This report provides an overview of Senate standing committee sizes and ratios for the 94th Congress through the 111th Congress. Also included are data on permanent select committees with legislative jurisdiction. A table for each Congress shows the party division in the Senate, total number of seats on each committee, number of seats assigned to the majority and minority parties, and, where present, number of seats assigned to independents. The tables also provide the number of majority-minority caucus seat margins in the chamber and for each committees.

This report provides statistical information on and selected analyses of the House committee party ratios for 14 Congresses, covering the period from the 98th through the 111th Congresses (1983-2011). This report also discusses trends and compares party ratios in selected Congresses. Possible reforms to the apportionment of committee seats are also examined.

This report provides a summary of legislative attempts to address issues of energy development and preservation in the Refuge from the 95th Congress through the 110th Congress, with emphasis on the 108th through 110th Congresses. Key water quality issues that may face the 107th Congress include: actions to implement existing provisions of the Clean Water Act (CWA), whether additional steps are necessary to achieve overall goals of the Act, and the appropriate federal role in guiding and paying for clean water activities. Legislative prospects for comprehensively amending the Act have for some time stalled over whether and exactly how to change the law. If clean water issues receive attention in the 107th Congress, consideration of specific issues will depend in part on the CWA policy agenda of the new Bush Administration and on priorities of the key committees that have major jurisdiction over the Act.

Congress has approved a port security and Coast Guard FY2002-FY2003 authorization bill. As approved, S. 1214 includes elements of several earlier bills addressing Coast Gaurd authorization, personnel, maritime improvement, and port security issues.

The 107th Congress is considering trade issues with implications for the U.S. agricultural sector. Trade in agricultural commodities and food products affects farm income and rural employment, and it also generates economic activity beyond the farm gate. With agricultural export sales the equivalent of one-quarter of farm income, some policymakers view U.S. efforts to develop market opportunities overseas as vital to the sector’s financial health. Decisions taken by the Bush Administration, and actions taken by Congress, thus will affect the outlook for agricultural trade.
