21-PWR Waste Package Side and End Impacts

The objective of this calculation is to determine the structural response of a 21-Pressurized Water Reactor (PWR) spent nuclear fuel waste package impacting an unyielding surface. A range of initial velocities and initial angles between the waste package and the unyielding surface is studied. The scope of this calculation is limited to estimating the area of the outer shell (OS) where the residual stress exceeds a given limit (hereafter ''damaged area''). The stress limit is defined as a fraction of the yield strength of the OS material, Alloy 22 (SB-575 N06022), at the appropriate temperature. The design of the 21-PWR waste package used in this calculation is that defined in Reference 8. However, a value of 4 mm was used for the gap between the inner shell and the OS, and the thickness of the OS was reduced by 2 mm. The sketch in Attachment I provides additional information not included in Reference 8. All obtained results are valid for this design only. This calculation is associated with the waste package design and was performed by the Specialty Analyses and Waste Package Design Section. The waste package (i.e. uncanistered spent nuclear fuel disposal container) is classified as Quality Level 1.

2004 SITE ENVIRONMENTAL REPORT

Each year, Brookhaven National Laboratory (BNL) prepares an annual Site Environmental Report (SER) in accordance with DOE Order 231.1A, Environment, Safety and Health Reporting of the U.S. Department of Energy (DOE). The SER is written to inform the public, regulators, Laboratory employees, and other stakeholders of BNL's environmental performance during the calendar year in review. The report summarizes BNL's environmental data; environmental management performance; compliance with applicable DOE, federal, state, and local regulations; and restoration and surveillance monitoring programs. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. The SER is intended to be a technical document. It is available in print and as a downloadable file on the BNL web page at http://www.bnl.gov/esd/SER.htm. A summary of the SER is also prepared each year to provide a general overview of the report, and is distributed with a CD version of the full report. The summary supports BNL's educational and community outreach program.

Adapting Dry Cask Storage for Aging at a Geologic Repository

A Spent Nuclear Fuel (SNF) Aging System is a crucial part of operations at the proposed Yucca Mountain repository in the United States. Incoming commercial SNF that does not meet thermal limits for emplacement will be aged on outdoor pads. U.S. Department of Energy SNF will also be managed using the Aging System. Proposed site-specific designs for the Aging System are closely based upon designs for existing dry cask storage (DCS) systems. This paper evaluates the applicability of existing DCS systems for use in the SNF Aging System at Yucca Mountain. The most important difference between existing DCS facilities and the Yucca Mountain facility is the required capacity. Existing DCS facilities typically have less than 50 casks. The current design for the aging pad at Yucca Mountain calls for a capacity of over 2,000 casks (20,000 MTHM) [1]. This unprecedented number of casks poses some unique problems. The response of DCS systems to off-normal and accident conditions needs to be re-evaluated for multiple storage casks. Dose calculations become more complicated, since doses from multiple or very long arrays of casks can dramatically increase the total boundary dose. Advanced CIGS Photovoltaic Technology: Final Subcontract Report, 15 November 2001--13 February 2005

The principal objective of Energy Photovoltaics, Inc., is to develop the best CIGS large-area module process based on capability of implementation on EPV's large-scale processing equipment. The first requirement was to develop recipes for CIGS, junction formation, and a high-quality ZnO window that together are capable of producing small-area devices with efficiencies in excess of 13%. The second requirement was to significantly improve the uniformity of all layers (Mo, CIGS, CdS, and ZnO) on large-area substrates. Thirdly, patterning procedures needed to be improved to generate an interconnection with the lowest possible contact resistance, to eliminate possible shunting paths, and to reduce the dead area. The processes should have good reproducibility and therefore be easily controllable. Finally, having assembled all of these aspects mentioned above, the goal was to fabricate large-area, monolithic CIGS modules with efficiencies in the range 7%-10%. A study of module reliability and long-term stability would be conducted to establish the foundation and confidence for embarking on future manufacturing.

An Advanced Fracture Characterization and Well Path Navigation System for Effective Re-Development and Enhancement of Ultimate Recovery From the Complex Monterey Reservoir of South Ellwood Field, Offshore California

Venoco Inc, intends to re-develop the Monterey Formation, a Class III basin reservoir, at South Ellwood Field, Offshore Santa Barbara, California. Well productivity in this field varies significantly. Cumulative Monterey production for individual wells has ranged from 260 STB to 8,700,000 STB. Productivity is primarily affected by how well the well path connects with the local fracture system and the degree of aquifer support. Cumulative oil recovery to date is a small percentage of the original oil in place. To embark upon successful re-development and to optimize reservoir management, Venoco intends to investigate, map and characterize field fracture patterns and the reservoir conduit system. State of the art borehole imaging technologies including FMI, dipole sonic and cross-well seismic, interference tests and production logs will be employed to characterize fractures and micro faults. These data along with the existing database will be used for construction of a novel geologic model of the fracture network. Development of an innovative fracture network reservoir simulator is proposed to monitor and manage the aquifer's role in pressure maintenance and water production. Advanced Gasifier Pilot Plant Concept Definition

This report presents results from definition of a preferred commercial-scale advanced gasifier configuration and concept definition for a gasification pilot plant incorporating those preferred technologies. The preferred commercial gasifier configuration was established based on Cost Of Electricity estimates for an IGCC. Based on the gasifier configuration trade study results, a compact plug flow gasifier, with a dry solids pump, rapid-mix injector, CMC liner insert and partial quench system was selected as the preferred configuration. Preliminary systems analysis results indicate that this configuration could provide cost of product savings for electricity and hydrogen ranging from 15%-20% relative to existing gasifier technologies. This cost of product improvement draws upon the efficiency of the dry feed, rapid mix injector technology, low capital cost compact gasifier, and >99% gasifier availability due to long life injector and gasifier liner, with short replacement time. A pilot plant concept incorporating the technologies associated with the preferred configuration was defined, along with cost and schedule estimates for design, installation, and test operations. Advanced High-Temperature, High-Pressure Transport Reactor Gasification

The transport reactor development unit (TRDU) was modified to accommodate oxygen-blown operation in support of a Vision 21-type energy plex that could produce power, chemicals, and fuel. These modifications consisted of changing the loop seal design from a J-leg to an L-valve configuration, thereby increasing the mixing zone length and residence time. In addition, the standpipe, dipleg, and L-valve diameters were increased to reduce slugging caused by bubble formation in the lightly fluidized sections of the solid return legs. A seal pot was added to the bottom of the dipleg so that the level of solids in the standpipe could be operated independently of the dipleg return leg. A separate coal feed nozzle was added that could inject the coal upward into the outlet of the mixing zone, thereby precluding any chance of the fresh coal feed back-mixing into the oxidizing zone of the mixing zone; however, difficulties with this coal feed configuration led to a switch back to the original downward configuration. Instrumentation to measure and control the flow of oxygen and steam to the burner and mix zone ports was added to allow the TRDU to be operated under full oxygen-blown conditions. Afghanistan: Post-War Governance, Security, and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Agricultural Disaster Assistance

The U.S. Department of Agriculture (USDA) offers several permanently authorized programs to help farmers recover financially from a natural disaster, including federal crop insurance, the non-insured assistance program and emergency disaster loans. In recent years, Congress frequently has made supplemental financial assistance available to farmers and ranchers on an ad-hoc basis, most notably in the form of direct crop disaster payments and emergency livestock assistance. Congress provided an estimated $3.1 billion of such assistance in the Consolidated Appropriations Act of 2003 (P.L. 108-7) for 2001 and 2002 crop and livestock losses. Some farm groups would like to see similar assistance provided for 2003 losses, particularly in regions of the Midwest and West that have experienced prolonged drought conditions. To date, no ad-hoc assistance has been made available for 2003 losses.

Most provisions of the current “farm bill,” the Farm Security and Rural Investment Act (FSRIA) of 2002 (P.L. 107-171), do not expire until 2007. Nonetheless, various policy developments have brought farm bill programs into play during the 109th Congress. For example, the FY2006 budget resolution (H.Con.Res. 95) directs the House and Senate Agriculture Committees to find five-year savings of $3 billion from programs under their jurisdiction. Hearings on a 2007 farm bill itself could begin later in 2005. This report will be updated if events warrant; for a more extensive discussion of the issues, see CRS Report RL33037, Previewing a 2007 Farm Bill.

Air Pollution: Estimated Emissions from Two New Mexicali Power Plants Are Low, but Health Impacts Are Unknown

A letter report issued by the Government Accountability Office with an abstract that begins "Power plants emit pollutants that have been linked to various negative health effects. In 2003, two new power plants, owned by Sempra Energy and Intergen, began operations 3 miles south of the U.S.-Mexico border near Imperial County, California. The county does not meet some federal and state air quality standards and may be further impacted by the emissions from these plants. Although these plants export most of the electricity they produce to the United States, they are not currently required to meet any U.S. or California emissions standards. GAO was asked to determine (1) how emissions from the two plants compare with emissions from recently permitted plants in California and emissions from sources in Imperial County, and what emissions standards they would be subject to if they were located in Imperial County; (2) the health impacts of emissions from the plants on Imperial County residents; and (3) options available to U.S. policymakers to ensure that emissions from these plants do not adversely affect the health of Imperial County residents.
