U.S.-Mexico Water Sharing: Background and Recent Developments

This report is a primer on U.S. and Mexican water-sharing topics. It focuses on surface water quantity sharing and recent developments, including drought conditions. Due to Mexico's recent below-target deliveries of Rio Grande water to the United States, particular attention is given to the status, underlying causes, and responses to the Rio Grande water debt. This report describes: legal obligations and processes under the 1944 Water Treaty; drought conditions from 2010 to 2013; water sharing and developments in the Colorado River Basin; water sharing in the Rio Grande Basin and Mexico's water debt; and stakeholder, diplomatic, and legislative responses to Mexico's Rio Grande water debt.

Interview with Jovita Soria, Mexican-born immigrant to Plano, Texas, for the DFW Metroplex Immigration Oral History Project. The interview includes Soria's personal experiences of childhood in Mexico, her first experience in Plano at the age of seventeen and her second on as a live-in nanny, her move to Abilene, Texas, and return to Mexico with her husband. Soria also talks about her return to Plano as an illegal immigrant, difficulties with illegal status, assimilation into Texas culture, children's experiences as Mexican-American, and her thoughts on the immigration process.

Why is Violence Rebounding in Mexico?

This report discusses violence in Mexico fueled by organized crime cartels and the rising homicide rate which for 2017 based on preliminary reports will be above 18 per 100,000 persons. The rate in 2016 was 16.2 per 100,000. Various possible causes of the increase in violence discussed are the fragmentation of the Sinaloa Cartel, the increase in heroin trafficking and sales in the U.S., and the removal of major cartel bosses by the Mexican military leading to a power struggle in the organizations.
