Copyright Law: Digital Rights Management Legislation
Digital Rights Management (DRM) refers to the technology that copyright owners use to protect digital media. This report surveys several of the DRM bills that were introduced in the 107th Congress and those that are pending in the 108th Congress. Generally, the bills are directed at two separate goals. One goal is to increase access to digitally-protected media for lawful purposes. The other attempts to thwart digital piracy and would do so by enhancing civil and criminal sanctions for digital (and traditional) copyright infringement and educating the public about the rights of copyright holders.

Critical Infrastructure and Key Assets: Definition and Identification
This report reviews the concept and definition of “critical infrastructure” as it has appeared in federal reports, legislation and regulation since the early 1980s. The report highlights the changes and expansion of that definition as the focus of public policy debates shifted from infrastructure adequacy to infrastructure protection. Finally the report summarizes current policy issues associated with critical infrastructure identification by federal agencies and the private sector. The report is intentionally limited to definitional issues and categorization of infrastructure.

Energy Policy: The Continuing Debate and Omnibus Energy Legislation
The history of omnibus energy legislation in the 108th Congress has been protracted. The House passed the conference version of H.R. 6 on November 18, 2003. On November 21, a cloture motion to limit debate in the Senate on the H.R. 6 conference report failed (57-40). Efforts to bring the bill back to the Senate floor early in the second session were unsuccessful. Some argued that any major changes to the legislation would not be viable because of the careful regional and political compromises that were reached to get a bill out of conference and through the House. The closest consensus was that the cost of the bill had to be reduced.

The U.S. Intelligence Budget: A Basic Overview
The 9/11 Commission recommended that a new National Intelligence Director (NID) should have control over personnel and budgets of all agencies that collect and analyze national foreign intelligence in order to foster more cooperation. This CRS report describes the intelligence budget and gives rough estimates of amounts for major components of the budget based on unclassified sources. Western Water Resource Issues
