This report provides data on the distribution of assets in taxable estates that filed returns in 1998. The report also offers a brief overview of the estate and gift tax and "The Death Tax Elimination Act of 2000," which was passed in the 106th Congress and vetoed. This report finds that farm and business assets represent a small share of the total value of taxable estate tax returns filed in 1998. Generally, each paragraph corresponds to a unique account and provides appropriations for multiple projects and purposes as a single lump sum. Earmarks and limitations are two devices regularly used in annual appropriations acts to restrict, or more precisely direct, the availability of funds for specific projects or purposes of an account. Sometimes an earmark or a limitation may generate more interest or controversy than the total appropriation.

Afghanistan: Connections to Islamic Movements In Central and South Asia and Southern Russia

After several years of relative peace in Central Asia and southern Russia, Islamic extremist movements have become more active in Russia and in Central and South Asia, threatening stability in the region. Although numerous factors might account for the upsurge in activity, several of these movements appear to have connections to the Islamic fundamentalist Taliban regime in Afghanistan. These linkages raise questions about whether the United States, as part of a broader effort to promote peace and stability in the region, should continue to engage the Taliban regime, or strongly confront it. This report will be updated as events warrant.
