European Union’s Arms Embargo on China: Implications and Options for U.S. Policy
Overall, there are two sets of questions for Congress in examining U.S. policy toward the fate of the EU’s arms embargo on China. What are the implications for U.S. interests in trans-Atlantic relations and China? If U.S. interests are adversely affected, what are some options for Congress to discourage the EU from lifting its arms embargo on China and, if it is lifted, to protect U.S. national security interests in both Asia and Europe? Counseling Service Needs of Chinese College Students: Student, Faculty, and Student Affairs Staff Perceptions
This study was designed to explore the different perceptions of college students' counseling service needs as well as the perceptions of counseling services by the student, faculty, and student affairs staff groups and subgroups of each group. The research approach of this investigation was a case study of one national university in the Republic of China. This study tested seven hypotheses and the major findings are as follows: there were significant differences among students, faculty, and student affairs staff members' perceptions of counseling services in terms of importance and success. Although all three groups agreed that the achievement of the counseling goals were important, the students showed a significantly stronger expectation than did faculty members. Findings related to the success of counseling services in the institution indicated that student affairs staff members showed higher mean scores than did the faculty and students. All three groups perceived a significant discrepancy between the importance of counseling services and the success of counseling services. Moreover, all subgroups of students, as divided by demographic variables, perceived a significant discrepancy between the importance and success of counseling services. A Study of the Perceptions of the Role of Deans of Students at Selected Universities in the Republic of China
This study was designed to explore the perceptions of the leadership behavior of deans of students at 15 universities in the Republic of China (ROC). The study groups included the deans of students, student affairs staff members, and student leaders within the 15 universities. The Leader Behavior Description Questionnaire (LBDQ) was employed to assess the leadership behavior of the deans of students in the dimensions of initiating structure and consideration. The population included 10 current deans of students and 8 former deans of students, 173 student affairs staff members, and 224 student leaders. In addition, six current deans of students and one officer of the Ministry of Education were interviewed by the researcher. The conclusions are as follows. 1. Current and former deans of students had the same perceptions and expectations of the leadership behavior in the initiating structure and consideration dimensions. 2. Effective leadership behavior of deans of students was associated with high scores on initiating structure and consideration. 3. Deans of students employed different leadership behaviors to lead the student affairs staff members and student leaders. 4. Protests in China: Why and Which Chinese People Go to the Street?
This research seeks to answer why and which Chinese people go to the street to protest. I argue that different sectors of Chinese society differ from each other regarding their tendencies to participate in protest. In addition to their grievances, the incentives to participate in protest and their capacities to overcome the collective action problem all needed to be taken into account. Using individual level data along with ordinary binary logistic regression and multilevel logistic regression models, I first compare the protest participation of workers and peasants and find that workers are more likely than peasants to participate in protests in the context of contemporary China. I further disaggregate the working class into four subtypes according to the ownership of the enterprises they work for. I find that workers of township and village enterprises are more likely than workers of state-owned enterprises to engage in protest activities, while there is no significant difference between the workers of domestic privately owned enterprises and the workers of foreign-owned enterprises regarding their protest participation. A Preliminary Study of Selected Factors Related to the Decision of Chinese Students to Remain in the United States or Return to Taiwan
The purpose of this study is to explore selected factors that may be related to Chinese students' decisions to remain in the United States or return to Taiwan after they finish their studies. Based upon the Chi Square test, the results are: students likely to remain in the United States are influenced by the understanding of the life style of those Chinese who had stayed, perceived less prejudice from American people, and received political freedom in the United States. Factors influencing the decision to return to Taiwan are likely to include family expectation to return, willingness to devote one's ability for the betterment of Taiwan's future, and stronger identification with Taiwan. It is suggested that a long-term cost-benefit analysis be conducted so that it is possible to understand whether Taiwan's brain drain is a loss or a gain to its development.

China-U.S. Relations
This report discusses the background information and most recent development in U.S.-China relations since mid-1996. Since the early 1990s, U.S.-China relations have followed an uneven course, with modest improvements overshadowed by various recurring difficulties and setbacks. Longstanding bilateral difficulties have included U.S. problems with the PRC’s worsening human rights record, growing tensions over the PRC’s southern military build-up opposite Taiwan and Taiwan’s political status, and continued controversy over allegations of Chinese proliferation of weapons to unstable regimes.

By June 3, 1994, President Clinton must determine whether or not to recommend to Congress a one-year extension of his Jackson-Vanik waiver authority, in effect extending most-favored-nation (MFN)[1] trading status to China for anothe year. A Study on Usability of Mobile Software Targeted at Elderly People in China
With the rapid development of mobile device technology, smartphones are now not only the tool for young people but also for elderly people. However, the complicated steps of interacting with smartphones are stopping them from having a good user experience. One of the reasons is that application designers do not take consideration of the user group of elderly people. Our pilot survey shows that most elderly people lack the skills required to use a smartphone without obstacles, like typing. We also conducted an experiment with 8 participants that targeting on the usability of a daily used application, Contact List (CL), and based on a Chinese language system. We developed an android application that proposed a new method of showing the contact list according to the language usage of Chinese for this study. By asking participants to finish the same tasks on the traditional CL applications on their phones or on our application and observing their operations, we obtained useful feedback in terms of usability issues. Our experiment also tried to find out whether the method we proposed in the new application can lead to a better user experience for elderly people.
