Analysis of Boron Dilution Transients in PWRS.

A study has been carried out with PARCS/RELAP5 to understand the consequences of hypothetical boron dilution events in pressurized water reactors. The scenarios of concern start with a small-break loss-of-coolant accident. If the event leads to boiling in the core and then the loss of natural circulation, a boron-free condensate can accumulate in the cold leg. The dilution event happens when natural circulation is re-established or a reactor coolant pump (RCP) is restarted in violation of operating procedures. This event is of particular concern in B&W reactors with a lowered-loop design and is a Generic Safety Issue for the U.S. Nuclear Regulatory Commission. The results of calculations with the reestablishment of natural circulation show that there is no unacceptable fuel damage. This is determined by calculating the maximum fuel pellet enthalpy, based on the three-dimensional model, and comparing it with the criterion for damage. The calculation is based on a model of a B&W reactor at beginning of the fuel cycle. If an RCP is restarted, unacceptable fuel damage may be possible in plants with sufficiently large volumes of boron-free condensate in the cold leg.

Campaign Finance: Constitutional and Legal Issues of Soft Money

Prior to enactment of the Bipartisan Campaign Reform Act of 2002 (BCRA), P.L. 107-155, the term “soft money” generally referred to unregulated funds, perceived as resulting from loopholes in the Federal Election Campaign Act (FECA), 2 U.S.C. §§ 431 et seq. Generally, the intent of BCRA, (effective Nov. 6, 2002), which amends FECA, is to restrict the raising and spending of soft money. This Issue Brief discusses constitutional and legal issues surrounding two major types of soft money that BCRA regulates: political party soft money and soft money used for issue advocacy communications. Corporate and labor union soft money, which FECA exempts from regulation and is not addressed by BCRA, is also discussed.

Establishment of M1 multipolarity of a 6.5 (micro)2n resonance in 172Yb at E(gamma) = 3.3 MeV

Two-step-cascade spectra in {sup 172}Yb have been measured after thermal neutron capture. they are compared to calculations based on experimental values of the level density and radiative strength function (RSF) obtained from the {sup 173}Yb(3{sup 3}He,{alpha}{gamma}){sup 172}Yb reaction. The multipolarity of a 6.5(15) {mu}{sub N}{sup 2} resonance at E{sub {gamma}} = 3.3(1) MeV in the RSF is determined to be M1 by this comparison.

Generation of bright, tunable, polarized y-ray sources by scattering laser pulses from APS electron beams.

We calculate the performance of possible Advanced Photon Source (APS) {gamma}-ray sources for applications in nuclear physics research. For the APS storage ring, it is possible to generate tagged {gamma}-ray photon fluxes of 10{sup 8}, 0.7 x 10{sup 8}, and 0.3 x 10{sup 8} photons/s at photon energies of 1, 1.7, and 2.8 GeV, respectively. For untagged photons, fluxes higher than 10{sup 8} photons/s are possible for those energies. For the injection booster, an untagged {gamma}-ray photon flux up to 10{sup 8} photons/s at energy ranging from 5 MeV to 1 GeV is possible. This can be achieved using off-the-shelf commercial Ti:Sa laser systems. The photon fluxes predicted here are in general one to two orders of magnitude higher than facilities with similar photon energies.

Gold Cluster Labels and Related Technologies in Molecular Morphology.

Although intensely colored, even the largest colloidal gold particles are not, on their own, sufficiently colored for routine use as a light microscopy stain: only with very abundant antigens or with specialized illumination methods can bound gold be seen. Colloidal gold probes were developed primarily as markers for electron microscopy, for which their very high electron density and selectivity for narrow size distributions when prepared in different ways rendered them highly suited. The widespread use of gold labeling for light microscopy was made possible by the introduction of autometallographic enhancement methods. In these processes, the bound gold particles are exposed to a solution containing metal ions and a reducing agent; they catalyze the reduction of the ions, resulting in the deposition of additional metal selectively onto the particles. On the molecular level, the gold particles are enlarged up to 30-100 nm in diameter; on the macroscale level, this results in the formation of a dark stain in regions containing bound gold particles, greatly increasing visibility and contrast. Large plasma pressure perturbations and radial convective transport in a tokamak

Strongly localized plasma structures with large pressure inhomogeneities (such as plasma blobs in the scrape-off-layer (SOL)/shadow regions, pellet clouds, ELMs) observed in the tokamaks, stellarators and linear plasma devices. Experimental studies of these phenomena reveal striking similarities including more convective rather than diffusive radial plasma transport. We suggest that rather simple models can describe many essentials of blobs, ELMs, and pellet clouds dynamics. The main ingredient of these models is the effective plasma gravity caused by magnetic curvature, centrifugal or friction forces effects. As a result, the equations governing plasma transport in such localized structures appear to be rather similar to that used to describe nonlinear evolution of thermal convection in the Boussinesq approximation (directly related to the Rayleigh-Taylor instability).
