512-S Facility, Actinide Removal Process Radiological Design Summary Report

This report contains top-level requirements for the various areas of radiological protection for workers. Detailed quotations of the requirements for applicable regulatory documents can be found in the Radiological Design Summary Report Implementation Guide. For the purposes of demonstrating compliance with these requirements, per Engineering Standard 01064, ''shall consider / shall evaluate'' indicates that the designer must examine the requirement for the design and either incorporate or provide a technical justification as to why the requirement is not incorporated. This report describes how the Building 512-S, Actinide Removal Process meets the required radiological design criteria and requirements based on 10CFR835, DOE Order 420.1A, WSRC Manual 5Q and various other DOE guides and handbooks. The analyses supporting this Radiological Design Summary Report initially used a source term of 10.6 Ci/gallon of Cs-137 as the basis for bulk shielding calculations. As the project evolved, the source term was reduced to 1.1 Ci/gallon of Cs-137. This latter source term forms the basis for later dose rate evaluations.

911 Services: Most States Used 911 Funds for Intended Purposes, but FCC Could Improve Its Reporting on States' Use of Funds

A letter report issued by the Government Accountability Office with an abstract that begins "Although states faced challenges and delays in the past, states have made significant progress implementing wireless Enhanced 911 (E911) since 2003. Wireless E911 deployment usually proceeds through two phases: Phase I provides general caller location information by identifying the cell tower or cell site that is receiving the wireless call; Phase II provides more precise caller-location information, usually within 50 to 300 meters. Currently, according to the National Emergency Number Association (NENA), nearly 98 percent of 911 call centers, known as Public Safety Answering Points (PSAPs), are capable of receiving Phase I location information, and 97 percent have implemented Phase II for at least one wireless carrier. This represents a significant improvement since 2003 when implementation of Phase I was 65 percent and Phase II was 18 percent. According to NENA's current data, 142 U.S. counties (representing roughly 3 percent of the U.S. population) do not have some level of wireless E911 service. The areas that lack wireless E911 are primarily rural and tribal areas that face special implementation challenges, according to federal and association officials."

On January 19-21, 2011, The National Council for Science and the Environment (NCSE) successfully convened its 11th National Conference on Science, Policy and the Environment: Our Changing Oceans in Washington, DC at the Ronald Reagan Building and International Trade Center. Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean. 14C dating of bone using (gamma) Carboxyglutamic Acid and Carboxyglycine (Aminomalonate)

Radiocarbon determinations have been obtained on {gamma}-carboxyglutamic acid [Gla] and {alpha}-carboxyglycine (aminomalonate) [Am] as well as acid- and base-hydrolyzed total amino acids isolated from a series of fossil bones. As far as they are aware, Am has not been reported previously in fossil bone and neither Gla nor Am {sup 14}C values have been measured previously. Interest in Gla, an amino acid found in the non-collagen proteins osteocalcin and matrix Gla-protein (MGP), proceeds from the suggestion that it may be preferentially retained and more resistant to diagenetic contamination affecting {sup 14}C values in bones exhibiting low and trace amounts of collagen. The data do not support these suggestions. The suite of bones examined showed a general tendency for total amino acid and Gla concentrations to decrease in concert. Even for bones retaining significant amounts of collagen, Gla (and Am extracts) can yield {sup 14}C values discordant with their expected age and with {sup 14}C values obtained on total amino-acid fractions isolated from the same bone sample.

N*(1535) electroproduction at high Q2

A covariant spectator quark model is applied to study the {gamma}N {yields} N*(1535) reaction in the large Q{sup 2} region. Starting from the relation between the nucleon and N*(1535) systems, the N*(1535) valence quark wave function is determined without the addition of any parameters. The model is then used to calculate the {gamma}N {yields} N*(1535) transition form factors. A very interesting, useful relation between the A{sub 1/2} and S{sub 1/2} helicity amplitudes for Q{sup 2} > GeV{sup 2}, is also derived.

The limitation of the 1929 contest to performance gliders necessitated the establishment of a formula which would make it possible to distinguish between performance gliders and school and training gliders. The sinking speed was therefore adopted as the basis for such a distinction, and the requirement was made that the sinking speed of a performance glider should not exceed 0.8 m/s. The rest of the report details the different entries with regard to design and performance.

The external radiation level for 1976 at the north boundary of the Laboratory attributable to an ecology forest irradiation source was 74.4 mrem, or 14 percent of the applicable Radiation Protection Standard.

Sandia National Laboratories in Albuquerque is located south of the city on two broad mesas. The local climate is arid continental. Radionuclides are potentially released from five technical areas from the Laboratories' research activities. Sandia's environmental monitoring program searches for cesium-137, tritium, uranium, alpha emitters, and beta emitters in water, soil, air, and vegetation. No activity was found in public areas in excess of that found in local background in 1980. The Albuquerque population receives only 0.11 person-rem (estimated) from airborne radioactive releases. While national security research is the Laboratories' major responsibility, energy research is a major area of activity. Both these research areas cause radioactive releases.
