Electric Reliability: Options for Electric Transmission Infrastructure Improvements

The electric utility industry is inherently capital intensive. At the same time, the industry must operate under a changing and sometimes unpredictable regulatory system at both the federal and state level. The Energy Policy Act of 2005 has set in place government activities intended to relieve congestion on the transmission system. Several factors have contributed to the lack of new transmission capacity; these are outlined within this report. This report also discusses earlier pieces of energy legislation.

FILTER COMPONENT ASSESSMENT--CERAMIC CANDLES--

Efforts at Siemens Westinghouse Power Corporation (SWPC) have been focused on development of hot gas filter systems as an enabling technology for advanced coal and biomass-based gas turbine power generation applications. SWPC has been actively involved in the development of advanced filter materials and component configuration, has participated in numerous surveillance programs characterizing the material properties and microstructure of field tested filter elements, and has undertaken extended, accelerated filter life testing programs. This report summarizes the results of SWPC's filter component assessment efforts, identifying the performance and stability of porous monolithic, fiber reinforced, and filament wound ceramic hot gas candle filters, potentially for {ge}3 years of viable pressurized fluidized-bed combustion (PFBC) service operating life.

Novel Optical Detection Schemes for In-Situ Mapping of Volatile Organochlorides in The Vadose Zone

The long-term objective of this research is to develop a system for measuring and identifying a wide rang of volatile organic hydrocarbons, including organochlorides, at ppb levels in-situ in the subsurface (''at-dept'') using a fiber-optic REMPI probe. In this renewal proposal we would also like to expand the range of analytes to include contaminated soil and certain metal pollutants such as Hg and Pb. And, to do this in a ruggedized system that is compatible with existing fiber-optic sensors, Raman and fluorescence probes and image guides. The specific focus of much of the proposed work is to identify and optimize those experimental parameters which effect the in-situ determination of organic molecules using resonance-enhanced multi-photon ionization (REMPI). To accomplish this goal we will systematically investigate the dependence of REMPI on laser wavelength, power and other experimental parameters for a variety of high-priority groundwater and vadose zone contaminants to determine optimal measurement conditions. Emphasis will be placed on visible or fiber-optic compatible wavelengths of excitation so that the high transmission of fiberoptics can be fully utilized. Evaluation of 2004 Toyota Prius Hybrid Electric Drive System Interim Report

Laboratory tests were conducted to evaluate the electrical and mechanical performance of the 2004 Toyota Prius and its hybrid electric drive system. As a hybrid vehicle, the 2004 Prius uses both a gasoline-powered internal combustion engine and a battery-powered electric motor as motive power sources. Innovative algorithms for combining these two power sources results in improved fuel efficiency and reduced emissions compared to traditional automobiles. Initial objectives of the laboratory tests were to measure motor and generator back-electromotive force (emf) voltages and determine gearbox-related power losses over a specified range of shaft speeds and lubricating oil temperatures. Follow-on work will involve additional performance testing of the motor, generator, and inverter. Information contained in this interim report summarizes the test results obtained to date, describes preliminary conclusions and findings, and identifies additional areas for further study.

Marginal Stability of Microturbulence near ITB Onset on Alcator C-Mod

Insight into microturbulence and transport in tokamak plasmas is being sought using linear simulations of drift waves near the onset time of an internal transport barrier (ITB) on Alcator C-Mod. Microturbulence is likely generated by instabilities of drift waves and causes transport of heat and particles. This transport is studied because the containment of heat and particles is important for the achievement of practical nuclear fusion. We investigate nearness to marginal stability of ion-temperature-gradient (ITG) modes for conditions in the ITB region at the trigger time for ITB formation. Data from C-Mod, analyzed by TRANSP (a time-dependent transport analysis code), is read by the code TRXPL and made into input files for the parallel gyrokinetic model code GS2. Temperature and density gradients in these input files are modified to produce new input files. Results from these simulations show a weak ITG instability in the barrier region at the time of onset, above marginal stability; the normalized critical temperature gradient is 80% of the experimental temperature gradient. The growth rate increases linearly above the critical value, with the spectrum of ITG modes remaining parabolic up to a multiplicative factor of 2. The Illinois Emergency Management Agency Act outlines the state and local governments’ roles and responsibilities in emergency management. The statute authorizes disaster victims to receive special assistance from the state. The Governor’s Succession Act and the Emergency Interim Executive Successors Act outline provisions for the continuity of Illinois government operations. Other acts require emergency evacuation plans for people with disabilities and authorizations for certified local employees to take leave to provide assistance. When funds are not sufficient in the state’s disaster relief fund, the governor is authorized to transfer or borrow funds if the General Assembly is not in session, or to request legislative action if the assembly is in session. The statute authorizes municipalities to impose taxes, within limits, to fund disaster services.
