Onionskin paper carbon copy of letter from John J. Herrera, LULAC First National Vice-President, to George J. Garza, LULAC National President, dated November 22, 1950. Details of reorganization of Texas City LULAC Council on November 19, 1950. Herrera reports that a new council was organized and installed in Palacios, Texas, on the same date, November 19, 1950. It lists the new officers of the Palacios Council and credits Fred Garcia for contacting prospective members and organizing the new council in only one week's time.

Letter from Oscar M. Laurel, LULAC Executive Secretary, to John J. Herrera, LULAC National Organizer, dated November 6, 1951. Laurel requests plans for the reorganization of LULAC councils; he mentions a highly publicized divorce in Juarez, Mexico, in which Herrera represented one of the parties; and Laurel asks for legal advice on a question of property ownership in connection with the Bay City LULAC Council.

Occupation tax receipt given to P. B. Bundick of Matagorda County, Texas for his occupation of Ferryman. Mr. Bundick paid ten dollars for both a state and county tax. The transaction was confirmed by the comptroller of public accounts, whose signature can be seen on the bottom left corner.

Explains process of Houston LULAC Council offer to hold the Texas Regional LULAC Convention in Houston on January 20 and 21, 1950. Also discusses a November 12th LULAC meeting in Wharton County to meet with prospective members from Matagorda, Brazoria, Wharton, Fort Bend, Jackson and Victoria counties.
