Department of Justice's Activities to Address Past Election-Related Voting Irregularities

Correspondence issued by the Government Accountability Office with an abstract that begins "Election-day problems in Florida and elsewhere in November 2000 raised concerns about voting systems that included, among other things, alleged voting irregularities that may have affected voter access to the polls. The term voting irregularities generally refers to a broad array of complaints relating to voting and/or elections that may involve violations of federal voting rights and/or federal criminal law for which the Department of Justice (DOJ) has enforcement responsibilities. The Ranking Minority Members of several Congressional committees requested that we review activities at DOJ to help ensure voter access to the polls and actions to address allegations of voting irregularities. This report (1) identifies and describes changes DOJ has made since November 2000 to help ensure voter access to the polls; (2) identifies and describes actions that the Voting Section in DOJ's Civil Rights Division has taken to track, address, and assess allegations of election-related voting irregularities received between November 2000 and December 2003; and (3) assesses the Voting Section's internal control activities to help ensure relevant, accurate, and reliable recording and documentation of allegations of voting irregularities to accurately track actions taken in response to allegations …

Testimony issued by the Government Accountability Office with an abstract that begins "The events of September 11, 2001, and the subsequent discovery of commercial nuclear power plants on a list of possible terrorist targets have focused considerable attention on the plants' capabilities to defend against a terrorist attack. The Nuclear Regulatory Commission (NRC), an independent agency established by the Energy Reorganization Act of 1974 to regulate the civilian use of nuclear materials, is responsible for regulating and overseeing security at commercial nuclear power plants. GAO was asked to review (1) NRC's efforts since September 11, 2001, to improve security at nuclear power plants, including actions NRC has taken to implement some of GAO's September 2003 recommendations to improve security oversight and (2) the extent to which NRC is in a position to assure itself and the public that the plants are protected against terrorist attacks. This testimony reflects the preliminary results of GAO's review. GAO will issue a more comprehensive report in early 2005."

Valuable lessons from these efforts could help guide the proposed reforms in the intelligence community envisioned by the 9/11 Commission. This statement focuses on (1) the lessons GAO has learned from successful mergers and organizational transformations; particularly the need for committed and sustained leadership and the role of performance management systems in these changes; (2) human capital flexibilities that can be used as essential tools to help achieve these reforms; (3) how the Federal Bureau of Investigation (FBI) is using these lessons and human capital flexibilities to transform to meet its evolving mission in the post 9/11 environment, and (4) GAO's findings to date on the factors that must be considered in the approach to the government's security clearance process, as a means to accelerate the process for national security appointments."

Higher Order Hard Edge End Field Effects.

In most cases, nonlinearities from magnets must be properly included in tracking and analysis to properly compute quantities of interest, in particular chromatic properties and dynamic aperture. One source of nonlinearities in magnets that is often important and cannot be avoided is the nonlinearity arising at the end of a magnet due to the longitudinal variation of the field at the end of the magnet. Part of this effect is independent of the longitudinal of the end. It is lowest order in the body field of the magnet, and is the result of taking a limit as the length over which the field at the end varies approaches zero. This is referred to as a ''hard edge'' end field. This effect has been computed previously to lowest order in the transverse variables. This paper describes a method to compute this effect to arbitrary order in the transverse variables, under certain constraints.

Finding the Circular Magnet Aperture Which Encloses an Artitrary Number of Midplane-Centered Beam Ellipses.

In specifying the magnets for an accelerator, one must be able to determine the aperture required by the beam. In some machines, in particular FFAGs, there is a significant variation in the closed orbit and beta functions over the energy range of the machine. In addition, the closed orbit and beta functions may vary with the longitudinal position in the magnet. It is necessary to determine a magnet aperture which encloses the beam ellipses at all energies and all positions in the magnet. This paper describes a method of determining the smallest circular aperture enclosing an arbitrary number of midplane-centered ellipses.

A Model for Determining Dipole, Quadrupole, and Combined Function Magnet Costs.

One of the most important considerations in designing large accelerators is cost. This paper describes a model for estimating accelerator magnet costs, including their dependences on length, radius, and field. The reasoning behind the cost model is explained, and the parameters of the model are chosen so as to correctly give the costs of a few selected magnets. A comparison is made with earlier formulae. Estimates are also given for other costs linearly dependent on length, and for 200 MHz superconducting RF.

Directed assembly of discrete gold nanoparticle groupings usingbranched DNA scaffolds

The concept of self-assembled dendrimers is explored for the creation of discrete nanoparticle assemblies. Hybridization of branched DNA trimers and nanoparticle-DNA conjugates results in the synthesis of nanoparticle trimer and tetramer complexes. Multiple tetramer architectures are investigated, utilizing Au-DNA conjugates with varying secondary structural motifs. Hybridization products are analyzed by gel electrophoresis, and discrete bands are observed corresponding to structures with increasing numbers of hybridization events. Samples extracted from each band are analyzed by transmission electron microscopy, and statistics compiled from micrographs are used to compare assembly characteristics for each architecture. Asymmetric structures are also produced in which both 5 and 10 nm Au particles are assembled on branched scaffolds.

Algebraic sub-structuring for electromagnetic applications

Algebraic sub-structuring refers to the process of applying matrix reordering and partitioning algorithms to divide a large sparse matrix into smaller submatrices from which a subset of spectral components are extracted and combined to form approximate solutions to the original problem. In this paper, we show that algebraic sub-structuring can be effectively used to solve generalized eigenvalue problems arising from the finite element analysis of an accelerator structure.

Agricultural and Environmental Input Parameters for the Biosphere Model

This analysis is one of 10 technical reports that support the Environmental Radiation Model for Yucca Mountain Nevada (ERMYN) (i.e., the biosphere model). It documents development of agricultural and environmental input parameters for the biosphere model, and supports the use of the model to develop biosphere dose conversion factors (BDCFs). The biosphere model is one of a series of process models supporting the total system performance assessment (TSPA) for the repository at Yucca Mountain. The ERMYN provides the TSPA with the capability to perform dose assessments. A graphical representation of the documentation hierarchy for the ERMYN is presented in Figure 1-1. This figure shows the interrelationships between the major activities and their products (the analysis and model reports) that were planned in ''Technical Work Plan for Biosphere Modeling and Expert Support'' (BSC 2004 [DIRS 169573]). The ''Biosphere Model Report'' (BSC 2004 [DIRS 169460]) describes the ERMYN and its input parameters.

Helical rays in two-dimensional resonant wave conversion

The process of resonant wave conversion (often called linear mode conversion) has traditionally been analyzed with a spatially one-dimensional slab model, for which the rays propagate in a two-dimensional phase space. However, it has recently been shown [E.R. Tracy and A.N. Kaufman, Phys. Rev. Lett. 91, 130402 (2003)] that multidimensional rays have a helical structure for conversion in two or more spatial dimensions (if their dispersion matrix is generic). In that case, a one-dimensional model is inadequate; a correct analysis requires two spatial dimensions and, thus, four-dimensional phase space. In this paper we show that a cold plasma model will exhibit ray helicity in conversion regions where the density and magnetic field gradients are significantly non-parallel. For illustration, we examine a model of the poloidal plane of a deuterium-tritium tokamak plasma, and identify such a region. In this region, characterized by a six-sector topology, rays in the sector for incident and reflected magnetosonic waves exhibit significant helicity. We introduce a ''symmetric-wedge'' model, to develop a detailed analytic and numerical study of helical rays in this sector.

The CKM matrix and CP violation (open access)

The CKM matrix and CP violation

The status of CP violation and the CKM matrix is reviewed. Direct CP violation in B decay has been established and the measurement of sin 2{beta} in {psi}K modes reached 5% accuracy. I discuss the implications of these, and of the possible deviations of the CP asymmetries in b {yields} s modes from that in {psi}K. The first meaningful measurements of {alpha} and {gamma} are explained, together with their significance for constraining both the SM and new physics in B-{bar B} mixing. I also discuss implications of recent developments in the theory of nonleptonic decays for B {yields} {pi}K rates and CP asymmetries, and for the polarization in charmless B decays to two vector mesons.

Criticality Model

The ''Disposal Criticality Analysis Methodology Topical Report'' (YMP 2003) presents the methodology for evaluating potential criticality situations in the monitored geologic repository. As stated in the referenced Topical Report, the detailed methodology for performing the disposal criticality analyses will be documented in model reports. Many of the models developed in support of the Topical Report differ from the definition of models as given in the Office of Civilian Radioactive Waste Management procedure AP-SIII.10Q, ''Models'', in that they are procedural, rather than mathematical. These model reports document the detailed methodology necessary to implement the approach presented in the Disposal Criticality Analysis Methodology Topical Report and provide calculations utilizing the methodology. Thus, the governing procedure for this type of report is AP-3.12Q, ''Design Calculations and Analyses''. The ''Criticality Model'' is of this latter type, providing a process evaluating the criticality potential of in-package and external configurations. The purpose of this analysis is to layout the process for calculating the criticality potential for various in-package and external configurations and to calculate lower-bound tolerance limit (LBTL) values and determine range of applicability (ROA) parameters. The LBTL calculations and the ROA determinations are performed using selected benchmark experiments that are applicable to various waste forms …

COAMPS Application to Global and Homeland Security Threat Problems

Atmospheric dispersion problems have received more attention with regard to global and homeland security than their conventional roles in air pollution and local hazard assessment in the post 9/11 era. Consequently, there is growing interest to characterize meteorology uncertainty at both low and high altitudes (below and above 30 km, respectively). A 3-D Coupled Ocean Atmosphere Prediction System (COAMPS, developed by Naval Research Laboratory; Hodur, 1997) is used to address LLNL's task. The objective of this report is focused on the effort at the improvement of COAMPS forecast to address the uncertainty issue, and to provide new capability for high-altitude forecast. To assess the atmospheric dispersion behavior in a wider range of meteorological conditions and to expand its vertical scope for the potential threat at high altitudes, several modifications of COAMPS are needed to meet the project goal. These improvements include (1) the long-range forecast capability to show the variability of meteorological conditions at a much larger time scale (say, a year), and (2) the model physics enhancement to provide new capability for high-altitude forecast.
