An Introduction to Farm Commodity Programs
The U.S. Department of Agriculture's (USDA's) Commodity Credit Corporation (CCC) is required to provide assistance to 20 specified agricultural commodities, to achieve three primary objectives: to support prices, supplement incomes, and manage supplies. Supporters contend that financial help to the farm sector also ensures consumers an abundant supply of reasonably priced food. But critics believe that basic U.S. farm policies, conceived in the 1930s, no longer meet the needs of modern agriculture or society as a whole. This report discusses the various programs available for different commodities.

Farm Support Programs and World Trade Commitments
Congress is now debating reauthorization of omnibus farm legislation, as most commodityprice support provisions expire in 2002. This report discusses this debate, specifically aspects relating to commitments that the U.S. has as a World Trade Organization (WTO) member. Because of the interrelationships between trade and domestic support policies, lawmakers are interested in what the Agreement on Agriculture stipulates with regard to domestic supports, and how not only the United States but also other countries are meeting their Agreement commitments.

The United States and the Use of Force in the Post-Cold War World: Toward Self-Deterrence?
Early in the post-Cold War era, the willingness of the United States to use military force was tested by Iraq's 1990 invasion of Kuwait. U.S. actions and those of allied nations suggested that the international community had the will and ability to respond to serious aggressions and some other threats to international order. The United States appeared to be showing the way toward a post-Cold War international system whose demonstrated ability to respond to such threats was expected to deter at least some of them.

Japan-Taiwan Economic Relations: Implications for the U.S.
Taiwan and Japan might seem to be two similar island economies when viewed from this side of the Pacific, but they are strikingly dissimilar. Over the twentieth century, their relationship with one another has shifted from colonial to mutual growth and recognition to the current anomaly of an intense economic interchange accompanied by severed diplomatic ties. Between Taiwan and Japan, the private sector is taking the lead in developing a relationship that is both mutually beneficial and strained.

Central Asia's New States: Regional Developments and Implications for U.S. Interests
After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics and established diplomatic relations with each by mid-March 1992. This report provides an overview of U.S. policy concerns after the Soviet collapse. The report presents the U.S. policy attention and aid to support conflict amelioration, humanitarian needs, economic development, transport (including energy pipelines) and communications, border controls, democracy, and the creation of civil societies in the South Caucasian and Central Asian states. The United States has some economic and business interests in Central Asia, particularly in oil and natural gas development in Kazakhstan, Turkmenistan, and Uzbekistan.

Nuclear Weapons: The Reliable Replacement Warhead Program
Most current U.S. nuclear warheads were built in the 1980s, and are being retained longer than was planned. Yet warheads deteriorate and must be maintained. The current approach monitors them for signs of aging. When problems are found, a Life Extension Program (LEP) rebuilds and replaces components. Modifying some critical components would require a nuclear test, but a nuclear test moratorium is in effect. Therefore, LEP rebuilds these components as closely as possible to original specifications. Using this approach, the Secretaries of Defense and Energy have certified stockpile safety and reliability for the past nine years without nuclear testing.

Community Services Block Grants (CSBG), administered by the Department of Health and Human Services (HHS), provide federal funds to states, territories and Indian tribes for distribution to local agencies to reduce poverty. Detainees at Guantànamo Bay
After the U.S. Supreme Court held that U.S. courts have jurisdiction to hear legal challenges on behalf of more than 500 persons detained at the U.S. Naval Station in Guantanamo Bay, Cuba in connection with the war against terrorism, the Pentagon established administrative hearings, called “Combatant Status Review Tribunals” (CSRTs), to allow the detainees to contest their status as enemy combatants. This report provides an overview of the CSRT procedures and summarizes court cases related to the detentions.

The Law of Church and State: Selected Opinions of Justice O'Connor
This report offers an examination of Justice O’Connor’s opinions interpreting the Establishment Clause reveals that she employed different tests depending on the type of government activity at issue. The decisions show that O’Connor believed that these cases should all be examined carefully with particular attention given to the facts of each, and that the Court should refrain from tying itself to a single test for evaluating Establishment Clause cases.

Iran's Nuclear Program: Recent Developments
International Atomic Energy Agency (IAEA) inspections since 2003 have revealed almost two decades' worth of undeclared nuclear activities in Iran, including uranium enrichment and plutonium separation efforts. The Security Council called upon Iran to take steps requested of it by the IAEA Board in February -- reinstate its suspension of enrichment and reprocessing, reconsider construction of its heavy water reactor, ratify and implement the Additional Protocol, and implement transparency measures. Iran has continued enrichment activities and failed to meet the Security Council's request.
