Wolf Point Substation, Roosevelt County, Montana

The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site. The environmental review looked at the impacts to all resource areas in the Wolf Point area. 7 refs., 6 figs.

Work plan for the Isotopes Facilities Deactivation Project at Oak Ridge National Laboratory

The purpose of the Isotopes Facilities Deactivation Project (IFDP) is to place former isotopes production facilities at the Oak Ridge National Laboratory in a safe, stable, and environmentally sound condition; suitable for an extended period of minimum surveillance and maintenance (S&M) and as quickly and economical as possible. Implementation and completion of the deactivation project will further reduce the risks to the environment and to public safety and health. Furthermore, completion of the project will result in significant S&M cost savings in future years. The IFDP work plan defines the project schedule, the cost estimate, and the technical approach for the project. A companion document, the IFDP management plan, has been prepared to document the project objectives, define organizational relationships and responsibilities, and outline the management control systems to be employed in the management of the project. The project has adopted the strategy of deactivating the simple facilities first, to reduce the scope of the project and to gain experience before addressing more difficult facilities. A decision support system is being developed to identify the activities that best promote the project mission and result in the largest cost savings. Workshop on compact storage ring technology: applications to lithography

Project planning in the area of x-ray lithography is discussed. Three technologies that are emphasized are the light source, the lithographic technology, and masking technology. The needs of the semiconductor industry in the lithography area during the next decade are discussed, particularly as regards large scale production of high density dynamic random access memory devices. Storage ring parameters and an overall exposure tool for x-ray lithography are addressed. Competition in this area of technology from Germany and Japan is discussed briefly. The design of a storage ring is considered, including lattice design, magnets, and beam injection systems. (LEW)

Workshop on electronic and ionic collision cross sections needed in the modeling of radiation interactions with matter: proceedings

The term modeling in the Workship title refers to the mathematical analysis of the consequences of many collision processes for characterizing the physical stage of radiation actions. It requires as input some knowledge of collision cross sections. Traditionally, work on cross sections and work on the modeling are conducted by separate groups of scientists. It was the purpose of the Workshop to bring these two groups together in a forum that would promote effective communication. Cross-section workers described the status of their work and told what data were available or trustworthy. Modeling workers told what kind of data were needed or were most important. Twenty-two items from the workshop were prepared separately for the data base.

Workshop Proceedings on Financing the Development and Deployment of Renewable Energy Technologies

The Working Party on Renewable Energy (REWP) of the International Energy Agency (IEA) organized a two-day seminar on the role of financing organizations in the development and deployment of renewable energy (RE). The World Bank (WB) and the US Department of Energy (USDOE) hosted the workshop. Delegates were mainly senior government representatives from the 23 IEA member countries, whose responsibilities are related to all or most of the renewable sources of energy. In addition, representatives of the European Union, United Nations, trade organizations, utilities and industries and the WB attended the meeting. The workshop was recognized as an important first step in a dialog required between the parties involved in the development of RE technology, project preparation and the financing of RE. It was also recognized that much more is required--particularly in terms of increased collaboration and coordination, and innovative financing--for RE to enter the market at an accelerated pace, and that other parties (for example from the private sector and recipient countries) need to have increased involvement in future initiatives.

The US Department of Energy (DOE) is required by the Nuclear Waste Policy Act of (as amended in 1987) to study and characterize the suitability of Yucca Mountain as a potential geologic repository for high-level nuclear waste. During site characterization, the DOE will conduct a variety of geotechnical, geochemical, geological, and hydrological studies to determine the suitability of Yucca Mountain as a potential repository. To ensure that site characterization activities do not adversely affect the environment at Yucca Mountain, a program has been implemented to monitor and mitigate potential impacts and ensure activities comply with applicable environmental regulations. This report describes the activities and accomplishments of EG&G Energy Measurements, Inc. Zone refining of plutonium metal (open access)

Zone refining of plutonium metal

The purpose of this study was to investigate zone refining techniques for the purification of plutonium metal. The redistribution of 10 impurity elements from zone melting was examined. Four tantalum boats were loaded with plutonium impurity alloy, placed in a vacuum furnace, heated to 700{degrees}C, and held at temperature for one hour. Ten passes were made with each boat. Metallographic and chemical analyses performed on the plutonium rods showed that, after 10 passes, moderate movement of certain elements were achieved. Molten zone speeds of 1 or 2 inches per hour had no effect on impurity element movement. Likewise, the application of constant or variable power had no effect on impurity movement. The study implies that development of a zone refining process to purify plutonium is feasible. Development of a process will be hampered by two factors: (1) the effect on impurity element redistribution of the oxide layer formed on the exposed surface of the material is not understood, and (2) the tantalum container material is not inert in the presence of plutonium. Cold boat studies are planned, with higher temperature and vacuum levels, to determine the effect on these factors. 5 refs., 1 tab., 5 figs.
