2004 Progress Report for Grant No. DE-FG03-03NA00076 Nuclear Level Densities and Gamma-ray Strength Functions: Stewardship Sciences Academic Alliances Program

To verify the apparent large enhancement of the radiative strength function in light and medium nuclei, the 56Fe(n,2gamma)57Fe reaction was measured. The two-step cascade intensities with soft primary intensities confirm the enhancement. The combined results have been published in Physical Review Letters and featured in the Physics News Update. Data for the Yb isotopes have been combined to examine the systematics of level densities and strength function in three Yb isotopes. A paper on these results have been accepted for publication in Physical Review C. Analysis of the gamma rays from neutron induced reactions on 48Ti have been measured and analyzed for neturon energies from 1 to 250 MeV.

Accelerated Carbonate Dissolution as a CO2 Separation and Sequestration Strategy

We have proposed a technique that could reduce CO{sub 2} emissions from near coastal fossil-fuel power plants using existing power plant cooling water flow rates (Rau and Caldeira, 1999; Caldeira and Rau, 2000). Preliminary cost estimates are as low as $68 per tonne C sequestered, as compared to > $170 per tonne C estimated for other approaches to CO{sub 2} separation with geologic or deep-ocean storage. Engineers at McDermott Technologies, Inc., have independently estimated the cost of our proposed technique, and came to the conclusion that our cost estimates were at the high end of the likely range. Interest has been expressed in pursuing this approach further both in Norway and in Japan. We have proved the viability of our concept using (1) bench-top laboratory experiments (Figures 1 and 2), (2) computer modeling of those experiments, (3) more sophisticated cost estimates, and (4) three-dimensional computer modeling of the consequences to global ocean chemistry (Figure 3 and 4). The climate and environmental impacts of our current, carbon intensive energy usage demands that effective and practical energy alternatives and CO{sub 2} mitigation strategies be found. Advanced Photon Source Activity Report 2002 at Argonne National Laboratory, Argonne, IL, December 2003 - contribution title:"Microdiffraction Study of Epitaxial Growth and Lattice Tilts in Oxide Films on Polycrystalline Metal Substrates"

Texture, the preference for a particular crystallographic orientation in polycrystalline materials, plays an important role in controlling such diverse materials properties as corrosion resistance, recording density in magnetic media and electrical transport in superconductors [1]. Without texture, polycrystalline oxide superconductors contain many high-angle, weak-linked grain boundaries which reduce critical current densities by several orders of magnitude [2]. One approach for inducing texture in oxide superconductors has been the epitaxial growth of films on rolling-assisted biaxially-textured substrates (RABiTS) [3]. In this approach, rolled Ni foils are recrystallized under conditions that lead to a high degree of biaxial {l_brace}001{r_brace}<100> cube texture. Subsequent deposition of epitaxial oxide buffer layers (typically CeO{sub 2} and YSZ as chemical barriers) and superconducting YBCO preserves the lattice alignment, eliminating high-angle boundaries and enabling high critical current densities, J{sub c} > 10{sup 6}/cm{sup 2}. Conventional x-ray diffraction using {omega}- and {phi}-scans typically shows macroscopic biaxial texture to within {approx}5{sup o}-10{sup o} FWHM for all layers, but does not describe the local microstructural features that control the materials properties. Understanding and controlling the local texture and microstructural evolution of processes associated with heteroepitaxial growth, differential thermal contraction and cracking remain significant challenges in this complex system [4], as well …

The Office of Space and Defense Power Systems of the Department of Energy (DOE) provides Radioisotope Power Systems (RPS) for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. The Oak Ridge National Laboratory (ORNL) has been involved in developing materials and technology and producing components for the DOE for more than three decades. For the Cassini Mission, for example, ORNL was involved in the production of carbon-bonded carbon fiber (CBCF) insulator sets, iridium alloy blanks and foil, and clad vent sets (CVS). This report has been divided into three sections to reflect program guidance from the Office of Space and Defense Power Systems for fiscal year (FY) 2003. The first section deals primarily with maintenance of the capability to produce flight quality (FQ) CBCF insulator sets, iridium alloy blanks and foil, and CVS. In all three cases, production maintenance is assured by the manufacture of limited quantities of FQ components. Area Monitoring Dosimeter Program for the Pacific Northwest National Laboratory: Results for CY 2003

Pacific Northwest National Laboratory (PNNL) established an area monitoring dosimeter program in accordance with Article 514 of the Department of Energy (DOE) Radiological Control Manual (RCM) in January 1993. This program is to minimize the number of areas requiring issuance of personnel dosimeters and to demonstrate that doses outside Radiological Buffer Areas are negligible. In accordance with 10 CFR Part 835.402 (a)(1)-(4) and Article 511.1 of the PNNL Radiological Control Program Description, personnel dosimetry shall be provided to (1) radiological workers who are likely to receive at least 100 mrem annually, and (2) declared pregnant workers, minors, and members of the public who are likely to receive at least 50 mrem annually. Program results for calendar years 1993-2003 confirm that personnel dosimetry is not needed for individuals located in areas monitored by the program.

The Department of Energy is sponsoring an initiative to facilitate efficient, effective and responsible use of Monitored Natural Attenuation and Enhanced Passive Remediation for chlorinated solvents. This Office of Environmental Management ''Alternative Project,'' focuses on providing scientific and policy support for MNA/EPR. A broadly representative working group of scientists supports the project along with partnerships with regulatory organizations such as the Interstate Technology Regulatory Council and the Environmental Protection Agency. The initial product of the technical working group was a summary report that articulated the conceptual approach and central scientific tenants of the project, and that identified a prioritized listing of technical targets for field research. This report documented the process in which scientific ground rules were developed, lines of inquiry were identified and then critically evaluated, promising applied research topics were highlighted in the various lines of inquiry, and these were discussed and prioritized. The summary report will serve as a resource to guide management and decision making throughout the period of the subject MNA/EPR Alternative Project. Beam Anisotropy Effect on Alfven Eigenmode Stability in ITER-like Plasma

This work studies the stability of the toroidicity-induced Alfven Eigenmodes (TAE) in the proposed ITER burning plasma experiment, which can be driven unstable by two groups of energetic particles, the 3.5-MeV {alpha}-particle fusion products and the tangentially injected 1-MeV beam ions. Both species are super-Alfvenic but they have different pitch-angle distributions and the drive for the same pressure gradients is typically stronger from co-injected beam ions as compared with the isotropically distributed {alpha}-particles. This study includes the effect of anisotropy of the beam-ion distribution function on TAE growth rate directly via the additional velocity space drive and indirectly in terms of the enhanced effect of the resonant particle phase space density. For near parallel injection, TAEs are marginally unstable if the injection aims at the plasma center where the ion Landau damping is strong, whereas with the off-axis neutral-beam injection the instability is stronger with the growth rate near 0.5% of TAE mode frequency. In contrast, for perpendicular beam injection TAEs are predicted to be stabilized in nominal ITER discharges. In addition, the effect of TAEs on the fast-ion beta profiles is evaluated on the bases of a quasi-linear diffusion model which makes use of analytic expressions for the local …

Bubble merger model for the nonlinear Rayleigh-Taylor instability driven by a strong blast wave

A bubble merger model is presented for the nonlinear evolution of the Rayleigh-Taylor instability driven by a strong blast wave. Single bubble motion is determined by an extension of previous buoyancy-drag models extended to the blast wave driven case, and a simple bubble merger law in the spirit of the Sharp-Wheeler model allows for the generation of larger scales. The blast wave driven case differs in several respects from the classical case of incompressible fluids in a uniform gravitational field. Because of material decompression in the rarefaction behind the blast front, the asymptotic bubble velocity and the merger time depend on time as well as the transverse scale and the drive. For planar blast waves, this precludes the emergence of a self-similar regime independent of the initial conditions. With higher-dimensional blast waves, divergence restores the properties necessary for the establishment of the self-similar state, but its establishment requires a very high initial characteristic mode number and a high Mach number for the incident blast wave.

Characterization of a Composite of Samples HTF-E-03 162, 163, and 164 from Tank 51H

Three dip samples of suspended sludge slurry were obtained from Tank 51H in December, 2003 after addition of corrosion control chemicals to the tank. The samples were sent to the Savannah River Technology Center for analysis. The analyses requested included those required for Extended Sludge Processing washing controls and corrosion controls. The washing controls require the measurement of the sodium concentration, density, and weight per cent solids of the sample. The corrosion control analyses require determination of the nitrate, nitrite, and free hydroxide concentrations in the supernate. The low per cent relative standard deviations for all analytical results indicate good analytical precision for the three replicates. The blanks submitted with the sample show no contamination of the samples from reagents used in the sample preparations. The results of the density and weight per cent solids measurements appear consistent with the sodium concentration measured in the supernate.

Computational Methods for Collisional Plasma Physics

Modeling the high density, high temperature plasmas produced by intense laser or particle beams requires accurate simulation of a large range of plasma collisionality. Current simulation algorithms accurately and efficiently model collisionless and collision-dominated plasmas. The important parameter regime between these extremes, semi-collisional plasmas, has been inadequately addressed to date. LLNL efforts to understand and harness high energy-density physics phenomena for stockpile stewardship require accurate simulation of such plasmas. We have made significant progress towards our goal: building a new modeling capability to accurately simulate the full range of collisional plasma physics phenomena. Our project has developed a computer model using a two-pronged approach that involves a new adaptive-resolution, ''smart'' particle-in-cell algorithm: complex particle kinetics (CPK); and developing a robust 3D massively parallel plasma production code Z3 with collisional extensions. Our new CPK algorithms expand the function of point particles in traditional plasma PIC models by including finite size and internal dynamics. This project has enhanced LLNL's competency in computational plasma physics and contributed to LLNL's expertise and forefront position in plasma modeling. The computational models developed will be applied to plasma problems of interest to LLNL's stockpile stewardship mission. CONFIGURATION GENERATOR MODEL

''The Disposal Criticality Analysis Methodology Topical Report'' prescribes an approach to the methodology for performing postclosure criticality analyses within the monitored geologic repository at Yucca Mountain, Nevada. An essential component of the methodology is the ''Configuration Generator Model for In-Package Criticality'' that provides a tool to evaluate the probabilities of degraded configurations achieving a critical state. The configuration generator model is a risk-informed, performance-based process for evaluating the criticality potential of degraded configurations in the monitored geologic repository. The method uses event tree methods to define configuration classes derived from criticality scenarios and to identify configuration class characteristics (parameters, ranges, etc.). The probabilities of achieving the various configuration classes are derived in part from probability density functions for degradation parameters. The NRC has issued ''Safety Evaluation Report for Disposal Criticality Analysis Methodology Topical Report, Revision 0''. That report contained 28 open items that required resolution through additional documentation. Of the 28 open items, numbers 5, 6, 9, 10, 18, and 19 were concerned with a previously proposed software approach to the configuration generator methodology and, in particular, the k{sub eff} regression analysis associated with the methodology. The Debt Limit: The Ongoing Need for Increases

The surpluses over the four fiscal years 1998-2001 reduced debt held by the public by $448 billion. More than offsetting this debt reduction, the surpluses credited to debt-holding government accounts (which generally must invest the surpluses in federal debt), increased their holdings by $853 billion over the same period. The combination ($853 billion minus $448 billion) raised total federal debt by $405 billion. During 2002, debt subject to limit increased enough to reach the then current statutory debt limit, $5.95 trillion, in early April and again in May 2002. Congress passed and the President signed legislation (P.L. 108-24) increasing the limit to $6.4 trillion in June 2002.

Determination of collision rates relevant to Weibel-like instability growth rates in classical and non-classical plasmas encountered in fast-ignition experiments

Analytical simulations of fast-electron currents induced by high-density laser-plasma interactions require estimation of various plasma and beam parameters, including temperatures, densities, and collision rates. This note describes a technique used to estimate or calculate these parameters for the case of contemporary multi-terawatt experiments using foil targets as well as for anticipated fast-ignition-scale experiments.
