Congress has expressed interest in cruise missile defense for years. Cruise missiles (CMs) are essentially unmanned attack aircraft — vehicles composed of an airframe, propulsion system, guidance system, and weapons payload. The Department of Defense is pursuing several initiatives that seek to improve capabilities against an unpredictable cruise missile threat. These initiatives compete for funding and congressional attention.

The European Union (EU) experienced significant changes in 2004 as it enlarged from 15 to 25 members and continued work on a new constitutional treaty to institute internal reforms and further EU political integration. In 2005, the EU is expected to build on these efforts and seek to implement several recent foreign policy and defense initiatives. This report describes the current status of the EU’s “constitution,” EU enlargement, the EU’s evolving foreign and defense policies, and possible implications for U.S.-EU relations.

The Robust Nuclear Earth Penetrator (RNEP) program has been the most controversial nuclear weapon program in Congress for the last several years. Supporters argue that it is needed to attack hard and deeply buried targets (such as leadership bunkers) in countries of concern, thereby deterring or defeating challenges from such nations; critics assert that RNEP would lower the threshold for use of nuclear weapons and prompt other nations to develop nuclear weapons to deter U.S. attack. This report presents a brief technical background on RNEP, then discusses the history of RNEP in Congress and the Administration for the FY2005 and FY2006 budget cycles.

Falling agricultural exports and declining commodity prices led farm groups and agribusiness firms to urge the 106th Congress to pass legislation exempting foods and agricultural commodities from U.S. economic sanctions against certain countries. In completing action on the FY2001 agriculture appropriations bill, Congress codified the lifting of unilateral sanctions on commercial sales of food, agricultural commodities, medicine, and medical products to Iran, Libya, North Korea, and Sudan, and extended this policy to apply to Cuba (Title IX of H.R. 5426, as enacted by P.L. 106-387; Trade Sanctions Reform and Export Enhancement Act of 2000). Related provisions place financing and licensing conditions on sales to these countries. Those that apply to Cuba, though, are permanent and more restrictive than for the other countries. Other provisions give Congress the authority in the future to veto a President's proposal to impose a sanction on the sale of agricultural or medical products.

The Department of the Navy (DON) has several efforts underway to transform the U.S. naval forces to prepare them for future military challenges. The Navy has organized these efforts under a conceptual framework called Sea Power 21. Key elements of naval transformation include a focus on operating in littoral waters, network-centric operations, use of unmanned vehicles, reducing personnel requirements, directly launching and supporting expeditionary operations ashore from sea bases, new kinds of naval formations, new ship-deployment approaches, and streamlined and reformed business practices. Naval transformation poses several potential issues for Congress. This report will be updated as events warrant.

This report discusses potential Navy homeland security roles include defending the United States against ballistic or cruise missile attack, defending U.S. naval bases and naval computer networks against attack, searching for terrorists at sea, and assisting civil authorities in responding to terrorist attacks. The Navy’s role in homeland security raises several potential issues for Congress.

In June 2004, the European Union (EU) concluded work on a constitutional treaty that contains changes to the EU’s governing institutions and decision-making processes. This new “constitution” grew out of the 2002-2003 Convention on the Future of Europe and previous EU efforts to institute internal reforms ahead of the Union’s expansion from 15 members to 25 in May 2004. The “constitution” aims to enable a larger EU to operate effectively and prevent gridlock, but it must still be ratified by all member states before it enters into force. This report provides background information on the Convention and describes the EU “constitution,” its key provisions, next steps, and possible implications for the U.S.-EU relationship.

International Atomic Energy Agency (IAEA) inspections of Iran’s nuclear program since 2003 have revealed significant undeclared activities with potential applications for nuclear weapons, including uranium enrichment facilities and plutonium separation efforts. Ever on the brink of being declared in violation of the Nuclear Nonproliferation Treaty (NPT), Iran has allowed IAEA inspectors access only when pressed. Iran agreed to suspend its enrichment and reprocessing activities in exchange for promises of assistance from Germany, France, and the UK (EU-3). Negotiations with the EU-3 are ongoing, although, on August 1, 2005, Iran told the IAEA of its plans to resume uranium conversion, regardless of what the EU-3 offer. This report will be updated as needed.

The United States and Mexico have a special relationship as neighbors and partners under the North American Free Trade Agreement (NAFTA). The friendly relationship has been strengthened by President Bush’s meetings with President Fox. This report, covering trade, migration/border, drug trafficking, and political issues, will be updated on a regular basis.

This report, which will be updated periodically, focuses on the interactions between Mexico and the United States on migration and border issues during the administrations of President George W. Bush and President Vicente Fox of Mexico. The discussions and agreements fall into four areas: (1) the bilateral migration talks, (2) the Partnership for Prosperity, (3) the Border Partnership Agreement, and (4) the trilateral “Security and Prosperity Partnership (SPP) of North America.”

On May 1, 2004, 10 states joined the European Union (EU), enlarging the Union to 25 members. The EU views the enlargement process as an historic opportunity to promote stability in Europe and further the integration of the continent by peaceful means. In addition to the 10 new members (Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia), three other states — Bulgaria, Romania, and Croatia — hope to accede to the EU by 2007. Turkey is also a candidate and is expected to begin accession negotiations in 2005. Macedonia has also applied for EU membership.

The Emergency Alert System (EAS) is one of several federally managed warning systems. The Federal Emergency Management Agency (FEMA) jointly administers EAS with the Federal Communications Commission (FCC), in cooperation with the National Weather Service (NWS), an organization within the National Oceanic and Atmospheric Administration (NOAA). The NOAA/NWS weather radio system has been upgraded to an all-hazard warning capability. This report summarizes the technology and administration of EAS and the NOAA/NWS all-hazard network, and some of the key proposals for change
