Gilmore speaks in support of quarantining AIDS victims to their home or their car, and considers AIDS a "social disease." Bill Nelson speaks against the quarantine and in support of education and further scientific research. Footage is included of Robert Bernstein, Texas Health Commissioner, asking the Board of Health to withdraw the proposed AIDS rule from consideration.
