Simple scaling model for exploding pusher targets
A simple model has been developed which when normalized by experiment or Lasnex calculations can be used to scale neutron yields for variations in laser input power and pulse length and target radius and wall thickness. The model also illucidates some of the physical processes occurring in this regime of laser fusion experiments. Within certain limitations on incident intensity and target geometry, the model scales with experiments and calculations to within a factor of two over six decades in neutron yield.

Preliminary plan for the development of geothermal energy in the town of Hawthorne, Nevada
Site characteristics pertinent to the geothermal development are described, including: physiography, demography, economy, and goals and objectives of the citizens as they relate to geothermal development. The geothermal reservoir is characterized on the basis of available information. The probable drilling depth to the reservoir, anticipated water production rates, water quality, and resource temperature are indicated. Uses of the energy that seem appropriate to the situation both now and in the near future at Hawthorne are described. The essential institutional requirements for geothermal energy development are discussed, including the financial, environmental, and legal and regulatory aspects. The various steps that are necessary to accomplish the construction of the geothermal district heating system are described.

Magnet power control system for the Tandem Mirror Experiment-Upgrade
This paper describes the desktop computer/CAMAC-based system that controls the power source for the Tandem Mirror Experiment-Upgrade (TMX-U) magnet power system. Presently it contains 42 dc rectifier power supplies connected to 24 magnet coils arranged in 17 circuits. During each shot, the system delivers 22.6 MW dc to the magnets for about 3 s. The system is presently being changed to add six power supplies, two solenoidal throttle coils, and two reverse C-coils. When complete, the delivered power will increase to 36.9 MW. The closed-loop control system usually provides current (and thus, magnetic field) that is within 1% of the requested current. Achieving this accuracy required using grounding, shielding, and isolation methods to reduce noise and related problems. These are also discussed.

Pressure vessel fracture studies pertaining to a PWR LOCA-ECC thermal shock: experiments TSE-3 and TSE-4 and update of TSE-1 and TSE-2 analysis
The LOCA-ECC Thermal Shock Program was established to investigate the potential for flaw propagation in pressurized-water reactor (PWR) vessels during injection of emergency core coolant following a loss-of-coolant accident. Studies thus far have included fracture mechanics analyses of typical PWRs, the design and construction of a thermal shock test facility, determination of material properties for test specimens, and four thermal shock experiments with 0.53-m-OD (21-in.) by 0.15-m-wall (6-in.) cylindrical test specimens. In the first experiment, initiation was not expected and did not occur, although there was a small amount of subcritical crack growth. In the second experiment, initiation of a semicircular flaw took place as expected; the final length along the surface was about four times the initial length, but there was no radial growth. The third and fourth experiments were similar, and the long axial flaw initiated in good agreement with predictions.

Health Benefits for Members of Congress and Certain Congressional Staff
This report summarizes the provisions of the final rule and describes how it affects current and retired Members and congressional staff. Office of Personnel Management (OPM) has indicated that Members and congressional staff will be eligible for other health benefits related to federal employment, including: FSAFEDS, the Federal Employees Dental and Vision Insurance Program (FEDVIP), the Federal Long Term Care Insurance Program (FLTCIP), the Office of the Attending Physician, and treatment in military facilities. Arizona Border Surveillance Technology: More Information on Plans and Costs Is Needed before Proceeding
A letter report issued by the Government Accountability Office with an abstract that begins "In recent years, nearly half of all annual apprehensions of illegal aliens along the entire Southwest border with Mexico have occurred along the Arizona border. Keeping illegal flows of people and drugs under control remains a top priority for the Department of Homeland Security's (DHS) U.S. Customs and Border Protection (CBP). In 2005, the Secure Border Initiative Network (SBInet) was conceived as a surveillance technology to create a "virtual fence" along the border. After spending nearly $1 billion, DHS deployed SBInet systems along 53 miles of Arizona's border that represent the highest risk for illegal entry. In January 2011, in response to concerns regarding SBInet's performance, cost, and schedule, DHS cancelled future procurements. CBP developed the Arizona Border Surveillance Technology Plan (Plan) for the remainder of the Arizona border. Funding for this Plan for fiscal year 2012 is $242 million. GAO was requested to assess the extent to which CBP (1) has the information needed to support and implement the Plan and (2) estimated life-cycle costs for future investments in accordance with best practices. Defense Logistics: Department of Defense's Annual Report on the Status of Prepositioned Materiel and Equipment Can Be Further Enhanced to Better Inform Congress
Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) prepositions equipment at strategic locations around the world to enable it to field combat-ready forces in days, rather than the weeks it would take if equipment had to be moved from the United States to the locations of conflicts. These prepositioned materiel and equipment sets have played an important role in supporting ongoing operations in Iraq and Afghanistan. However, sustained operations in Iraq and Afghanistan have taken a toll on the condition and readiness of military equipment. Over the last few years, we have identified a number of ongoing and long-term challenges regarding DOD's prepositioned stocks. The National Defense Authorization Act for Fiscal Year 2008 added an annual reporting requirement to Title 10 of the United States Code that directs DOD to submit a report to the congressional defense committees on the status of prepositioned materiel and equipment as of the end of each fiscal year, no later than the date of the submission of the President's annual budget request. Vacant Properties: Growing Number Increases Communities' Costs and Challenges
A letter report issued by the Government Accountability Office with an abstract that begins "Vacant and unattended residential properties can attract crime, cause blight, and pose a threat to public safety. While homeowners or mortgage owners--including the mortgage servicers that administer loans on behalf of loan owners--are responsible for maintaining vacant properties with mortgages undergoing foreclosure, the costs local governments incur to mitigate any unsafe conditions can be significant. GAO was asked to examine (1) trends in the number of vacant properties and how they relate to the recent increase in foreclosures, (2) the types of costs that vacant properties create and who bears the responsibility for these properties and their costs, and (3) state and local government strategies to address vacant properties and the federal role in assisting these efforts. GAO analyzed Census Bureau vacancy data and data on property maintenance costs from the Federal Housing Administration (FHA) and two housing-related government-sponsored enterprises (GSE). GAO conducted case studies in nine cities selected to provide a range of local economic and housing conditions, rates of foreclosure, and geographic locations. Procedures for Contested Election Cases in the House of Representatives
Under the U.S. Constitution, each House of Congress has the express authority to be the judge of the "elections and returns" of its own Members. Although initial challenges and recounts for the House are conducted at the state level, under the state's authority to administer federal elections, continuing contests may be presented to the House, which, as the final arbiter, may make a conclusive determination of a claim to the seat. This report describes these procedures.

Federal Courthouse Construction: Nationwide Space and Cost Issues Are Applicable to L.A. Courthouse Project
Testimony issued by the Government Accountability Office with an abstract that begins "In 2000, as part of a multibillion-dollar courthouse construction initiative, the judiciary requested and the General Services Administration (GSA) proposed building a new courthouse in Los Angeles to increase security, efficiency, and space--but construction never began. About $400 million was appropriated for the L.A. courthouse project. For this testimony, GAO was asked to report on (1) the status of the L.A. courthouse project, (2) challenges GAO has identified affecting federal courthouses nationwide, and (3) the extent to which these challenges are applicable to the L.A. courthouse project. This testimony is based on GAO-10-417 and GAO's other prior work on federal courthouses, during which GAO analyzed courthouse planning and use data, visited courthouses, modeled courtroom sharing scenarios, and interviewed judges, GSA officials, and others. In GAO-10-417, GAO recommended that (1) GSA ensure that new courthouses are constructed within their authorized size or, if not, that congressional committees are notified, (2) the Judicial Conference of the United States retain caseload projections to improve the accuracy of its 10-year-judge planning, and (3) the Conference establish and use courtroom sharing policies based on scheduling and use data. Nuclear Waste Management: Key Attributes, Challenges, and Costs for the Yucca Mountain Repository and Two Potential Alternatives
A letter report issued by the Government Accountability Office with an abstract that begins "High-level nuclear waste--one of the nation's most hazardous substances--is accumulating at 80 sites in 35 states. The United States has generated 70,000 metric tons of nuclear waste and is expected to generate 153,000 metric tons by 2055. The Nuclear Waste Policy Act of 1982, as amended, requires the Department of Energy (DOE) to dispose of the waste in a geologic repository at Yucca Mountain, about 100 miles northwest of Las Vegas, Nevada. However, the repository is more than a decade behind schedule, and the nuclear waste generally remains at the commercial nuclear reactor sites and DOE sites where it was generated. This report examines the key attributes, challenges, and costs of the Yucca Mountain repository and the two principal alternatives to a repository that nuclear waste management experts identified: storing the nuclear waste at two centralized locations and continuing to store the waste on site where it was generated. GAO developed models of total cost ranges for each alternative using component cost estimates provided by the nuclear waste management experts.
