THE IMPACT OF THE GLOBAL NUCLEAR SAFETY REGIME IN BRAZIL

A turning point of the world nuclear industry with respect to safety occurred due to the accident at Chernobyl, in 1986. A side from the tragic personal losses and the enormous financial damage, the Chernobyl accident has literally demonstrated that ''a nuclear accident anywhere is an accident everywhere''. The impact was felt immediately by the nuclear industry, with plant cancellations (e.g. Austria), elimination of national programs (e.g. Italy) and general construction delays. However, the reaction of the nuclear industry was equally immediate, which led to the proposal and establishment of a Global Nuclear Safety Regime. This regime is composed of biding international safety conventions, globally accepted safety standard, and a voluntary peer review system. In a previous work, the author has presented in detail the components of this Regime, and briefly discussed its impact in the Brazilian nuclear power organizations, including the Regulatory Body. This work, on the opposite, briefly reviews the Global Nuclear Safety Regime, and concentrates in detail in the discussion of its impact in Brazil, showing how it has produced some changes, and where the peer pressure regime has failed to produce real results.

3-D Thermal Evaluations for a Fueled Experiment in the Advanced Test Reactor

The DOE Advanced Fuel Cycle Initiative and Generation IV reactor programs are developing new fuel types for use in the current Light Water Reactors and future advanced reactor concepts. The Advanced Gas Reactor program is planning to test fuel to be used in the Next Generation Nuclear Plant (NGNP) nuclear reactor. Preliminary information for assessing performance of the fuel will be obtained from irradiations performed in the Advanced Test Reactor large ''B'' experimental facility. A test configuration has been identified for demonstrating fuel types typical of gas cooled reactors or fast reactors that may play a role in closing the fuel cycle or increasing efficiency via high temperature operation Plans are to have 6 capsules, each containing 12 compacts, for the test configuration. Each capsule will have its own temperature control system. Passing a helium-neon gas through the void regions between the fuel compacts and the graphite carrier and between the graphite carrier and the capsule wall will control temperature. This design with three compacts per axial level was evaluated for thermal performance to ascertain the temperature distributions in the capsule and test specimens with heating rates that encompass the range of initial heat generation rates.

Azimuthally sensitive hanbury brown-twiss interferometry in Au + Au collisions sqrt S sub NN = 200 GeV

We present the results of a systematic study of the shape of the pion distribution in coordinate space at freeze-out in Au+Au collisions at RHIC using two-pion Hanbury Brown-Twiss (HBT) interferometry. Oscillations of the extracted HBT radii vs. emission angle indicate sources elongated perpendicular to the reaction plane. The results indicate that the pressure and expansion time of the collision system are not sufficient to completely quench its initial shape.

Nuclear Spin Statistics of extended aromatic C48N12 Azafullerene

We have presented the nuclear spin statistics of the novel extended aromatic C{sub 48}N{sub 12} azafullerene. The nuclear spin multiplets and statistical weights of {sup 14}N spin-1 bosons are provided. In addition we have also provided the {sup 13}C nuclear spin species and spin statistical weights of {sup 13}C{sub 48}N{sub 12}. The spin statistical weights and spin species show that the presence of {sup 14}N nuclei in the aromatic fullerene can provide unique experimental opportunity to investigate the nuclear spin species.

Theoretical study of the electronic states of Nb4, Nb5 clusters and their anions (Nb4?, Nb5?)

Geometries and energy separations of the various low-lying electronic states of Nb{sub n} and Nb{sub n}{sup -} (n = 4, 5) clusters with various structural arrangements have been investigated. The complete active space multi-configuration self-consistent field (CASMCSCF) method followed by multi-reference singles and doubles configuration interaction (MRSDCI) calculations that included up to 52 million configuration spin functions have been used to compute several electronic states of these clusters. The ground states of both Nb{sub 4} ({sup 1}A', pyramidal) and Nb{sub 4}{sup -} ({sup 2}B{sub 3g}, rhombus) are low-spin states at the MRSDCI level. The ground state of Nb{sub 5} cluster is a doublet with a distorted trigonal bipyramid (DTB) structure. The anionic cluster of Nb{sub 5} has two competitive ground states with singlet and triplet multiplicities (DTB). The low-lying electronic states of these clusters have been found to be distorted due to Jahn-Teller effect. On the basis of the energy separations of our computed electronic states of Nb{sub 4} and Nb{sub 5}, we have assigned the observed photoelectron spectrum of Nb{sub n}{sup -}(n = 4, 5) clusters. We have also compared our MRSDCI results with density functional calculations. The electron affinity, ionization potential, dissociation and atomization energies of Nb{sub 4} …

Crystal level simulations using Eulerian finite element methods

Over the last several years, significant progress has been made in the use of crystal level material models in simulations of forming operations. However, in Lagrangian finite element approaches simulation capabilities are limited in many cases by mesh distortion associated with deformation heterogeneity. Contexts in which such large distortions arise include: bulk deformation to strains approaching or exceeding unity, especially in highly anisotropic or multiphase materials; shear band formation and intersection of shear bands; and indentation with sharp indenters. Investigators have in the past used Eulerian finite element methods with material response determined from crystal aggregates to study steady state forming processes. However, Eulerian and Arbitrary Lagrangian-Eulerian (ALE) finite element methods have not been widely utilized for simulation of transient deformation processes at the crystal level. The advection schemes used in Eulerian and ALE codes control mesh distortion and allow for simulation of much larger total deformations. We will discuss material state representation issues related to advection and will present results from ALE simulations.
