Iraq: U.S. Regime Change Efforts and Post-Saddam Governance
Operation Iraqi Freedom accomplished a long-standing objective, the overthrow and capture of Saddam Hussein, but replacing that regime with a stable, moderate, democratic political structure has run into difficulty. Past U.S. efforts to change the regime failed because of limited U.S. commitment, disorganization of the Iraqi opposition, and the efficiency and ruthlessness of Iraq’s several overlapping security services. Previous U.S. Administrations had ruled out major U.S. military action to change Iraq’s regime, believing such action would be risky and not necessarily justified by the level of Iraq’s lack of compliance on WMD disarmament.

Islam: Sunnis and Shiites
The majority of the world’s Muslim population follows the Sunni branch of Islam, and approximately 10-15% of all Muslims follow the Shiite (Shi‘ite, Shi‘a, Shia) branch. Country Applicability of the U.S. Normal Trade Relations (Most-Favored-Nation) Status
The United States accords permanent normal-trade-relations (NTR) (formerly called most-favored-nation (MFN)) treatment to all its trading partners except six countries to which it is denied by law and 11 countries whose NTR status is temporary and subject to the conditions of Title IV of the Trade Act of 1974.

Dumping of Exports and Antidumping Duties: Implications for the U.S. Economy
Dumping in the United States is the selling of a product by a foreign producer at a price that is below the product’s sale price in the country of origin, or at a price that is lower than the cost of production. Under U.S. law such an action is considered an unfair trade practice. If that action is found to cause “material injury” to a competing domestic industry, an antidumping duty equal to the “dumping margin” will be levied against the foreign good.

Illinois Emergency Management and Homeland Security Authorities Summarized
The Illinois Emergency Management Agency Act outlines the state and local governments’ roles and responsibilities in emergency management. The statute authorizes disaster victims to receive special assistance from the state. The Governor’s Succession Act and the Emergency Interim Executive Successors Act outline provisions for the continuity of Illinois government operations. Other acts require emergency evacuation plans for people with disabilities and authorizations for certified local employees to take leave to provide assistance. When funds are not sufficient in the state’s disaster relief fund, the governor is authorized to transfer or borrow funds if the General Assembly is not in session, or to request legislative action if the assembly is in session. The statute authorizes municipalities to impose taxes, within limits, to fund disaster services.
