200 Area processing rates

Two types of ``feedstock,`` i.e. irradiated uranium and uranium from underground storage, are processed by the 200 Areas. Future operations may add irradiated thorium as a supplementary feed material. In either case, the major portion of future feedstocks is presumed to be in the form of irradiated metal, i.e. uranium and/or thorium, resulting in an almost complete dependence of the required 200 Area processing rate on reactor power levels and metal irradiation history. This document presents correlations by which predicted reactor power levels and production commitments for particular types of product may be easily converted to the required separations processing rates. Separations processing rates potentially resulting from low NGS plutonium and ``23`` commitments are given for the period through 1957.

200 West Area Dust Mitigation Strategies

Various strategies were developed for the purpose of mitigating respirable dust experienced at facilities in the southwest corner of the 200 West Area. These strategies focused on treatment of that portion of the dust source located within the 200 West Expansion Area. Strategies included direct shielding of the facilities via establishment of a poplar windbreak and installation of an artificial windscreen; soil stabilization via seeding of herbaceous plants, soil fixatives, straw crimping, straw blankets, gravel mulches, drift fences, baled straw, and living fences; and various irrigation systems that would function both to water seeded herbs and to suppress dust.

2007 Tax Filing Season: Interim Results and Updates of Previous Assessments of Paid Preparers and IRS's Modernization and Compliance Research Efforts

Testimony issued by the Government Accountability Office with an abstract that begins "The Internal Revenue Service's (IRS) tax filing season performance is a key indicator of how well IRS serves taxpayers. This year's filing season was expected to be risky because of tax system changes, including the telephone excise tax refund (TETR) which can be requested by all individuals and entities that paid the excise tax. GAO was asked to describe IRS's service to taxpayers so far this filing season (including the impact of this year's tax systems changes). GAO was also asked to provide updates of previous assessments of the performance of paid tax preparers, IRS's efforts to modernize its information systems, and what IRS is doing to better measure taxpayer compliance. GAO compared IRS's filing season performance to prior years' and goals and based analyses of paid preparers, information systems, and compliance research efforts on recent reports."

2D and 3D ablation front hydrodynamic instability experiments on Nova

Single-mode experiments have been conducted on the Nova laser to examine the effect of perturbation shape on ablation front Rayleigh-Taylor growth. The perturbations investigated had the same magnitude wave vector k=(k{sub x}{sup 2}+k{sub y}{sup 2}){sup 1/2} and the same initial amplitude. The shapes corresponded to 2D {lambda}=50 {mu}m, 3D square k{sub x}=k{sub y}, and stretched k{sub x}=3k{sub y} perturbations. We observed that the 3D perturbations grew more than the 2D perturbation. Numerical simulations in 2D and 3D arc in agreement, showing the most symmetric modes growing the largest.

Accelerator Mass Spectrometry Allows for Cellular Quantification of Doxorubicin at Femtomolar Concentrations

Accelerator mass spectrometry (AMS) is a highly sensitive analytical methodology used to quantify the content of radioisotopes, such as {sup 14}C, in a sample. The primary goals of this work were to demonstrate the utility of AMS in determining cellular [{sup 14}C]doxorubicin (DOX) concentrations and to develop a sensitive assay that is superior to high performance liquid chromatography (HPLC) for the quantification of DOX at the tumor level. In order to validate the superior sensitivity of AMS versus HPLC with fluorescence detection, we performed three studies comparing the cellular accumulation of DOX: one in vitro cell line study, and two in vivo xenograft mouse studies. Using AMS, we quantified cellular DOX content up to 4 hours following in vitro exposure at concentrations ranging from 0.2 pg/ml (345 fM) to 2 {micro}g/ml (3.45 {micro}M) [{sup 14}C]DOX. The results of this study show that, compared to standard fluorescence-based HPLC, the AMS method was over five orders of magnitude more sensitive. Two in vivo studies compared the sensitivity of AMS to HPLC using a nude mouse xenograft model in which breast cancer cells were implanted subcutaneously. Accessibillity of Electron Bernstein Modes in Over-Dense Plasma

Mode-conversion between the ordinary, extraordinary and electron Bernstein modes near the plasma edge may allow signals generated by electrons in an over-dense plasma to be detected. Alternatively, high frequency power may gain accessibility to the core plasma through this mode conversion process. Many of the tools used for ion cyclotron antenna de-sign can also be applied near the electron cyclotron frequency. In this paper, we investigate the possibilities for an antenna that may couple to electron Bernstein modes inside an over-dense plasma. The optimum values for wavelengths that undergo mode-conversion are found by scanning the poloidal and toroidal response of the plasma using a warm plasma slab approximation with a sheared magnetic field. Only a very narrow region of the edge can be examined in this manner; however, ray tracing may be used to follow the mode converted power in a more general geometry. It is eventually hoped that the methods can be extended to a hot plasma representation. Using antenna design codes, some basic antenna shapes will be considered to see what types of antennas might be used to detect or launch modes that penetrate the cutoff layer in the edge plasma.

ACRV instrumentation plan for NMD HTK light gas gun tests

In support of the NMD Hit-To-Kill Program for the US Army, twenty scaled tests on simulated nuclear targets are planned. The AEDC Light Gas Gun operated by Sverdrup Technology (SVT) in Tullahoma, TN will launch the scaled NMD projectile into scaled targets. The target for all the tests is a 1/4-scale version of the Attitude Controlled Re-Entry Vehicle (ACRV). The targets were designed and fabricated by Sandia National Laboratories (SNL) and Lawrence Livermore National Laboratory (LLNL). ITT Systems (ITT) is the integrating contractor for coordination of the multiple contractors involved in these tests. The targets are inert and contain no hazardous materials. The payloads have been instrumented to aid in post-test evaluation of the functional status of the postulated weapon systems. This document describes the instrumentation methods to be used on these tests.

Report presenting an investigation to determine the aerodynamic characteristics of a cruciform 70 degree delta-wing missile configuration with 70 degree delta canard control surfaces at M = 1.41 in the 4- by 4-foot supersonic pressure tunnel. Modifications to the configuration included variation of the body length and canard area and the substitution of a series of very small span wings for the cruciform delta wings and canard controls.

Agricultural Research: Two USDA Agencies Can Enhance Safeguards against Project Duplication and Strengthen Collaborative Planning

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Agriculture's (USDA) Agricultural Research Service (ARS) and the National Institute of Food and Agriculture (NIFA) generally focus on many of the same broad topics and rely on agency safeguards, as well as on the scientific community's professional norms, to prevent inadvertent duplication of research projects within and between the agencies. Shortcomings with certain agency safeguards, however, may increase the potential risk of project duplication within or between the two agencies. ARS and NIFA built in their own safeguards to help prevent project duplication, such as (1) panels of independent external scientists who review proposed projects and (2) agency requirements for staff to ensure that proposed work is relevant, including checking the Current Research Information System (CRIS)--USDA's primary system containing project-level information on its ongoing and completed research projects--for potentially duplicative research projects in both agencies. The agencies also rely on professional norms to safeguard against duplication, such as the peer review process used by scientific journals to limit the publication of unnecessarily duplicative research. Alternatives to underground nuclear power plant siting

The presentation contains the results of a literature review of concepts for augmenting the safety of light-water moderated nuclear power plants as alternatives to underground siting. Two types of alternatives were considered. The first type, consisting of alternatives to LWR power production technology such as the high temperature gas reactors (HTGRs), the liquid-metal fast-breeder reactors (LMFBRs), etc., has been previously discussed. The second type, consisting of alternatives within LWR power production technology such as radioactive fission product containment methods, is presented here. The review was restricted to evaluations of the effectiveness of each concept to achieve safety benefits, rather than the necessity for achieving the benefits. For this reason, it was implicitly acknowledged that underground siting was being studied to reduce the consequences of a hypothesized core melt accident. It is generally assumed that such accidents are very unlikely to happen. Nevertheless, a basic tenet of the review was that such an event was possible and underground siting alternatives might be found which were both effective and economically feasible.

Analysis of Supercritical Co{sub 2} Cycle Control Strategies and Dynamic Response for Generation Iv Reactors

The analysis of specific control strategies and dynamic behavior of the supercritical carbon dioxide (S-CO{sub 2}) Brayton cycle has been extended to the two reactor types selected for continued development under the Generation IV Nuclear Energy Systems Initiative; namely, the Very High Temperature Reactor (VHTR) and the Sodium-Cooled Fast Reactor (SFR). Direct application of the standard S-CO{sub 2} recompression cycle to the VHTR was found to be challenging because of the mismatch in the temperature drop of the He gaseous reactor coolant through the He-to-CO{sub 2} reactor heat exchanger (RHX) versus the temperature rise of the CO{sub 2} through the RHX. The reference VHTR features a large temperature drop of 450 C between the assumed core outlet and inlet temperatures of 850 and 400 C, respectively. This large temperature difference is an essential feature of the VHTR enabling a lower He flow rate reducing the required core velocities and pressure drop. In contrast, the standard recompression S-CO{sub 2} cycle wants to operate with a temperature rise through the RHX of about 150 C reflecting the temperature drop as the CO{sub 2} expands from 20 MPa to 7.4 MPa in the turbine and the fact that the cycle is highly recuperated …
