2003 Chemical Engineering Division annual technical report.

The Chemical Engineering Division is one of six divisions within the Engineering Research Directorate at Argonne National Laboratory, one of the U.S. government's oldest and largest research laboratories. The University of Chicago oversees the laboratory on behalf of the U.S. Department of Energy (DOE). Argonne's mission is to conduct basic scientific research, to operate national scientific facilities, to enhance the nation's energy resources, to promote national security, and to develop better ways to manage environmental problems. Argonne has the further responsibility of strengthening the nation's technology base by developing innovative technology and transferring it to industry. The Division is a diverse early-stage engineering organization, specializing in the treatment of spent nuclear fuel, development of advanced electrochemical power sources, and management of both high- and low-level nuclear wastes. Additionally, the Division operates the Analytical Chemistry Laboratory, which provides a broad range of analytical services to Argonne and other organizations. The Division is multidisciplinary. Its people have formal training in chemistry; physics; materials science; and electrical, mechanical, chemical, and nuclear engineering. Ab initio study of low-energy electron collisions withtertafluoroethene, C2F4

We report the results of variational calculations of elastic electron scattering by tetrafluoroethene, C{sub 2}F{sub 4}, with incident electron energies ranging from 0.5 to 20 eV, using the complex Kohn method and effective core potentials. These are the first fully calculations to reproduce experimental angular differential cross sections at energies below 10 eV. Low-energy electron scattering by C{sub 2}F{sub 4} is sensitive to the inclusion of electronic correlation and target-distortion effects. We therefore present results that describe the dynamic polarization of the target by the incident electron. The calculated cross sections are compared with recent experimental measurements.

The primary focus of this issue brief is legislative action with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. Active control for turbulent premixed flame simulations

Many turbulent premixed flames of practical interest are statistically stationary. They occur in combustors that have anchoring mechanisms to prevent blow-off and flashback. The stabilization devices often introduce a level of geometric complexity that is prohibitive for detailed computational studies of turbulent flame dynamics. As a result, typical detailed simulations are performed in simplified model configurations such as decaying isotropic turbulence or inflowing turbulence. In these configurations, the turbulence seen by the flame either decays or, in the latter case, increases as the flame accelerates toward the turbulent inflow. This limits the duration of the eddy evolutions experienced by the flame at a given level of turbulent intensity, so that statistically valid observations cannot be made. In this paper, we apply a feedback control to computationally stabilize an otherwise unstable turbulent premixed flame in two dimensions. For the simulations, we specify turbulent in flow conditions and dynamically adjust the integrated fueling rate to control the mean location of the flame in the domain. We outline the numerical procedure, and illustrate the behavior of the control algorithm. We use the simulations to study the propagation and the local chemical variability of turbulent flame chemistry.

Adaptive Sampling for Noisy Problems

The usual approach to deal with noise present in many real-world optimization problems is to take an arbitrary number of samples of the objective function and use the sample average as an estimate of the true objective value. The number of samples is typically chosen arbitrarily and remains constant for the entire optimization process. This paper studies an adaptive sampling technique that varies the number of samples based on the uncertainty of deciding between two individuals. Experiments demonstrate the effect of adaptive sampling on the final solution quality reached by a genetic algorithm and the computational cost required to find the solution. The results suggest that the adaptive technique can effectively eliminate the need to set the sample size a priori, but in many cases it requires high computational costs.

Administrative Separations for Misconduct: An Alternative or Companion to Military Courts-Martial

The recent reports of abuse of prisoners held by U.S. military personnel have raised questions about how the armed forces control servicemembers. Congress, under the authorities vested in it by the U.S. Constitution, has enacted procedures for addressing misconduct by servicemembers. One such procedure is an administrative separation under which a member’s continued suitability for service is determined. Administrative separations are non-punitive and can be initiated for a number of reasons, including misconduct or criminal offenses. They may be used in place of or after the servicemember has been subject to a court-martial or nonjudicial punishment. This report provides an overview of administrative separations as an alternative or companion to courts-martial.

Advanced Hydrogen Transport Membranes for Vision 21 Fossil Fuel Plants

During this quarter, work was focused on testing layered composite membranes under varying feed stream flow rates at high pressure. By optimizing conditions, H{sub 2} permeation rates as high as 423 mL {center_dot} min{sup -1} {center_dot} cm{sup -2} at 440 C were measured. Membrane stability was investigated by comparison to composite alloy membranes. Permeation of alloyed membranes showed a strong dependence on the alloying element. Impedance analysis was used to investigate bulk and grain boundary conductivity in cermets. Thin film cermet deposition procedures were developed, hydrogen dissociation catalysts were evaluated, and hydrogen separation unit scale-up issues were addressed.

Membrane stability was characterized by repeated thermal and pressure cycling. The effect of cermet grain size on permeation was determined. Finally, progress is summarized on thin film cermet fabrication, catalyst development, and H{sub 2} separation unit scale up.

An algebraic sub-structuring method for large-scale eigenvaluecalculation

We examine sub-structuring methods for solving large-scalegeneralized eigenvalue problems from a purely algebraic point of view. Weuse the term "algebraic sub-structuring" to refer to the process ofapplying matrix reordering and partitioning algorithms to divide a largesparse matrix into smaller submatrices from which a subset of spectralcomponents are extracted and combined to provide approximate solutions tothe original problem. We are interested in the question of which spectralcomponentsone should extract from each sub-structure in order to producean approximate solution to the original problem with a desired level ofaccuracy. Error estimate for the approximation to the small esteigen pairis developed. The estimate leads to a simple heuristic for choosingspectral components (modes) from each sub-structure. The effectiveness ofsuch a heuristic is demonstrated with numerical examples. We show thatalgebraic sub-structuring can be effectively used to solve a generalizedeigenvalue problem arising from the simulation of an acceleratorstructure. One interesting characteristic of this application is that thestiffness matrix produced by a hierarchical vector finite elements schemecontains a null space of large dimension. We present an efficient schemeto deflate this null space in the algebraic sub-structuringprocess.
