UNDERSTANDING THE MECHANISMS CONTROLLING ENVIRONMENTALLY-ASSISTED INTERGRANULAR CRACKING OF NICKEL-BASE ALLOYS

Creep and IG cracking of nickel-base alloys depend principally on two factors--the deformation behavior and the effect of the environment. We have shown that both contribute to the observed degradation in primary water. The understanding of cracking does not lie wholly within the environmental effects arena, nor can it be explained only by intrinsic mechanical behavior. Rather, both processes contribute to the observed behavior in primary water. In this project, we had three objectives: (1) to verify that grain boundaries control deformation in Ni-16Cr-9Fe at 360 C, (2) to identify the environmental effect on IGSCC, and (3) to combine CSLBs and GBCs to maximize IGSCC resistance in Ni-Cr-Fe in 360 C primary water. Experiments performed in hydrogen gas at 360 C confirm an increase in the primary creep rate in Ni-16Cr-9Fe at 360 C due to hydrogen. The creep strain transients caused by hydrogen are proposed to be due to the collapse of dislocation pile-ups, as confirmed by observations in HVEM. The observations only partially support the hydrogen-enhanced plasticity model, but also suggest a potential role of vacancies in the accelerate creep behavior in primary water. A unified numerical framework model for simulating flow, transport, and heat transfer in porous and fractured media

It has long been recognized that a common ground exists between governing equations used for describing various flow and transport phenomena in porous media. Put another way they are all generally based on the same form of mass and/or energy conservation laws. This implies that there may exist a unified formulation and numerical scheme applicable to modeling all of these physical processes. This paper explores such a possibility and proposes a generalized framework, as well as a mathematical formulation for modeling all known transport phenomena in porous media. Based on this framework, a unified numerical approach is developed and tested using multidimensional, multiphase flow, isothermal and nonisothermal reservoir simulators. In this approach, a spatial domain of interest is discretized with an unstructured grid, then a time discretization is carried out with a backward, first-order, finite-difference method. The final discrete nonlinear equations are handled fully implicitly, using Newton iteration. In addition, the fracture medium is handled using a general dual-continuum concept with continuum or discrete modeling methods. United Nations: Reforms Progressing, but Comprehensive Assessments Needed to Measure Impact

A letter report issued by the General Accounting Office with an abstract that begins "The U.N. Secretary General launched two reform agendas, in 1997 and 2002, to address the U.N.'s core management challenges--poor leadership of the Secretariat, duplication among its many offices and programs, and the lack of accountability for staff performance. In 2000, GAO reported that the Secretary General had reorganized the Secretariat's leadership and structure, but that the reforms were not yet complete. As the largest financial contributor to the United Nations, the United States has a strong interest in the completion of these reforms. GAO was asked to assess the (1) overall status of the 1997 and 2002 reforms, (2) implementation of reforms in four key areas, and (3) potential challenges to reform."

Update of ENDL U(n,2n), U(n,gamma), U(n,f) Evaluations

The authors are in the re-evaluating of all the actinide cross section evaluations in LLNL's ENDL database, starting with uranium and focusing on inventory changing reactions. This article describes their first serious pass at updating the uranium cross section data, including estimates of cross section uncertainties. Furthermore, they are developing new tools to automate the re-evaluation and this article contains some preliminary results from these codes, namely the {sup 235}U(n, 2n) and {sup 238}U(n, 2n) evaluations.

A letter report issued by the General Accounting Office with an abstract that begins "The Defense Threat Reduction Agency (DTRA), within the Department of Defense (DOD), plays a key role in addressing the threats posed by weapons of mass destruction (WMD). Since the September 11, 2001, attacks, the visibility of DTRA's role has increased as federal agencies and military commanders have looked to the agency for additional support and advice. GAO was asked to report on DTRA's (1) mission and the efforts it undertakes to fulfill this mission; (2) relationship with other government entities, specifically the Department of Energy and the Department of Homeland Security (DHS); and (3) process that it uses to prioritize resources and assess progress toward organizational goals."

Workforce Training: Almost Half of States Fund Employment Placement and Training through Employer Taxes and Most Coordinate with Federally Funded Programs

A letter report issued by the General Accounting Office with an abstract that begins "As technological and other advances transform the U.S. economy, many of the nation's six million employers may have trouble finding employees with the skills to do their jobs well. Some experts indicate that such a skill gap already affects many employers. To help close this skill gap, both federal- and state-funded programs are providing training and helping employers find qualified employees. In 2002, the federal government spent about $12 billion on workforce programs, and there are various studies on these programs. States also raised revenues in 2002--from taxes levied on employers--to fund their own workforce programs. However, little is known about these state programs. GAO was asked to provide information on how many states use these employer taxes to fund their own employment placement and training programs, what services are provided, the extent to which these state programs coordinate with federal programs, and how states assess the performance of these programs."

OAK-B135 This project was undertaken to enhance our understanding and control of the response of ductile materials to extreme loading conditions such as those involved in impact loading. The project was designed with a focus on the role of friction in high rate deformation and shock studies. The work involves collaboration of the tribology group in Materials Science and Engineering at OSU and two groups at LANL, an impact loading group in the dynamic experimentation division and a computer simulation group in the applied physics division. The two teams are investigating the same materials pairs: Cu/Cu, Al/stainless steel (SS) and Ta/Al. The LANL team is providing impacted specimens for characterization at OS U. The LANL team has designed and built a rotating barrel gas gun apparatus that allows measurement of frictional force at an impacted interface over time scales of 0 to 50 {micro}s. Impact pressures are 0-150 MPa and sliding speeds can be up to 50 m/s. The stainless steel barrel can rotate at rates from 0-5000 rpm. An impactor rod is driven at up to 12 m/s against a target rod of the specimen material. Initial tests have been with OFHC Cu/Cu annealed to relax strains from the …

Listed are summaries of the activities and accomplishments during this second-quarter reporting period for each of the consortium participants. The following are some highlights for this reporting period: (1) Experiments and computations guide conceptual designs for reduction of drag due to tractor-trailer gap flow (splitter plate), trailer underbody (wedges), and base drag (base-flap add-ons). (2) Steady and unsteady RANS simulations for the GTS geometry are being finalized for development of clear modeling guidelines with RANS. (3) Full geometry and tunnel simulations on the GCM geometry are underway. (4) CRADA with PACCAR is supporting computational parametric study to determine predictive need to include wind tunnel geometry as limits of computational domain. (5) Road and track test options are being investigated. All is ready for field testing of base-flaps at Crows Landing in California in collaboration with Partners in Advanced Transportation Highways (PATH). In addition, MAKA of Canada is providing the device and Wabash is providing a new trailer. (6) Apparatus to investigate tire splash and spray has been designed and is under construction. Michelin has offered tires with customized threads for this study. (7) Vortex methods have improved techniques for the treatment of vorticity near surfaces and spinning geometries like rotating …
