Herrera to Governor Price Daniel praising the passing of a bill by the House of Representatives to create two more criminal district courts in Harris County in light of their severe backlog of cases. Herrera also suggests Judge Jimmie Duncan to be appointed to one of the courts. The letter is typed on paper with the Law Offices of John J. Herrera letterhead. "COPY" is stamped across the page in red. A handwritten note reads: "'For the record' The original to this letter was NOT sent!"
