Mid infrared observations of Van Maanen 2: no substellar companion.

The results of a comprehensive infrared imaging search for the putative 0.06 M{sub {circle_dot}} astrometric companion to the 4.4 pc white dwarf van Mannen 2 are reported. Adaptive optics images acquired at 3.8 {micro}m reveal a diffraction limited core of 0.09 inch and no direct evidence of a secondary. Models predict that at 5 Gyr, a 50 M{sub J} brown dwarf would be only 1 magnitude fainter than van Maanen 2 at this wavelength and the astrometric analysis suggested a separation of 0.2 inch. In the case of a chance alignment along the line of sight, a 0.4 mag excess should be measured. An independent photometric observation at the same wavelength reveals no excess. In addition, there exist published ISO observations of van Maanen 2 at 6.8 {micro}m and 15.0 {micro}m which are consistent with photospheric flux of a 6750 K white dwarf. If recent brown dwarf models are correct, there is no substellar companion with T{sub eff} {approx}> 500 K.

Constraints and Casimirs for Super Poincare and Supertranslation Algebras in various dimensions

We describe, for arbitrary dimensions the construction of a covariant and supersymmetric constraint for the massless Super Poincare algebra and we show that the constraint fixes uniquely the representation of the algebra. For the case of finite mass and in the absence of central charges we discuss a similar construction, which generalizes to arbitrary dimensions the concept of the superspin Casimir. Finally we discuss briefly the modifications introduced by central charges, both scalar and tensorial.

On the Sensitivity of Atmospheric Model Implied Ocean Heat Transport to the Dominant Terms of the Surface Energy Balance

The oceanic meridional heat transport (T{sub o}) implied by an atmospheric General Circulation Model (GCM) can help evaluate a model's readiness for coupling with an ocean GCM. In this study we examine the T{sub o} from benchmark experiments of the Atmospheric Model Intercomparison Project, and evaluate the sensitivity of T{sub o} to the dominant terms of the surface energy balance. The implied global ocean TO in the Southern Hemisphere of many models is equatorward, contrary to most observationally-based estimates. By constructing a hybrid (model corrected by observations) T{sub o}, an earlier study demonstrated that the implied heat transport is critically sensitive to the simulated shortwave cloud radiative effects, which have been argued to be principally responsible for the Southern Hemisphere problem. Systematic evaluation of one model in a later study suggested that the implied T{sub o} could be equally as sensitive to a model's ocean surface latent heat flux. In this study we revisit the problem with more recent simulations, making use of estimates of ocean surface fluxes to construct two additional hybrid calculations. Combined Extraction of Cesium, Strontium, and Actinides from Alkaline Media: An Extension of the Caustic-Side Solvent Extraction (CSSX) Process Technology

The wastes present at DOE long-term storage sites are usually highly alkaline, and because of this, much of the actinides in these wastes are in the sludge phase. Enough actinide materials still remain in the supernatant liquid that they require separation followed by long-term storage in a geological repository. The removal of these metals from the liquid waste stream would permit their disposal as low-level waste and dramatically reduce the volume of high-level wastes.

Robust autoresonant excitation in the plasma beat-waveaccelerator: A theoretical study

A modified version of the Plasma Beat-Wave Accelerator scheme is introduced and analyzed, which is based on autoresonant phase-locking of the nonlinear Langmuir wave to the slowly chirped beat frequency of the driving lasers via adiabatic passage through resonance. This new scheme is designed to overcome some of the well-known limitations of previous approaches, namely relativistic detuning and nonlinear modulation or other non-uniformity or non-stationarity in the driven Langmuir wave amplitude, and sensitivity to frequency mismatch due to measurement uncertainties and density fluctuations and inhomogeneities. As in previous schemes, modulational instabilities of the ionic background ultimately limit the useful interaction time, but nevertheless peak electric fields at or approaching the wave-breaking limit seem readily attainable. Compared to traditional approaches, the autoresonant scheme achieves larger accelerating electric fields for given laser intensity, or comparable fields for less laser power; the plasma wave excitation is much more robust to variations or uncertainties in plasma density; it is largely insensitive to the precise choice of chirp rate, provided only that chirping is sufficiently slow; and the quality and uniformity of the resulting plasma wave and its suitability for accelerator applications may be superior. Direct Capture of Organic Acids From Fermentation Media Using Ionic Liquids

Several ionic liquids have been investigated for the extraction of organic acids from fermentation broth. Partitioning of representative organic acids (lactic, acetic, and succinic) between aqueous solution and nine hydrophobic ionic liquids was measured. The extraction efficiencies were strongly dependent on pH of the aqueous phase. Distribution coefficient was very good (approximately 60) at low succinic acid concentrations for one of the ionic liquids (trihexyltetradecylphosphonium methanesulfonate) at neutral pH. However, this ionic liquid had to be diluted with nonanol due to its high viscosity in order to be useful. A diluent (trioctylamine) was also added to this mixture. The results suggest that an extraction system based on ionic liquids may be feasible for succinic acid recovery from fermentation broth and that two ideal extraction stages are needed to reduce the concentration from 33 g/L to 1 g/L of succinic acid. Further studies are needed to evaluate other issues related to practical applications, including ionic liquid loss in the process, toxicity effects of ionic liquids during simultaneous fermentation and extractions.

This work provides a site-scale transport model for calculating radionuclide transport in the saturated zone (SZ) at Yucca Mountain, for use in the abstractions model in support of ''Total System Performance Assessment for License Application'' (TSPA-LA). The purpose of this model report is to provide documentation for the components of the site-scale SZ transport model in accordance with administrative procedure AP-SIII.10Q, Models. The initial documentation of this model report was conducted under the ''Technical Work Plan For: Saturated Zone Flow and Transport Modeling and Testing'' (BSC 2003 [DIRS 163965]). The model report has been revised in accordance with the ''Technical Work Plan For: Natural System--Saturated Zone Analysis and Model Report Integration'', Section 2.1.1.4 (BSC 2004 [DIRS 171421]) to incorporate Regulatory Integration Team comments. All activities listed in the technical work plan that are appropriate to the transport model are documented in this report and are described in Section 2.1.1.4 (BSC 2004 [DIRS 171421]). A MOBILE MELT-DILUTE MODULE FOR THE TREATMENT OF ALUMINUM RESEARCH REACTOR SPENT FUEL

A mobile melt-dilute (MMD) module for the treatment of aluminum research reactor spent fuel is being developed jointly by the Savannah River National Laboratory and Argonne National Laboratory. The process uses a closed system approach to retain fission products/gases inside a sealed canister after treatment. The MMD process melts and dilutes spent fuel with depleted uranium to obtain an isotopic content of less than 20 percent. The final ingot is solidified inside the sealed canister and can be stored safely either wet or dry until final disposition or reprocessing. The MMD module can be staged at or near the research reactor fuel storage sites to facilitate the melt-dilute treatment of the spent fuel into a stable non-proliferable form.

China-U.S. Trade Issues

U.S.-China economic ties have expanded substantially over the past several years. China is now the third largest U.S. trading partner, its second largest source of imports, and its fourth largest export market. However, U.S.-China commercial ties have been strained by a number of issues, including a surging U.S. trade deficit with China, China's refusal to float its currency, and failure to fully comply with its World Trade Organization (WTO) commitments, especially its failure to provide protection for U.S. intellectual property rights (IPR). This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.

Campaign Finance: Constitutional and Legal Issues of Soft Money

Prior to enactment of the Bipartisan Campaign Reform Act of 2002 (BCRA), P.L. 107-155, the term “soft money” generally referred to unregulated funds, perceived as resulting from loopholes in the Federal Election Campaign Act (FECA), 2 U.S.C. §§ 431 et seq. Generally, the intent of BCRA, (effective Nov. 6, 2002), which amends FECA, is to restrict the raising and spending of soft money. This Issue Brief discusses constitutional and legal issues surrounding two major types of soft money that BCRA regulates: political party soft money and soft money used for issue advocacy communications. Corporate and labor union soft money, which FECA exempts from regulation and is not addressed by BCRA, is also discussed.
