Additional Dissenting Views of Honorable Omar Burleson - June 27, 1972

A document titled "Additional Dissenting Views of Honorable Omar Burleson," which is a discussion by Burleson of a bill that he introduced in 1969 and again in 1971 to decentralize two programs bogged down with red tape. The Committee's bill does the opposite by compounding the existing over-centralization and costing the taxpayer. Good government is economical and efficient and provides services desired by the people. "The Committee's bill, by giving a bigger prize to states imposing higher taxes, equates good government with expensive government. This is fundamentally wrong in principle."

Stell acknowledges the receipt of the letter from Carswell in which he advises of his plan to attend the Summer War Conference and confides that Carswell has been missed during the past two years. He requests that Carswell send out the forms to the posts due to a lack of time to do so himself. He explains that Al Jr. is home on leave for the first time in 16 months so he is trying to be with him as much as possible, that Al Jr. will leave for parts unknown in a week. Attachment includes: Rough draft of a questionaire handwritten by Carswell and pertaining to a World Organization for Peace. Questonaire asks four questions and requests that recipient fill out and mail at once to T. N. Carswell, District Chairman Foreign Relations Committee, Abilene, Texas.

He briefly summarizes the life and qualifications of Caviness beginning with the following; "Jimmie Caviness is a veteran of both World War I and World War II. In the last war he served as a Colonel in the 36th Division, and he was a casualty of that war. He lost his only son in World War II."
