A letter report issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) is increasingly reliant on software and information systems for its weapon capabilities, and DOD prime contractors are subcontracting more of their software development. The increased reliance on software and a greater number of suppliers results in more opportunities to exploit vulnerabilities in defense software. In addition, DOD has reported that countries hostile to the United States are focusing resources on information warfare strategies. Therefore, software security, including the need for protection of software code from malicious activity, is an area of concern for many DOD programs. GAO was asked to examine DOD's efforts to (1) identify software development suppliers and (2) manage risks related to foreign involvement in software development on weapon systems."

Development of a functionalized Xenon biosensor

NMR-based biosensors that utilize laser-polarized xenon offer potential advantages beyond current sensing technologies. These advantages include the capacity to simultaneously detect multiple analytes, the applicability to in vivo spectroscopy and imaging, and the possibility of remote amplified detection. Here we present a detailed NMR characterization of the binding of a biotin-derivatized caged-xenon sensor to avidin. Binding of functionalized xenon to avidin leads to a change in the chemical shift of the encapsulated xenon in addition to a broadening of the resonance, both of which serve as NMR markers of ligand-target interaction. A control experiment in which the biotin-binding site of avidin was blocked with native biotin showed no such spectral changes, confirming that only specific binding, rather than nonspecific contact, between avidin and functionalized xenon leads to the effects on the xenon NMR spectrum. The exchange rate of xenon (between solution and cage) and the xenon spin-lattice relaxation rate were not changed significantly upon binding. We describe two methods for enhancing the signal from functionalized xenon by exploiting the laser-polarized xenon magnetization reservoir. DEVELOPMENT OF A HYDRONIC ROOFTOP UNIT -- HYPAK

The majority of US commercial floor space is cooled by rooftop HVAC units (RTU's). RTU popularity derives chiefly from their low initial cost and relative ease of service access without disturbing building occupants. Unfortunately, current RTU's are inherently inefficient due to a combination of characteristics that unnecessarily increase cooling loads and energy use. Existing RTU's in the U.S. consume an estimated 2.4 quads annually. Inefficient RTU's create an estimated 3.5% of U.S. CO{sub 2} emissions, thus contributing significantly to global warming. Also, RTU's often fail to maintain adequate ventilation air and air filtration. This project was developed to evaluate the feasibility of a radically new ''HyPak'' RTU design that significantly and cost-effectively increases RTU performance and delivered air quality. The objective of the HyPak Project was to design, develop and test a hydronic RTU that provides a quantum improvement over conventional RTU performance. Our proposal targeted 60% and 50% reduction in electrical energy use by the HyPak RTU for dry and humid climates, respectively, when compared with a conventional unit.

Direct observation of the saturation of stimulated Brillouin scattering by ion-trapping induced frequency shifts

We report the first measurement of the saturation of stimulated Brillouin scattering (SBS) by an ion-trapping induced frequency shift, which was achieved by directly measuring the amplitude and absolute frequency of SBS-driven ion-acoustic waves (IAW). A frequency shift of up to 30% and a simultaneous saturation of driven IAW and SBS reflectivity was observed. The scaling of the frequency shift with the IAW amplitude compares well with theoretical calculations. We have further measured fast 30 ps oscillations of the SBS-driven IAW amplitude induced by the frequency shift.

Dissolution of Neptunium and Plutonium Oxides Using a Catalyzed Electrolytic Process

This report discusses the scoping study performed to evaluate the use of a catalyzed electrolytic process for dissolving {sup 237}Np oxide targets that had been irradiated to produce {sup 238}Pu oxide. Historically, these compounds have been difficult to dissolve, and complete dissolution was obtained only by adding hydrofluoric acid to the nitric acid solvent. The presence of fluoride in the mixture is undesired because the fluoride ions are corrosive to tank and piping systems and the fluoride ions cause interferences in the spectrophotometric analyses. The goal is to find a dissolution method that will eliminate these issues and that can be incorporated into a processing system to support the domestic production and purification of {sup 238}Pu. This study evaluated the potential of cerium(IV) ions, a strong oxidant, to attack and dissolve the oxide compounds. In the dissolution process, the cerium(IV) ions are reduced to cerium(III) ions, which are not oxidants. Therefore, an electrolytic process was incorporated to continuously convert cerium(III) ions back to cerium(IV) ions so that they can dissolve more of the oxide compounds. This study showed that the neptunium and plutonium oxides were successfully dissolved and that more development work should be performed to optimize the procedure.

Drift compression of an intense neutralized ion beam

Longitudinal compression of a tailored-velocity, intense neutralized ion beam has been demonstrated. The compression takes place in a 1-2 m drift section filled with plasma to provide space-charge neutralization. An induction cell produces a head-to-tail velocity ramp that longitudinally compresses the neutralized beam, enhancing the beam peak current by a factor of 50 and producing a pulse duration of about 3 ns. this measurement has been confirmed independently with two different diagnostic systems.

Electron beam diagnostic for space charge measurement of an ion beam

A non-perturbing electron beam diagnostic system for measuring the charge distribution of an ion beam is developed for Heavy Ion Fusion (HIF) beam physics studies. Conventional diagnostics require temporary insertion of sensors into the beam, but such diagnostics stop the beam, or significantly alter its properties. In this diagnostic a low energy, low current electron beam is swept transversely across the ion beam; the measured electron beam deflection is used to infer the charge density profile of the ion beam. The initial application of this diagnostic is to the Neutralized Transport Experiment (NTX), which is exploring the physics of space-charge-dominated beam focusing onto a small spot using a neutralizing plasma. Design and development of this diagnostic and performance with the NTX ion beamline is presented.

Energy management in cleanrooms: From the lab to themarketplace

Lawrence Berkeley Laboratory is working to improve energy efficiency in high-tech facilities, i.e., laboratories, data centers, and clean rooms. With their high ventilation requirements and correspondingly high process loads, 7x24 operation, and importance to the overall economy, these types of facilities offer important (and often under-exploited) potential for energy savings. In California alone, two large electric power plants could be avoided with the widespread adoption of measures to improve energy efficiency in this arena, saving half a billion dollars per year for facility owners. To help identify specific promising opportunities, the California Energy Commission sponsored the development of technology research ''Roadmaps'' for clean rooms and laboratories (in 2002) and data centers (in 2003). These were developed with industry participation and provided dozens of specific recommendations. The balance of this article focuses on the case of clean rooms.

Environmental Protection Issues in the 108th Congress

The 108th Congress has acted on a variety of disparate environmental measures; some of these represent proposals or issues that had been under consideration in the 107th Congress and earlier. Environmental issues considered by Congress tend to fall into several major categories: (1) funding issues — whether funding levels are adequate and focused on appropriate priorities; (2) expanding, renewing, or refocusing specific environment programs; (3) environmental issues that are important “subsets” of other major areas of concern, such as energy, defense, or transportation programs; and more recently, (4) terrorism and infrastructure protection in areas such as wastewater and chemical facilities.

Excitation Cross Section Measurement for n=3 to n=2 Line Emission in Fe{sup 20+} to Fe{sup 23+}

Electron impact excitation cross sections have been measured for iron L-shell 3 {yields} 2 lines of FeXXI to FeXXIV at the EBIT-II electron beam ion trap using a crystal spectrometer and a 6 x 6-element array microcalorimeter. The cross sections were determined by direct normalization to the well established cross section of radiative electron capture and a summary of calculated energy dependent radiative recombination cross sections for electron capture into the ground state fine structure levels of Fe{sup 16+} to Fe{sup 23+} ions is given. The measurement results for 17 lines and their comparison with model calculations are presented. While agreement of the model calculations with experiment is good for most measured lines, significant discrepancies were found for a few lines, including the strongest line in Fe XXI.

Exotic physics: search for scalar leptoquark pairs decaying to nu nu-bar qq-bar in p anti-p collisions at s**(1/2) = 1.96 tev

We report on a search for the pair production of scalar leptoquarks, LQ, using 191 pb{sup -1} of proton-antiproton collision data recorded by the CDF experiment during Run II of the Tevatron. The leptoquarks are sought via their decay into a neutrino and quark yielding missing transverse energy and several jets of large transverse energy. No evidence for leptoquark production is observed, and limits are set on {sigma}(p{bar p} {yields} LQ{ovr OQ}X {yields} v{bar v}q{bar q}X). Using a next-to-leading order theoretical prediction of the cross section for scalar leptoquark production, we exclude first-generation leptoquarks in the mass interval 78 to 117 GeV/c{sup 2} at the 95% confidence level for BR(LQ {yields} vq) = 100%.
