21-PWR WASTE PACKAGE WITH ABSORBER PLATES LOADING CURVE EVALUATION

The objective of this calculation is to evaluate the required minimum burnup as a function of initial pressurized water reactor (PWR) assembly enrichment that would permit loading of spent nuclear fuel into the 21 PWR waste package with absorber plates design as provided in Attachment IV. This calculation is an example of the application of the methodology presented in the ''Disposal Criticality Analysis Methodology Topical Report'' (YMP 2003). The scope of this calculation covers a range of enrichments from 0 through 5.0 weight percent U-235, and a burnup range of 0 through 45 GWd/MTU. Higher burnups were not necessary because 45 GWd/MTU was high enough for the loading curve determination. This activity supports the validation of the use of burnup credit for commercial spent nuclear fuel applications. The intended use of these results will be in establishing PWR waste package configuration loading specifications. Limitations of this evaluation are as follows: (1) The results are based on burnup credit for actinides and selected fission products as proposed in YMP (2003, Table 3-1) and referred to as the ''Principal Isotopes''. 2004 Pacific Northwest Loads and Resources Study.

The Pacific Northwest Loads and Resources Study (White Book), which is published annually by the Bonneville Power Administration (BPA), establishes one of the planning bases for supplying electricity to customers. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues, although the database that generates the data for the White Book analysis contributes to the development of BPA's inventory and ratemaking processes. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. 81891 - A New Class of Solvents for TRU Dissolution and Separation: Ionic Liquids

Through the current EMSP funding, solvent extraction technologies based on liquid-liquid partitioning of TRU to an Ionic Liquid phase containing conventional complexants has been shown to be viable. The growing understanding of the role that the different components of an ionic liquid can have on the partitioning mechanism, and on the nature of the subsequent dissolved species indicates strongly that ionic liquids are not necessarily direct replacements for volatile or otherwise hazardous organic solvents. Separations and partitioning can be exceptionally complex with competing solvent extraction, cation, anion and sacrificial ion exchange mechanisms are all important, depending on the selection of components for formation of the ionic liquid phase, and that control of these competing mechanisms can be utilized to provide new, alternative separations schemes.

81929 - Fission-Product Separation Based on Room - Temperature Ionic Liquids

This project has demonstrated that Sr2+ and Cs+ can be selectively extracted from aqueous solutions into ionic liquids using crown ethers and that unprecedented large distribution coefficients can be achieved for these fission products. The volume of secondary wastes can be significantly minimized with this new separation technology. Through the current EMSP funding, the solvent extraction technology based on ionic liquids has been shown to be viable and can potentially provide the most efficient separation of problematic fission products from high level wastes. The key results from the current funding period are the development of highly selective extraction process for cesium ions based on crown ethers and calixarenes, optimization of selectivities of extractants via systematic change of ionic liquids, and investigation of task-specific ionic liquids incorporating both complexant and solvent characteristics.

L.A. Federal Courthouse Project: Current Proposal Addresses Space Needs, but Some Security and Operational Concerns Would Remain

A letter report issued by the Government Accountability Office with an abstract that begins "Since the early 1990s, the General Services Administration (GSA) and the federal judiciary have been carrying out a multibillion dollar courthouse construction initiative to address the judiciary's growing space needs. To plan for and make funding decisions on projects, Congress, the Office of Management and Budget, and GSA have relied on a rolling 5-year plan prepared annually by the judiciary that prioritizes new courthouse projects based on an urgency score. The urgency score is based on the year a courthouse runs out of space, the number of judges without courtrooms, security concerns, and operational inefficiencies. In recent years, the L.A. courthouse had the highest urgency score in the judiciary's 5-year plan. At a cost of approximately $400 million, the new courthouse is expected to be one of the most expensive projects in the federal government's courthouse construction program to date. Accumulation and altered localization of telomere-associated protein TRF2 in immortally transformed and tumor-derived human breast cells

We have used cultured human mammary epithelial cells (HMEC) and breast tumor-derived lines to gain information on defects that occur during breast cancer progression. HMEC immortalized by a variety of agents (the chemical carcinogen benzo(a)pyrene, oncogenes c-myc and ZNF217, and/or dominant negative p53 genetic suppressor element GSE22) displayed marked up regulation (10-15 fold) of the telomere binding protein, TRF2. Up-regulation of TRF2 protein was apparently due to differences in post-transcriptional regulation, as mRNA levels remained comparable in finite life span and immortal HMEC. TRF2 protein was not up-regulated by the oncogenic agents alone in the absence of immortalization, nor by expression of exogenously introduced hTERT genes. We found TRF2 levels to be at least 2-fold higher than in control cells in 11/15 breast tumor cell lines, suggesting that elevated TRF2 levels are a frequent occurrence during the transformation of breast tumor cells in vivo. The dispersed distribution of TRF2 throughout the nuclei in some immortalized and tumor-derived cells indicated that not all the TRF2 was associated with telomeres in these cells. The process responsible for accumulation of TRF2 in immortalized HMEC and breast tumor-derived cell lines may promote tumorigenesis by contributing to the cells ability to maintain an indefinite life …

Acoustic Detecting and Locating Gas Pipe Line Infringement: Final Contract Report

The extensive network of high-pressure natural gas transmission pipelines covering the United States provides an important infrastructure for our energy independence. Early detection of pipeline leaks and infringements by construction equipment, resulting in corrosion fractures, presents an important aspect of our national security policy. The National Energy Technology Laboratory Strategic Center for Natural Gas (SCVG) is and has been funding research on various applicable techniques. The WVU research team has focused on monitoring pipeline background acoustic signals generated and transmitted by gas flowing through the gas inside the pipeline. In case of a pipeline infringement, any mechanical impact on the pipe wall, or escape of high-pressure gas, generates acoustic signals traveling both up and down stream through the gas. Sudden changes in flow noise are detectable with a Portable Acoustic Monitoring Package (PAMP), developed under this contract. It incorporates a pressure compensating microphone and a signal- recording device. Direct access to the gas inside the line is obtained by mounting such a PAMP, with a 1/2 inch NPT connection, to a pipeline pressure port found near most shut-off valves. An FFT of the recorded signal subtracted by that of the background noise recorded one-second earlier appears to sufficiently isolate the …

Acoustic Monitor for Liquid-Solid Slurries Measurements at Low Weight Fractions

The principle objective of the project was to develop an acoustic probe for determining the weight fraction of particles in a flowing suspension. The suspension can be solid-liquid (S-L) or solid-gas-liquid (S-G-L). The work accomplished during the first three years of DOE funding was devoted to the development of a rigorous theory for acoustic wave propagation through solid-liquid (S-L) and solid-gas-liquid (S-G-L). In the first funding period we developed an acoustic probe for S-G-L suspensions that has resulted in a theory, supported by our experiments, to describe small amplitude acoustic wave propagations in dilute suspensions (Norato, 1999; Spelter al., 1999, 2001: Norato et al. 2002). The theory agrees well with experimental data of sound attenuation over a wide range of particle sizes, frequencies, and weight percent solids. We have also completed theoretical and experimental investigation on the effect of entrained gas bubbles on the attenuation. This analysis permits us to determine the S-L weight percent in the presence of bubbles.
