Campaign Finance
Concerns over financing federal elections have become a seemingly perennial aspect of our political system, long centered on the enduring issues of high campaign costs and reliance on interest groups for needed campaign funds. This report discusses campaign finance practices, enduring issues and today’s paramount issues. This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. Civilian Nuclear Waste Disposal
The Nuclear Waste Policy Act of 1982 (NWPA) calls for disposal of spent nuclear fuel in a deep geologic repository that is unlikely to be disturbed for thousands of years. Low-level waste sites are a state responsibility under the Low-Level Radioactive Waste Policy Act of 1980. Pursuant to that act, 10 regional compacts for disposal of low level waste have been approved by Congress. Three commercial low-level waste sites are currently operating, in the states of South Carolina, Utah, and Washington.

Flat Tax Proposals and Fundamental Tax Reform: An Overview
President George W. Bush has stated that tax reform is one of his top priorities in the 109th Congress. On January 7, 2005, he appointed a nine-member bipartisan panel to study the “complicated mess” posed by the federal tax code and to propose options to reform the code.

U.S. International Trade: Data and Forecasts
In 2003 the United States incurred a merchandise trade deficit of $535.7 billion on a Census basis and $549.4 billion on a balance-of-payments basis (BoP). A surplus in services trade of $60 billion gave a deficit of $489.3 billion on goods and services (BoP) for the year, 17% higher than 2002. Year-to-date (January-October 2004), the trade deficit in goods and services, at $500.5 billion, is 21% higher compared to the same period in 2003.
