA mandatory programs by $173 million in FY2006 and $3.0 billion over five years (FY2006-FY2010). The House and Senate Agriculture Committees have completed action on their recommendations ($3.65 billion in the House and $3.0 billion in the Senate). The two measures would reduce spending on farm commodity and conservation programs in varying ways. The House measure also eliminates funding for various rural development programs and reduces food stamp spending. The Senate extends authority for a dairy income support program, which would require an offset of its projected cost. Reconciliation floor action is expected in November.

The Back End of the Fuel Cycle Moves Front and Center

For many years, the commercial nuclear business has remained relatively stable in many ways. That is unlikely to be the case in the coming years. While some countries have called for the phase out of nuclear power and others have ordered a small number of new plants, the overall profile of the nuclear power business has changed little. The number of countries with nuclear power plants is not much different than 10 years ago and the total number of operating plants has increased only slightly. Commercial enrichment and reprocessing services have remained the province of a few countries and consortia. Repository programs have moved forward slowly in some cases, backward in others, with a very small number making substantial progress. We are now witnessing the beginnings of serious change, with significant consequences for the future nuclear regime. Business as usual will not be the business of the future. The way the nuclear and policy community respond will have much to do with energy adequacy, national security, international stability, and environmental consequences including waste management and disposal. Dynamic Response of Single Crystalline Copper Subjected to Quasi-Isentropic, Gas-Gun Driven Loading

A transmission electron microscopy study of quasi-isentropic gas-gun loading (peak pressures between 18 GPa and 52 GPa) of [001] monocrystalline copper was carried out. The defect substructures at these different pressures were analyzed. Current experimental evidence suggests a deformation substructure that transitions from slip to twinning, where twinning occurs at the higher pressures ({approx}52 GPa), and heavily dislocated laths and dislocation cells take place at the intermediate and lower pressures. Evidence of stacking faults at the intermediate pressures was also found. Dislocation cell sizes decreased with increasing pressure and increased with distance away from the surface of impact. The results from the quasi-isentropic experiments are compared with that of flyer-plate and laser shock experiments carried out by Cao et al. [1] and Schneider et al. [2], respectively. The Preston-Tonks-Wallace and Zerilli-Armstrong constitutive descriptions are used to model both isentropic and shock compression experiments and predict the pressure at which the slip-twinning transition occurs in both cases. Both models predict a higher transition for isentropic then for shock experiments, and indeed, that twinning should not take place in the ICE experiments at the pressures investigated.

Energy and Mineral Issues in the FY2006 Budget Reconciliation Bill

Several resource issues that are designed to generate revenue for the federal Treasury have been proposed for the FY2006 budget reconciliation bill. The most controversial of these provisions recommended by the House Resources Committee and Senate Energy and Natural Resources Committee would open part of the Arctic National Wildlife Refuge (ANWR) for oil and gas development. The House panel also approved a provision that would allow coastal states to “opt out” of the current offshore oil and gas development moratoria, increase fees for hardrock mining and patents, dispose of certain federal lands, and begin an oil shale and tar sands leasing program.
