DOE Hanford Network Upgrades and Disaster Recovery Exercise Support the Cleanup Mission Now and into the Future - 14303

In 2013, the U.S. Department of Energy�s (DOE) Hanford Site, located in Washington State, funded an update to the critical network infrastructure supporting the Hanford Federal Cloud (HFC). The project, called ET-50, was the final step in a plan that was initiated five years ago called �Hanford�s IT Vision, 2015 and Beyond.� The ET-50 project upgraded Hanford�s core data center switches and routers along with a majority of the distribution layer switches. The upgrades allowed HFC the network intelligence to provide Hanford with a more reliable and resilient network architecture. The culmination of the five year plan improved network intelligence and high performance computing as well as helped to provide 10Gbps capable links between core backbone devices (10 times the previous bandwidth). These improvements allow Hanford the ability to further support bandwidth intense applications, such as video teleconferencing. The ET-50 switch upgrade, along with other upgrades implemented from the five year plan, have prepared Hanford�s network for the next evolution of technology in voice, video, and data. Hand-in-hand with ET-50�s major data center outage, Mission Support Alliance�s (MSA) Information Management (IM) organization executed a disaster recovery (DR) exercise to perform a true integration test and capability study. Evaluating Feed Delivery Performance in Scaled Double-Shell Tanks - 14070

The Hanford Tank Operations Contractor (TOC) and the Hanford Waste Treatment and Immobilization Plant (WTP) contractor are both engaged in demonstrating mixing, sampling, and transfer system capability using simulated Hanford High-Level Waste (HLW) formulations. This work represents one of the remaining technical issues with the high-level waste treatment mission at Hanford. The TOCs� ability to adequately mix and sample high-level waste feed to meet the WTP WAC Data Quality Objectives must be demonstrated. The tank mixing and feed delivery must support both TOC and WTP operations. The tank mixing method must be able to remove settled solids from the tank and provide consistent feed to the WTP to facilitate waste treatment operations. Two geometrically scaled tanks were used with a broad spectrum of tank waste simulants to demonstrate that mixing using two rotating mixer jet pumps yields consistent slurry compositions as the tank is emptied in a series of sequential batch transfers. Testing showed that the concentration of slow settling solids in each transfer batch was consistent over a wide range of tank operating conditions. Although testing demonstrated that the concentration of fast settling solids decreased by up to 25% as the tank was emptied, batch-to-batch consistency improved as mixer …

Implementation of Recommendations from the One System Comparative Evaluation of the Hanford Tank Farms and Waste Treatment Plant Safety Bases - 14137

A Comparative Evaluation was conducted for One System Integrated Project Team to compare the safety bases for the Hanford Waste Treatment and Immobilization Plant Project (WTP) and Tank Operations Contract (TOC) (i.e., Tank Fanns) by an Expert Review Team. The evaluation had an overarching purpose to facilitate effective integration between WTP and TOC safety bases. It was to provide One System management with an objective evaluation of identified differences in safety basis process requirements, guidance, direction, procedures, and products (including safety controls, key safety basis inputs and assumptions, and consequence calculation methodologies) between WTP and TOC. The evaluation identified 25 recommendations (Opportunities for Integration). The resolution of these recommendations resulted in 16 implementation plans. The completion of these implementation plans will help ensure consistent safety bases for WTP and TOC along with consistent safety basis processes. procedures, and analyses. and should increase the likelihood of a successful startup of the WTP. This early integration will result in long-term cost savings and significant operational improvements. In addition, the implementation plans lead to the development of eight new safety analysis methodologies that can be used at other U.S. Department of Energy (US DOE) complex sites where URS Corporation is involved.

Improved Three-Dimensional Resistivity Data Acquisition Capabilities at the Hanford Site - 14146

The recent 3D electrical resistivity characterization at 241_U Tank Farm represents the first full-farm true 3D environmental resistivity deployment in the world. Technological and manufacturing developments by the vendor resulted in a data acquisition system that far surpasses the ability of the previous off-the-shelf systems. The new data acquisition system allows for 180 channels, which enables the full-farm 3D acquisition without the inaccuracies associated with combining multiple datasets. This ultimately leads to a more accurate model of the subsurface and a better understanding of moisture and contaminant distribution within the vadose zone. Additionally, advancements in electrical noise filters and increased output power resulted in better quality data than previously acquired at the site, reducing the amount of poor quality data by more than half. Ultimately, the new, improved system increased the speed of data acquisition and quality of the final results. The system allowed a reduction in field labor and field work duration to half the field budget estimates, resulting in a 25% reduction in overall project costs. The new resistivity data acquisition system represents technological advancements resulting in a greater quantity of data with decreased project costs.

RAPID RADIOCHEMICAL ANALYSES IN SUPPORT OF FUKUSHIMA NUCLEAR ACCIDENT

There is an increasing need to develop faster analytical methods for emergency response, including emergency soil and air filter samples. The Savannah River National Laboratory (SRNL) performed analyses on samples received from Japan in April, 2011 as part of a U.S. Department of Energy effort to provide assistance to the government of Japan, following the nuclear event at Fukushima Daiichi, resulting from the earthquake and tsunami on March 11, 2011. Of particular concern was whether it was safe to plant rice in certain areas (prefectures) near Fukushima. The primary objectives of the sample collection, sample analysis, and data assessment teams were to evaluate personnel exposure hazards, identify the nuclear power plant radiological source term and plume deposition, and assist the government of Japan in assessing any environmental and agricultural impacts associated with the nuclear event. SRNL analyzed approximately 250 samples and reported approximately 500 analytical method determinations. Samples included soil from farmland surrounding the Fukushima reactors and air monitoring samples of national interest, including those collected at the U.S. Embassy and American military bases. Samples were analyzed for a wide range of radionuclides, including strontium-89, strontium-90, gamma-emitting radionuclides, and plutonium, uranium, americium and curium isotopes. Reduction And Sequestration Of Pertechnetate To Technetium Dioxide And Protection From Reoxidation

This effort is part of the technetium management initiative and provides data for the handling and disposition of technetium. To that end, the objective of this effort was to challenge tin(lI)apatite (Sn(II)apatite) against double-shell tank 241-AN-105 simulant spiked with pertechnetate (TcO{sub 4}). The Sn(II)apatite used in this effort was synthesized on site using a recipe developed at and provided by Sandia National Laboratories; the synthesis provides a high quality product while requiring minimal laboratory effort. The Sn(ll)apatite reduces pertechnetate from the mobile +7 oxidation state to the non-mobile +4 oxidation state. It also sequesters the technetium and does not allow for re-oxidization to the mobile +7 state under acidic or oxygenated conditions within the tested period of time (6 weeks). Previous work indicated that the Sn(II) apatite can achieve an ANSI leachability index in Cast Stone of 12.8. The technetium distribution coefficient for Sn(lI)apatite exhibited a direct correlation with the pH of the technetium-spiked simulant media.

CKM-UT Angles: Mixing And CP Violation at the B Factories

We review the experimental status of the angles of the Unitarity Triangle of the CKM matrix, as measured by the BABAR and Belle experiments. The B Factories have demonstrated since the beginning of this decade that CP violation in the B meson system is consistent with the Standard Model (SM) description in terms of the complex phase in the three-by-three Cabibbo-Kobayashi-Maskawa (CKM) matrix. With one single phase, the SM predicts clear patterns for quark mixing and CP violations, to be satisfied by all processes.

Evaluation of Beam Loss and Energy Depositions for a Possible Phase II Design for LHC Collimation

The LHC beams are designed to have high stability and to be stored for many hours. The nominal beam intensity lifetime is expected to be of the order of 20h. The Phase II collimation system has to be able to handle particle losses in stable physics conditions at 7 TeV in order to avoid beam aborts and to allow correction of parameters and restoration to nominal conditions. Monte Carlo simulations are needed in order to evaluate the behavior of metallic high-Z collimators during operation scenarios using a realistic distribution of losses, which is a mix of the three limiting halo cases. Moreover, the consequences in the IR7 insertion of the worst (case) abnormal beam loss are evaluated. The case refers to a spontaneous trigger of the horizontal extraction kicker at top energy, when Phase II collimators are used. These studies are an important input for engineering design of the collimation Phase II system and for the evaluation of their effect on adjacent components. The goal is to build collimators that can survive the expected conditions during LHC stable physics runs, in order to avoid quenches of the SC magnets and to protect other LHC equipments.

GLASSES CONTAINING IRON (II III) OXIDES FOR IMMOBILIZATION OF RADIOACTIVE TECHNETIUM

Technetium-99 (Tc-99) has posed serious environmental threats as US Department of Energy's high-level waste. This work reports the vitrification of Re, as surrogate for Tc-99, by iron-borosilicate and iron-phosphate glasses, respectively. Iron-phosphate glasses can dissolve Re as high as {approx} 1.2 wt. %, which can become candidate waste forms for Tc-99 disposal, while borosilicate glasses can retain less than 0.1 wt. % of Re due to high melting temperature and long melting duration. Vitrification of Re as Tc-99's mimic was investigated using iron-borosilicate and iron-phosphate glasses. The retention of Re in borosilicate glasses was less than 0.1 wt. % and more than 99 wt. % of Re were volatilized due to high melting temperature and long melting duration. Because the retention of Re in iron-phosphate glasses is as high as 1.2 wt. % and the volatilization is reduced down to {approx}50 wt. %, iron-phosphate glasses can be one of the glass waste form candidates for Tc (or Re) disposal. The investigations of chemical durability and leaching test of iron-phosphate glasses containing Re are now underway to test the performance of the waste form.

IMPACT OF THE SMALL COLUMN ION EXCHANGE PROCESS ON THE DEFENSE WASTE PROCESSING FACILITY - 12112

The Savannah River Site (SRS) is investigating the deployment of a parallel technology to the Salt Waste Processing Facility (SWPF, presently under construction) to accelerate high activity salt waste processing. The proposed technology combines large waste tank strikes of monosodium titanate (MST) to sorb strontium and actinides with two ion exchange columns packed with crystalline silicotitanate (CST) resin to sorb cesium. The new process was designated Small Column Ion Exchange (SCIX), since the ion exchange columns were sized to fit within a waste storage tank riser. Loaded resins are to be combined with high activity sludge waste and fed to the Defense Waste Processing Facility (DWPF) for incorporation into the current glass waste form. Decontaminated salt solution produced by SCIX will be fed to the SRS Saltstone Facility for on-site immobilization as a grout waste form. Determining the potential impact of SCIX resins on DWPF processing was the basis for this study. Accelerated salt waste treatment is projected to produce a significant savings in the overall life cycle cost of waste treatment at SRS.
