Infrared and Raman investigation of rare-earth phosphate glasses for potential use as radioactive waste forms. Historically Black Colleges and Universities Radioactive Waste Management Research Program: Final technical report

This project was designed to investigate the properties of the rare-earth phosphate glasses CeO{sub 2}-P{sub 2}O{sub 5} and Pr{sub 2}O{sub 3}-P{sub 2}O{sub 5} for potential use as radioactive waste glasses. The research involved determination of the glass-forming region, loading capacity, and optimum processing parameters of the glasses. Structural studies of the unloaded host glasses and glasses loaded with simulated waste elements were to be done using Raman, infrared and infrared reflection spectroscopy. Leach testing and spectroscopic studies of the corroded surfaces were also to be performed.

A technology transfer plan for the US Department of Energy's Electric Energy Systems Program

The major objective of this study was to develop a technology transfer plan that would be both practical and effective in promoting the transfer of the products of DOE/EES research to appropriate target audiences. The study drew upon several major components of the marketing process in developing this plan: definition/charcterization of the products being produced by the DOE/EES program, identification/characterization of possible users of the products being produced by the program, and documentation/analysis of the methods currently being used to promote the adoption of DOE/EES products. Fields covered include HVDC, new materials, superconductors, electric field effects, EMP impacts, battery storage/load leveling, automation/processing concepts, normal/emergency operating concepts, Hawaii deep water cable, and failure mechanisms.

Radiation interlocks: The choice between conventional hard-wired logic and computer-based systems

During the past few years, the use of computers in radiation safety systems has become more widespread. This is not surprising given the ubiquitous nature of computers in the modern technological world. But is a computer a good choice for the central logic element of a personnel safety system. Recent accidents at computer controlled medical accelerators would indicate that extreme care must be exercised if malfunctions are to be avoided. The Department of Energy has recently established a sub-committee to formulate recommendations on the use of computers in safety systems for accelerators. This paper will review the status of the committee's recommendations, and describe radiation protection interlock systems as applied to both accelerators and to irradiation facilities. Comparisons are made between the conventional relay approach and designs using computers. 6 refs., 6 figs.

WASTES: Wastes system transportation and economic simulation: Version 2, Programmer's reference manual

The WASTES Version II (WASTES II) Programmer's Reference Manual was written to document code development activities performed under the Monitored Retrievable Storage (MRS) Program at Pacific Northwest Laboratory (PNL). The manual will also serve as a valuable tool for programmers involved in maintenance of and updates to the WASTES II code. The intended audience for this manual are experienced FORTRAN programmers who have only a limited knowledge of nuclear reactor operation, the nuclear fuel cycle, or nuclear waste management practices. It is assumed that the readers of this manual have previously reviewed the WASTES II Users Guide published as PNL Report 5714. The WASTES II code is written in FORTRAN 77 as an extension to the SLAM commercial simulation package. The model is predominately a FORTRAN based model that makes extensive use of the SLAM file maintenance and time management routines. This manual documents the general manner in which the code is constructed and the interactions between SLAM and the WASTES subroutines. Modified Hazard Ranking System/Hazard Ranking System for sites with mixed radioactive and hazardous wastes: Software documentation

The mHRS/HRS software package was developed by the Pacific Northwest Laboratory (PNL) under contract with the Department of Energy (DOE) to provide a uniform method for DOE facilities to use in performing their Conservation Environmental Response Compensation and Liability Act (CERCLA) Phase I Modified Hazard Ranking System or Hazard Ranking System evaluations. The program is designed to remove the tedium and potential for error associated with the performing of hand calculations and the interpreting of information on tables and in reference books when performing an evaluation. The software package is designed to operate on a microcomputer (IBM PC, PC/XT, or PC/AT, or a compatible system) using either a dual floppy disk drive or a hard disk storage system. It is written in the dBASE III language and operates using the dBASE III system. Although the mHRS/HRS software package was developed for use at DOE facilities, it has direct applicability to the performing of CERCLA Phase I evaluations for any facility contaminated by hazardous waste.
