9/11 Commission Recommendations: Joint Committee on Atomic Energy - A Model for Congressional Oversight?

This report focuses on that portion of the 9/11 Commission recommendation that urges Congress to consider the model of the Joint Committee on Atomic Energy (JCAE). It provides an outline of the history, structure, and powers of the JCAE and analyzes a number of issues that might be considered by policymakers as they weigh the suitability of the JCAE as a possible model when crafting congressional oversight mechanisms for intelligence.

317/319 phytoremediation site monitoring report - 2003 growing season. (open access)

317/319 phytoremediation site monitoring report - 2003 growing season.

In 1999, Argonne National Laboratory-East (ANL-E) designed and installed a series of engineered plantings consisting of a vegetative cover system and approximately 800 hybrid poplars and willows rooting at various predetermined depths. The plants were installed using various methods including Applied Natural Science's TreeWell{reg_sign} system. The goal of the installation was to protect downgradient surface and groundwater by hydraulic control of the contaminated plume by intercepting the contaminated groundwater with the tree roots, removing moisture from the upgradient soil area, reducing water infiltration, preventing soil erosion, degrading and/or transpiring the residual volatile organic compounds (VOCs), and removing tritium from the subsoil and groundwater. This report presents the results of the monitoring activities conducted by Argonne's Energy Systems Division (ES) in the growing season of 2003. ES was tasked with the biomonitoring of the plantation to determine contaminant uptake and groundwater contact. VOCs were found in plant tissue both at the French Drain and the Hydraulic Control locations in varying concentrations, and tritium levels in transpirate was found to continue a trend of higher concentrations compared to the background in the ANL-E area.

L.A. Federal Courthouse Project: Current Proposal Addresses Space Needs, but Some Security and Operational Concerns Would Remain

A letter report issued by the Government Accountability Office with an abstract that begins "Since the early 1990s, the General Services Administration (GSA) and the federal judiciary have been carrying out a multibillion dollar courthouse construction initiative to address the judiciary's growing space needs. To plan for and make funding decisions on projects, Congress, the Office of Management and Budget, and GSA have relied on a rolling 5-year plan prepared annually by the judiciary that prioritizes new courthouse projects based on an urgency score. The urgency score is based on the year a courthouse runs out of space, the number of judges without courtrooms, security concerns, and operational inefficiencies. In recent years, the L.A. courthouse had the highest urgency score in the judiciary's 5-year plan. At a cost of approximately $400 million, the new courthouse is expected to be one of the most expensive projects in the federal government's courthouse construction program to date. In light of the project's significance, GAO was asked: (1) To what extent does GSA's current L.A. courthouse project proposal address the underlying conditions that led to Los Angeles's high urgency score and (2) what construction and other costs, if any, may be required to meet …

Actinide Cross Section Evaluations (open access)

Actinide Cross Section Evaluations

The Livermore Computational Nuclear Physics group is charged with producing updated neutron incident cross section evaluations for all the actinides in the coming year, concentrating on neutron induced fission, neutron capture and (n,2n) cross sections. We attack this daunting task either by adopting other recent evaluations or by performing our own. Owing to the large number of nuclei involved, we seek to automate this process as much as possible. For this purpose, we have developed a series of computer codes: x41, an interface to the EXFOR database, fete, a code that translates ENDF/B formatted evaluations into a computationally convenient form, and da{_}fit, a fitting code that takes all relevant EXFOR data for a reaction or set of reactions and performs a generalized least square fit to them, subject to various constraints and other prior information.

Advanced Techniques for Reservoir Simulation and Modeling of Nonconventional Wells (open access)

Advanced Techniques for Reservoir Simulation and Modeling of Nonconventional Wells

Nonconventional wells, which include horizontal, deviated, multilateral and ''smart'' wells, offer great potential for the efficient management of oil and gas reservoirs. These wells are able to contact larger regions of the reservoir than conventional wells and can also be used to target isolated hydrocarbon accumulations. The use of nonconventional wells instrumented with downhole inflow control devices allows for even greater flexibility in production. Because nonconventional wells can be very expensive to drill, complete and instrument, it is important to be able to optimize their deployment, which requires the accurate prediction of their performance. However, predictions of nonconventional well performance are often inaccurate. This is likely due to inadequacies in some of the reservoir engineering and reservoir simulation tools used to model and optimize nonconventional well performance. A number of new issues arise in the modeling and optimization of nonconventional wells. For example, the optimal use of downhole inflow control devices has not been addressed for practical problems. In addition, the impact of geological and engineering uncertainty (e.g., valve reliability) has not been previously considered. In order to model and optimize nonconventional wells in different settings, it is essential that the tools be implemented into a general reservoir simulator. This …

Air Traffic Control: System Management Capabilities Improved, but More Can Be Done to Institutionalize Improvements

A chapter report issued by the Government Accountability Office with an abstract that begins "Since 1981, the Federal Aviation Administration (FAA) has been working to modernize its aging air traffic control (ATC) system. Individual projects have suffered cost increases, schedule delays, and performance shortfalls of large proportions, leading GAO to designate the program a high-risk information technology initiative in 1995. Because the program remains a high risk initiative, GAO was requested to assess FAA's progress in several information technology management areas. This report, one in a series responding to that request, has two objectives: (1) to evaluate FAA's capabilities for developing and acquiring software and systems on its ATC modernization program and (2) to assess the actions FAA has under way to improve these capabilities."
