911 Services: Most States Used 911 Funds for Intended Purposes, but FCC Could Improve Its Reporting on States' Use of Funds

A letter report issued by the Government Accountability Office with an abstract that begins "Although states faced challenges and delays in the past, states have made significant progress implementing wireless Enhanced 911 (E911) since 2003. Wireless E911 deployment usually proceeds through two phases: Phase I provides general caller location information by identifying the cell tower or cell site that is receiving the wireless call; Phase II provides more precise caller-location information, usually within 50 to 300 meters. Currently, according to the National Emergency Number Association (NENA), nearly 98 percent of 911 call centers, known as Public Safety Answering Points (PSAPs), are capable of receiving Phase I location information, and 97 percent have implemented Phase II for at least one wireless carrier. This represents a significant improvement since 2003 when implementation of Phase I was 65 percent and Phase II was 18 percent. According to NENA's current data, 142 U.S. counties (representing roughly 3 percent of the U.S. population) do not have some level of wireless E911 service. The areas that lack wireless E911 are primarily rural and tribal areas that face special implementation challenges, according to federal and association officials."

2012 Groundwater Monitoring Report Central Nevada Test Area, Subsurface Corrective Action Unit 443

The Central Nevada Test Area was the site of a 0.2- to 1-megaton underground nuclear test in 1968. The surface of the site has been closed, but the subsurface is still in the corrective action process. The corrective action alternative selected for the site was monitoring with institutional controls. Annual sampling and hydraulic head monitoring are conducted as part of the subsurface corrective action strategy. The site is currently in the fourth year of the 5-year proof-of-concept period that is intended to validate the compliance boundary. Analytical results from the 2012 monitoring are consistent with those of previous years. Tritium remains at levels below the laboratory minimum detectable concentration in all wells in the monitoring network. Samples collected from reentry well UC-1-P-2SR, which is not in the monitoring network but was sampled as part of supplemental activities conducted during the 2012 monitoring, indicate concentrations of tritium that are consistent with previous sampling results. This well was drilled into the chimney shortly after the detonation, and water levels continue to rise, demonstrating the very low permeability of the volcanic rocks. This report summarizes the results of an acoustic noise test that the National Renewable Energy Laboratory (NREL) conducted on the SWIFT wind turbine. This test was conducted in accordance with the International Electrotechnical Commission's (IEC) standard, Wind Turbine Generator Systems Part 11: Acoustic Noise Measurement Techniques, IEC 61400-11 Ed.2.1, 2006-11. However, because the SWIFT is a small turbine, as defined by IEC, NREL used 10-second averages instead of 60-second averages and utilized binning by wind speed instead of regression analysis.
