Endangered Species: Difficult Choices
This report discusses issues debated in the 107th Congress while is considering various proposals to amend the Endangered Species Act of 1973 (ESA). Major issues in recent years have included changing the role of science in decision-making, changing the role of critical habitat, reducing conflicts with Department of Defense activities, incorporating further protection for property owners, and increasing protection of listed species, among others. In addition, many have advocated including significant changes to ESA regulations made during the Clinton Administration in the law itself.

A Guide to Major Congressional and Presidential Awards
This report is designed to help congressional offices obtain information about major awards given by Congress and the President. It lists details about the establishment, criteria, selection process, and presentation of each of the major presidential and congressional awards: Congressional Award, Congressional Gold Medal, Medal of Honor, Presidential Citizens Medal, and Presidential Medal of Freedom. Brief entries are provided for additional awards made by the President including two new military medals for service in the Global War on Terrorism (GWOT): the GWOT Expeditionary Medal and the GWOT Service Medal. Drug Trafficking and North Korea: Issues for U.S. Policy
At least 50 documented incidents in more than 20 countries around the world, many involving arrest or detention of North Korean diplomats, link North Korea to drug trafficking. Such events, in the context of credible, but unproven, allegations of large scale state sponsorship of drug production and trafficking, raise important issues for the United States and its allies in combating international drug trafficking. The challenge to policy makers is how to pursue an effective counter drug policy and comply with U.S. law which may require cutting off aid to North Korea while pursuing other high-priority U.S. foreign policy objectives including (1) limiting possession and production of weapons of mass destruction; (2) limiting ballistic missile production and export; (3) curbing terrorism, counterfeiting, and international crime; and (4) addressing humanitarian needs.

A CRS Review of 10 States: Home and Community-Based Services — States Seek to Change the Face of Long-Term Care: Indiana
Many states have devoted significant efforts to respond to the desire for home and community-based care for persons with disabilities and their families. Nevertheless, financing of nursing home care, chiefly by Medicaid, still dominates most states’ spending for long-term care today. To assist Congress in understanding issues that states face in providing long-term care services, the Congressional Research Service (CRS) undertook a study of 10 states in 2002. This report, one in a series of 10 state reports, presents background and analysis about long-term care in Indiana.

21st Century Community Learning Centers: Evaluation and Implementation Issues
The 21st CCLC program was originally authorized as Part I of Title X, of the Elementary and Secondary Education Act (ESEA), as amended. This program was reauthorized as part of the reauthorization of the ESEA by the No Child Left Behind Act of 2001, P.L. 107-110, and was signed into law on January 8, 2002. This report discusses implementation of the reauthorized 21st CCLC program, and the recent evaluation of the program and its implications.

Iraq: International Attitudes to Operation Iraqi Freedom and Reconstruction
Although there was widespread international disagreement in the period leading up to the U.S.-led war in Iraq, forty-nine countries demonstrated support for the coalition’s actions in Iraq by publicly agreeing to be included in the Bush Administration’s “coalition of the willing."
