Ranking of Sabotage/Tampering Avoidance Technology Alternatives

Pacific Northwest Laboratory conducted a study to evaluate alternatives to the design and operation of nuclear power plants, emphasizing a reduction of their vulnerability to sabotage. Estimates of core melt accident frequency during normal operations and from sabotage/tampering events were used to rank the alternatives. Core melt frequency for normal operations was estimated using sensitivity analysis of results of probabilistic risk assessments. Core melt frequency for sabotage/tampering was estimated by developing a model based on probabilistic risk analyses, historic data, engineering judgment, and safeguards analyses of plant locations where core melt events could be initiated. Results indicate the most effective alternatives focus on large areas of the plant, increase safety system redundancy, and reduce reliance on single locations for mitigation of transients. Less effective options focus on specific areas of the plant, reduce reliance on some plant areas for safe shutdown, and focus on less vulnerable targets.

Rapid estimation of /sup 226/Ra in soil for the Grand Junction RASA/UMTRA project

The Radiological Survey Activities (RASA) Group of the Health and Safety Research Division at Oak Ridge National Laboratory (ORNL) is an Inclusion Survey Contractor (ISC) for the Uranium Mill Tailings Remedial Action Program (UMTRAP). The purpose of the ISC is to survey designated sites potentially contaminated with radioactive material originating from the 24 inactive uranium mill sites and make recommendations as to whether the site should be included in or excluded from further consideration by UMTRAP. An important aspect of the program is a prompt and inexpensive estimation of Radium-226 (/sup 226/Ra) concentration in soil samples. A large sodium iodide (NaI) well crystal coupled to a multichannel analyzer is used to count soil samples. Count data are currently analyzed with an algorithm that utilizes three regions of interest (ROI). A lack of agreement was observed when samples were also analyzed with lithium-drifted germanium (GeLi) spectrometers. The average estimate of /sup 226/Ra obtained using the current algorithm was 19% greater than the GeLi determination. Some possible reasons for these differences were examined. In 8.5% of the samples, the relative concentration of Cesium-137 (/sup 137/Cs) was highly correlated to the extent of error. Using alternative analysis techniques, the error for /sup 226/Ra …

Rapid-response analysis of the Davis-Besse loss-of-feedwater event on June 9, 1985

At the request of the US Nuclear Regulatory Commission (NRC), we performed a rapid-response analysis of the loss-of-feedwater (LOFW) event that occurred at the Toledo Edison Davis-Besse plant on June 9, 1985. The initial 831 s of the plant transient were simulated and, in addition, four postulated transients were calculated to determine how the plant would have responded if feedwater had not been restored, and how it would have responded to a feed-and-bleed (FAB) decay-heat removal procedure initiated at different times. The Transient Reactor Analysis Code was used for this analysis. We completed these calculations within a two-week period and provided a report to the NRC 30 days later. Our analysis showed that FAB was a viable decay-heat-removal procedure for the Davis-Besse plant for the initiation times analyzed. With complete LOFW and no alternate decay-heat removal procedure, we calculated that core uncovery would have occurred at about 9200 s. FAB initiated at 8 min and 13 min after complete LOFW, which in the actual LOFW transient occurred 6 min after the initiating event of a main-feedwater pump trip, was successful in that the primary system remained subcooled and water-solid throughout the transient. A rapid, semiempirical method of calculating the stability margins of superconductors cooled with subcooled He-II: (Final report)

A rapid, semiempirical method is presented for calculating the stability margins of superconductors cooled with subcooled He-II. Based on a model of Seyfert, the method takes into account both time-dependent Gorter-Mellink heat transport and the effects of interfacial Kapitza resistance. The method has been compared favorably with heat transfer data of Seyfert, stability data of Meuris, and stability data of Pfotenhauer and van Sciver. 4 refs., 7 figs., 1 tab.
